Presidential Secretariat media unit chief Janadasa Peiris said in a statement, on September 1, President Chandrika Kumaratunge told a group of Budhdhist monks that she was opposed to de-proscribing the Liberation Tigers of Tamil Eelam (LTTE) ahead of the commencement of the peace talks. Besides, she was of the opinion that the life of the proposed interim administration should be co-terminus with the time taken to implement decisions on which there is a consensus. She reportedly said, "I will oppose de-proscribing the LTTE before the commencement of direct peace talks. I will also oppose the setting up of interim administration in the northeast before reaching an agreement with the LTTE by the government on the core issues related to the conflict."

Prime Minister's Secretary Bradman Weerakoon met with Liberation Tigers of Tamil Eelam (LTTE) political-wing head S Tamilchelvam, on September 1. Meanwhile, Sri Lanka Muslim Congress Leader and Cabinet Minister Rauff Hakeem flew to London to meet with LTTE ideologue and chief negotiator Anton Balasingham. Weerakoon and Tamilchelvam discussed the development of the North-East and immediate reconstruction and resettlement there, as well as certain issues relating to the ‘permanent cease-fire agreement’ signed between the government and the LTTE, in February 2002, LTTE media secretary Daya Master told the state-run Daily News. Reports said, Minister Hakeem, in London, would essentially discuss participation of Muslims in the proposed North- East Interim Administration, Daily News said, on September 2. Unconfirmed reports said Hakeem will also seek to know the LTTE-stand on the demand by a section of the Muslim community for a separate interim administration in Muslim majority areas in the East.

Reports from Sri Lanka said the Vadamaradchi People's Movement (VPM), on September 1, announced they would hold mass picketing and block three supply routes to the Sri Lanka Army's 524 Brigade Headquarters in Point Pedro town on September 2, today. The protest is being organised to demand withdrawal of security forces from areas encompassing the court house, post office, schools, rest house, places of worship and several civilian homes. Reportedly, the Sri Lanka Army (SLA) still occupies churches and Hindu temples in the Point Pedro area, and 30 displaced families were are unable to resettle in their homes as they are under SLA occupation the last several years.

Reports said, the Liberation Tigers of Tamil Eelam (LTTE), on September 1, complained to the Sri Lanka Monitoring Mission (SLMM) of low flying unmanned aerial vehicles of the Air Force in the areas under its control. Reports further said the Air Force contended that the ‘permanent cease-fire agreement’ permits the security forces to continue to defend the country's sovereignty and territorial integrity. Quoting SLMM deputy chief Hagrup Haukland, the state-run Daily News said, on September 2, "The LTTE complained that unmanned Air Force aircraft have hovered over Pallai during the weekend." Haukland also said the SLMM was investigating a complaint by the Army that an estimated 60 armed LTTE cadres crossed the Main Supply Route (MSR) in the East, on August 27, in violation of the cease-fire agreement. If there was truth in the complaint, then it is a "serious breach of the cease-fire agreement", he said.

Pro-Tamil sources said over an estimated two thousand students went in a rally and organised a picket to protest denial of access to roads that lead to some of the public places in Point Pedro, on September 2. During the protest, they had stormed Sri Lankan Army positions there, besides blocking the main entrance to the 52-4 Brigade headquarters. Reportedly, students forced their way through the roads and vehicular traffic immediately commenced on those roads. Reports also said government troops lobbed tear gas shells besides firing in the air to control the angry mob and to prevent the students from advancing towards Army camps and forward defence lines. In the melee, at least eight protestors were injured. Further reports said Illakian and Dennie, both local officials of the political wing of the Liberation Tigers of Tamil Eelam (LTTE), some journalists, and teachers tried to bring the situation under control.

The clerics reportedly apprised the President of the difficulties that Muslims there were facing due to Liberation Tigers of Tamil Eelam (LTTE) activities. They had alleged that the LTTE was indulging in extortion and abductions. The President assured the clerics that, if lapses by security forces in dealing with the complaints recurred, she would notify Prime Minister Ranil Wickremasinghe and Chiefs of the Armed Forces for immediate action.

Yet another report, meanwhile, said a delegation of the National Bhikku Front (Jathika Maha Sangha Sammelanaya), on September 2, met with President Chandrika Kumaratunga. They had, at the meeting, asked her to use her executive powers to prevent the de-proscription of the LTTE, besides the setting-up of an interim administration in the Northeast Province. "Mr. Hakeem and Mr. Balasingham discussed matters related to the upcoming talks in Thailand between the government of Sri Lanka and the LTTE. It was agreed that Mr. Hakeem will take part in the first round of talks as a member of the government delegation, in his capacity as being the leader of the Sri Lankan Muslim Congress. It was further agreed that Mr. Hakeem will participate in future rounds of talks as the leader of the Sri Lankan Muslim Congress as well as the head of a Muslim delegation representing the Muslim community. This is in accordance with the memorandum of understanding between the LTTE and the SLMC signed April 13th. "The SLMC leader and the LTTE chief negotiator also touched upon matters related to the present situation in the north and east and to the status of the cease-fire agreement. They agreed that a new broader meeting between the LTTE-leadership and the SLMC will be held in the Vanni after the first round of talks in Thailand. "The meeting was held in a constructive and cordial atmosphere. The session lasted for two hours. "The meeting took place at the Norwegian ambassadorial residence in London. Special Advisor Erik Solheim, one of the Norwegian facilitators, was present as observer."

Opposition People’s Alliance (PA) spokesperson Sarath Amunugama said, on September 6, his formation is considering approaching the Supreme Court to secure the proscription of the Liberation Tigers of Tamil Eelam (LTTE). The United National Front (UNF) government has lifted the ban on the LTTE with effect from midnight September 5. The ban was lifted even as the Opposition PA and the Sinhala chauvinist Janata Vimukthi Peramuna (JVP) were planning to apply pressure against the move through mass agitation. The LTTE was banned under the Prevention of Terrorism Act in 1998. The Defence Minister is empowered to sign the order on banning an organisation or lifting the same. However, according to the provisions of Sixth Amendment to Sri Lanka’s Constitution, the Supreme Court can proscribe an organisation espousing separatism. The PA is now consulting legal luminaries on approaching the Supreme Court.

He said the two institutions fall within the high security zone encompassing the harbour, courthouse, rest house and some other public offices. "As such only principals, students and teachers will be allowed to use the roads that leads to these schools without any checking," he announced at a conference held at the Sri Lankan Army’s 52-4 Brigade headquarters in Point Pedro. "The members of the Sri Lanka Monitoring Mission (SLMM) in Jaffna will be allowed to monitor to ensure the freedom of movement of students through the college road," he added. Pupils of the two institutions clashed with the security forces on September 2 and forced open the roads. The talks are stet to commence on September 16. Cabinet spokesperson and Minister G L Peiris, also the leader of the delegation, told a routine Cabinet briefing, on September 13, that implementation of the ‘permanent cease-fire agreement’, economic development, political and legal aspects of devolving powers to the Northeast are among the priority issues for discussion. He, however, said "The main purpose of the discussion is to prepare an agenda for the next few sessions." The two sides are set to meet for several rounds of discussions in the months ahead. The Minister said, "It is our intention to meet regularly - at least once in three weeks." The TNA said they should not be held even as the government and the LTTE were preparing for the peace talks, which have since commenced. Reconstruction, rehabilitation and resettlement are among the chief issues that would be taken up by the government––LTTE Joint Task Force (JTF) whose composition would soon be announced. To recollect, at the just concluded September 16-18, 2002-peace talks resolved to set-up a JTF. "What is needed most for the proposed task force is co-operation between two parties," Furuhovde stated and added that the SLMM will work closely with the JTF. The government would set free 13 LTTE cadres detained in various prisons and the LTTE, in turn, would hand over seven government troops who are in its custody for the past eight years. Government officials, LTTE representatives and representatives of the International Committee of the Red Cross (ICRC) will witness the event. The Daily News said Defence Secretary Austin Fernando, Army Commander Lt. General Lional Balagalle, Navy Commander Vice Admiral Daya Sandagiri and representatives of the Air Force Commander and the Peace Secretariat will represent the government at the event. The exchange is reportedly a confidence building measure between the government and the LTTE and should have, in fact, have occurred on August 31, preceding the now-concluded first round of peace talks in Thailand. Procedural requirements had reportedly held-up the exchange. Upon the advise of the Attorney General’s office, the government agreed to set free 13 among the 23 cadres the LTTE wanted to be released, reports said.

The accused, Vasanthakumar Ravikumar was charged with ‘waging war against the Sri Lanka Army and causing deaths to soldiers at Kaddaikaddu’ between January 1991 and December 1991. Besides, four more PTA accused were discharged by the same High Court as the Attorney General sought to drop the charges framed against them. Three among those discharged are Shanmuganathan Sooriyakanthan, Sellathamby Janaki Thevika and Ibathulla. They were charged with training with the Liberation Tigers of Tamil Eelam (LTTE). He alleged that a group of LTTE cadres moving on political work under the headship one Paapa were stopped at the Allaipity checkpoint at about 4pm on September 24. He claimed their vehicle was deliberately kept at the checkpoint for a long time, and Navy personnel neither conducted a check on the vehicle nor let it to proceed. He further said they faced a similar situation while returning. "When the cadres finished their work and were returning to Jaffna, they faced the same situation at the checkpoint, where they were detained for more than an hour," he said. Ilamparithy said the incident was intended to provoke the LTTE cadres and opined that "such actions are intended to hamper the political activities of our people. We therefore strongly condemn such incidents." Latest reports said the Navy has set aside the construction of a new camp in the Delft island following the intervention of the SLMM following, which reportedly acted on complaints made by the LTTE on the issue.

According to media reports, the International Committee of the Red Cross (ICRC) announced in Geneva, on September 28, that Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) swapped ‘prisoners of war’. In a statement, the ICRC said seven Sri Lankan troops captured during 1993 and 1994 clashes were exchanged for 11 LTTE cadres in the northern town of Omanthai. Separately, two other prisoners detained by the government were reunited with their families in the capital, Colombo, it added.

Pro-Tamil sources alleged that a group of Sri Lanka Army (SLA) soldiers, on September 28, assaulted a Tamil youth returning from Koddady in the high security zone in Point Pedro. A complaint has been filed with the Sri Lanka Monitoring Mission, Jaffna district, reports added. On receiving the complaint, a team of SLMM monitors rushed to Point Pedro and commenced a probe into the incident. A representation has also been made to the Point Pedro-based 52-4 Brigade of the SLA.
