A senior leader of the All-Party Hurriyat Conference, Abdul Ghani Lone, said in a television interview, on January 5, the proposed visit to Pakistan by the Hurriyat leaders was in jeopardy since they have not yet been issued travel documents by the Union government. He maintained that unless all the seven executive committee members were issued travel documents it would not be possible to nominate delegates for the visit. Elaborating on the proposed Pakistan trip, he said the delegation would talk to the Pakistani Government, opposition leaders as well as terrorist leadership based in that country. However, in the same interview, he also ruled out any role for foreign militants in the political settlement of the Kashmir issue.

On the political front, All Party Hurriyat Conference (APHC) chairman Abdul Gani Bhat said on January 14 said the visit by the APHC delegation to Pakistan might have to be postponed beyond January 15, as passports have not yet been issued by, but the date did not matter. In another reaction, Amanullah Khan, chief of his faction of the Jammu and Kashmir Liberation Front (JKLF) in a faxed statement from Islamabad said that the proposed visit by a Hurriyat delegation to Pakistan could help to "untangle" the vexed issue. He added that the visit "… can prove the beginning of serious efforts to untangle the Kashmir imbroglio."

Six Lashkar-e-Toiba (LeT) mercenaries, suspected to be Pakistani nationals, three security force personnel and two civilians were killed in a Fidayeen (suicide squad) attack at the Srinagar airport on January 16. All six mercenaries who comprised the squad were killed in the attack where three mercenaries managed to penetrate the high security cordon around the airport and entered the X-Ray room before being killed by security forces. One mercenary, who had hidden in some shops outside the airport was later killed. Security forces suspect that one of the civilians killed, a 16 year old girl, was an aide of the attacking squad and was spotted thrice in the day moving around the airport. 12 security force personnel and two airport officials sustained injuries in the attack. A Lashkar spokesman later claimed responsibility for the attack and revealed the involvement of six Pakistani mercenaries in the attack. Reacting to the attack, Union Home Minister, said in Delhi that, the government would take into account all major strikes by terrorists during the ongoing cease-fire before taking any fresh moves as part of the peace process in Jammu and Kashmir. News reports also speculate that a high level meeting chaired by the Prime Minister, on January 16, decided to hold in abeyance any decision on granting passports to members of the proposed Pakistan visit of an All Party Hurriyat Conference (APHC) delegation. Reports added that the government felt that Pakistan’s attempt to project the Hurriyat visit as beginning of tripartite talks on the Kashmir issue has become counter-productive. The government would now wait till Hurriyat Conference clarified its stand on the visit to Pakistan before a decision on passports is taken, the reports added.

In another development, news reports on January 18 said that Union Home Minister, L K Advani has declared that only those ‘eligible’ in the Hurriyat Conference delegation would get passports. These statements were reportedly made in an interview by a magazine, Panchajanya. He is also reported as saying that "Those who ought to get passports would get it and if it is their precondition that they would go to Pakistan only if all of them are issued passports, then let them not go. That is their decision". Meanwhile reacting to the delay in receiving passports, Hurriyat chairman Abdul Ghani Bhat is reported to have said that the proposed visit to Pakistan will take place and cancellation of the proposed visit of the Hurriyat team to Pakistan is not under discussion.

Security force officials, however, insisted that the attack was carried out by a six-member squad and all six mercenaries were killed. At Humhama, near the Airport, police had to use force to disperse a mob which had blocked all roads in the area demanding that the dead bodies of the six Lashkar mercenaries be buried with full Islamic rites. Some activists of the All Party Hurriyat Conference who participated in the mob action were arrested but later released.

On the political front, the All Party Hurriyat Conference (APHC), at an extraordinary meeting held in Srinagar, on January 20, accused the Union Home Minister L. K. Advani and other leaders of scuttling the peace process initiated by Prime Minister Atal Behari Vajpayee. Also, the APHC resolved unanimously not to press for granting passports to all the members of its delegation who are scheduled to visit Pakistan for talks with terrorist leaders and the Pakistani government. The Hurriyat has also given a call for a general strike in the Kashmir valley on January 23 in protest against the recent custodial killings and unjustified arrests.

On the political front, differences within the All Party Hurriyat Conference (APHC) surfaced again on January 24 when two of its constituents, the Jammu and Kashmir Islamic League (JKIL) and the Jammu and Kashmir Muslim League (JKML), sought to know the agenda of the five-member delegation of the Hurriyat that which is due to visit Pakistan. While insisting that the Hurriyat leadership "cannot pursue individual agenda" of their own, JKIL leader Shakeel Bakshi added that the "Hurriyat leadership should make public its agenda before sending its five-member team to Pakistan to remove suspicions in the minds of people".
