Asking Pakistan to target all militant groups, US Secretary of State John Kerry on January 13 said terror outfits like Lashkar-e-Taiba (LeT), Taliban and the Haqqani Network pose a threat to regional countries like India and the world, reports Daily Excelsior. Addressing a joint press conference with Pakistan Prime Minister’s adviser on Foreign Affairs Sartaj Aziz, Kerry said the terror groups like the “Pakistani and Afghan Taliban, the Haqqani network, Lashkar-e-Toiba and other groups continue to pose a threat to Pakistan, to its neighbours and to the US.” “We all have a responsibility to ensure that these extremists are no longer able to secure a foothold in this country or elsewhere. Make no mistake. The task is a difficult one and it is not done.” Referring to Peshawar School attack he stated, “The tragedy of December 16 is really a reminder of the serious risk of allowing extremists to find space, and be able to command that space and operate within it.” On his part, Aziz reassured Kerry that “action will be taken without discrimination against all groups. Their (Haqqani network) ability to operate from here across to Afghanistan has virtually disappeared. We expect our defence forces to remain engaged in counterterrorism operations for some time in the foreseeable future.”

Pakistan has decided to ban the Haqqani Network, Jamaat-ud-Dawa (JuD) and 10 more outfits, The Express Tribune reported on January 15 quoting an unnamed senior official. Confirming the development, senior officials said that a formal announcement to this effect would be made in ‘coming days’. The decision came a day after the US State Department declared the fugitive chief of the Tehreek-e-Taliban Pakistan (TTP) Mullah Fazlullah as a ‘Specially Designated Global Terrorist’. Mullah Fazlullah had claimed responsibility for the December 16 massacre of schoolchildren in Peshawar. “It’s our first step towards execution of the National Action Plan. The nation will see more positive steps towards dismantling militant groups. Both civilian and military leadership decided to ban the Haqqani Network and Jamaat-ud-Dawa,” an unnanmed senior intelligence official confirmed to The Express Tribune.

Pakistan cannot ban the Jama'at-ud-Dawa (JuD) led by Hafiz Muhammad Saeed because it is a charitable and not terrorist organisation, said Pakistan’s Minister for Defence Production Rana Tanveer Hussain on January 16, reports Hindustan Times. Hussain’s comments came a day after some media channels quoted unnamed Pakistani Interior Ministry sources as saying the Government was likely to outlaw several terrorist groups, including the JuD and the Haqqani Network. “We are looking to ban terror organisations but the JuD is a charitable organisation and the Government of Pakistan has no evidence against Hafiz Saeed or the JuD,” Hussain said. Hussain drew a distinction between the Lashkar-e-Taiba (LeT) – banned as a terrorist organisation by Pakistan, India and the United States among other countries – and the JuD. Both India and the US say the LeT resurfaced as JuD after the ban. “Lashkar is banned in Pakistan and we have not found any linkages between JuD and LeT,’’ Hussain said, adding Saeed had the right to address rallies as he was “not involved in any terrorist activity”. He further said, “India or the US should give us evidence and we will consider it. The JuD does not have a military wing and they are only involved in preaching Islam and working in the education field.” Hussain said he also supported the JuD chief’s call for liberating Kashmir. “Even I refer to Kashmir as our atoot ang (inalienable part). Tomorrow you will ask for a ban against me and against all Pakistanis who support the freedom struggle in Kashmir,” the Minister said.

Pakistan has outlawed the Haqqani Network, officials said on January 16, days after United States (US) Secretary of State John Kerry urged Prime Minister Nawaz Sharif’s Government to fight groups that threaten Afghan, Indian and US interests, reports Daily Times. Senior Pakistani Government officials said that a formal announcement of the ban would be made “within weeks”. “We have decided to ban the Haqqani Network as a step in implementing the National Action Plan (NAP) devised after the (Peshawar) school attack,” said a Cabinet Member. Meanwhile, the US on January 16 said that Pakistan’s decision to ban the Haqqani Network and some other militant groups is an important step towards eliminating terrorism, reported Dawn. “We welcome (the decision) to outlaw the Haqqani Network, Jama'at-ud-Dawa, and I think about 10 other organisations linked to violent extremism,” State Department Deputy Spokesperson Marie Harf said at a news briefing in Washington. “It is an important step, certainly, towards eliminating terrorist activity in Pakistan,” she said.

The United States (US) Government on January 21 said that it did not have confirmation on Pakistan banning the Haqqani Network or the Jama'at-ud-Dawa (JuD), reports The Express Tribune. “We recognise that Pakistan is working through the process of implementing measures to thwart violent extremism, including the National Action Plan. We don’t have any confirmation of specific steps,” said State Department spokesperson Jen Psaki. “The Pakistani Government has made clear in both private conversations and public statements that it is in Pakistan’s own interest to take steps against all militant groups in Pakistan, and explicitly to not differentiate between such group,” Psaki said, adding, “We support this commitment and believe that it is fundamental to addressing terrorism and ensuring attacks such as the horrific one that happened just weeks ago that impacted the Peshawar school children never occur again.” Meanwhile, the Foreign Office spokesperson Tasnim Aslam said the country had taken the decision under the United Nations (UN) obligation as opposed to being under pressure from elsewhere. “Pakistan took this decision under the UN obligation and not under pressure from any other quarter including John Kerry (US Secretary of State),” Aslam clarified.

The Government on January 22 banned the Jamaat-ud-Dawa (JuD) and the Haqqani Network and also froze the JUD’s bank accounts, reports The News. It also placed foreign travel restrictions on Hafiz Saeed who heads the JuD. “Pakistan is taking these steps for its own sake, for the protection of its own people and to eradicate terrorism from the country once and for all. The JuD and some other organisations are listed (as terrorists) by the United Nations. Pakistan, as a member of the United Nations, is under obligation to proscribe the entities and individuals that are listed,” the Foreign Office spokesperson announced at a media briefing. Immediately afterwards, the JuD announced that it would approach the Supreme Court (SC) to challenge the ban as it claims it is a charity. The ban comes just days before President Barrack Obama’s visit to New Delhi. For quite some time, both the US and India have asked Pakistan to ban the JuD and the Haqqani Network. In fact, Hafiz Saeed has been accused by both the countries of masterminding the 2008 Mumbai attacks. However, the FO spokesperson rejected the notion that Pakistan had taken these steps on the request of US Secretary of State John Kerry, who was in Islamabad recently and who publicly criticised both these militant organisations. She said that the National Action Plan had been under discussion, and it had nothing to do with the visit by the US secretary of state. “We take our obligations very seriously and try to meet these obligations scrupulously. Once any individuals and organisations are proscribed by the UN, we are required to freeze their assets and enforce travel restrictions. We take that action. Bank accounts of such entities and individuals are frozen after an SRO is issued,” she explained. While the Haqqani Network has also been banned, the organisation does not have bank accounts in Pakistan.
