A team of District Police commando
arrested one active cadre of PREPAK while conducting search
operation in some suspected houses at Kshetri Leikai in Imphal
East District. The arrested cadre has been identified as Kshetrimayum
Dhanajit Singh alias Imoro alias Herojit (49)
of Singjamei Wangma Kshetri Leikai. One HE hand grenade (No
36) along with a detonator was seized from his possession.

Chandel District
|
AR troops, based on specific information regarding
movement of an underground cadre, launched an operation in T Jangnum
village in Chandel District and arrested an active cadre of PREPAK-Pro.
The arrested cadre revealed that he had joined the outfit in April
2015 and received military training at PREPAK-Pro camp in Tamu
(Myanmar) in April-May 2015. Incriminating articles were recovered
from his possession, according to a press release.

The PREPAK-Pro claimed responsibility for bomb
blast on March 9, in front of an automobile showroom in Imphal
city. In a statement, the outfit said the bomb was exploded as
the automobile company "challenged" the outfit. It did not elaborate.
"Henceforth, Punya Motors Private Ltd will not be allowed to continue
its business in Manipur," the statement said. The outfit also
banned business by all the showrooms owned by Punya Motors Private
Ltd under the name Punya Hyundai Showroom, Dingku road, Punya
Honda, Airport road, Punya Honda Showroom, Khuyathong, M.I. Ford
showroom, Airport road, all located in and around Imphal city
and all the sub-dealers of Punya Company in Manipur.

A woman activist belonging to PREPAK, identified
as Meisnam Manileima (31), daughter of M Pakchao of Heingang Marjing
in Imphal West, was arrested by a team from Imphal West Police
commandos during operation at Langol Ningthou Leikai in Imphal
West. Meisnam was staying at the residence of one Oinam Mangi
when the arrest took place, reports said.

PREPAK claimed responsibility for an attack at
an AR post near the Manipur capital, Imphal on March 30. A press
release issued by 'Captain' Achouba, leader of the outfit, said
they attacked the post of the AR 40 Battalion located at Lilong
in Thoubal District about 15 kilometres away from the state capital,
Imphal. AR sources said there was no casualty in the bomb blast
at 8.40 p.m. on March 30. Though the SF personnel fired at the
militants, they managed to escape. Achouba said a "special force
unit of the Red Army", the military wing of PREPAK, had carried
out the attack as part of the ongoing "war" to reclaim "independence".
Such attacks will continue, he said.

Troops of the 2 AR of 9 Sector AR under the aegis
of headquarters of IGAR-S along with Thoubal Police Commandos
launched operation in general area of Khongjom in Thoubal District
and arrested an over ground worker of PREPAK. The arrestee identified
as Nepram Bigyamani alias Bigya Singh (45) of Langathel Maning
Leikai has been handed over to the Thoubal Police Station. Nepram
revealed that he carried out extortion from shopkeepers and businessmen
in the general area of Khongjom and further stated that he has
recruited one youth namely Puyam Bamboo (27) son of P Radheshyam
of Langathel Maning Leikai.

The PREPAK has claimed responsibility for the
bomb attack at the garage of Thounaojam Bishambor Singh (60) at
Lamphel Sanakeithel Pukhri Achouba Mapal, Imphal West on April
4. According to a statement signed by 'Captain' Achouba, 'Publicity
Officer', Department of Publicity & Propaganda of PREPAK, the
attack was executed by a Mobile Team of the outfit to serve a
warning to Bishambor for his involvement in fund embezzlement
while he was working as a Drill Operator, Geology of Mining of
Industry Department. The outfit alleged that Bishambor was involved
in collection of huge amount of money from the people in the name
of providing jobs in the department.

Two PREPAK cadres were arrested from Lamphel Sanakeithel
in Imphal West District, in connection with the hand grenade attack
on the residence of a retired government officer on April 4. Irom
Boy Singh (43), was arrested from his residence and based on the
disclosure he made, L. Somokanta Singh was also arrested.

DGAR, Lieutenant General Harminderjit Singh Sachdev
said that India and Myanmar have started joint border patrolling
in some stretches of the "unfenced border" between both the countries.
"In some places (joint border patrolling) it has started but not
fully. The patrolling has not started all over, but in some specific
areas. They (Myanmarese Army) also come and we also go there (Myanmar),"
Sachdev said on the sidelines of investiture ceremony of the Assam
Rifles. India has been urging Myanmar to take action against the
rebels which include Manipur-based UNLF, PLA, KYKL, PREPAK; Assam-based
ULFA and the NSCN-K operating from Sagaing division and the Chin
State of Myanmar.

A combined team of Imphal West District Police
commandos and 45 Assam Rifles troops arrested the self styled
'general secretary' of KCP-MC and two cadres of PREPAK-Pro along
with a cache of explosive materials and a pistol. The arrested
PREPAK-Pro cadres have been identified as Naoroibam Joyshankar
alias Khougang alias Loyumba of Lairikyengbam Leikai and Kangabam
Roshan of Bamon Leikai Thangapat. The 'general secretary' of KCP-MC
has been identified as Wahengbam Ramananda alias Rousow alias
Luwangngngamba (40) of Kontha Ahallup. Police recovered one lethod
gun with four lethod shells, four C4 explosive cakes, one IED
bomb fitted in a pipe, one mobile phone, batteries and wires from
Naoroibam Joyshankar and one pistol along with five live rounds
from Ramananda.

The PREPAK-Pro greeted all the people of Kangleipak
(Manipur) on the occasion of the outfit's sixth raising day. A
statement issued by the outfit's Chairman Paliba M remarked that
"successive generations of Kangleipak enjoyed freedom in the past
although they encountered several challenges from time to time.
However, the present generation of people has been living a wretched
life….. The assertion that Kangleipak cannot survive without protection
of the Government of India is a serious concern. The political
downfall, economic degradation and the resultant sense of insecurity
felt by the people of Kangleipak today are outcomes of the many
covert and overt strategies of the Government directed towards
this end. As such, the Constitution of India can never guarantee
the security and well being of the people of Kangleipak".

revealed that he was involved in extortion of money from general
public for raising party fund of PREPAK-VC.

The CorCom raised strong objection to the Government
of India's attempt to enter the league of the elite Nuclear Suppliers
Group (NSG). A representation jointly signed by UNLF 'chairman'
and CorCom 'convenor' Khundongbam Pambei, PREPAK 'acting chairman'
Khumujam Shathy, PREPAK-Pro 'chairman' Longjam Paliba and RPF
'president' Irengbam Chaoren and addressed to the NSG Chair asserted
that the Government of India does not deserve any respect and
therefore must not enjoy NSG membership. Manipur was forcibly
annexed by India on October 15, 1949, they alleged. India's membership
to NSG will buttress its agenda to building a monolithic nuclear
power block in the region, which will in turn become the instrument
of oppression by the exploitative market forces that have been
erected to enjoy the spoils of unjust war.

Former 'chairman' of PREPAK-VC, identified as
Ningombam Nabachandra, and his driver, identified as Leisangthem
Sanjit Singh were killed by unidentified assailants inside a security
complex located at Khabeisoi in Imphal East District. Nabachandra
had been staying at a quarter inside 7th Manipur Rifles complex
since he surrendered to the Manipur Government in 2014. Sources
said that the assailants shot and killed the duo and fled around
8.30 pm. According to sources, people in the Manipur Rifles complex
were celebrating Lai Haraoba festival when the killing took place.
Sources believed that the attackers took advantage of the festive
occasion while carrying out the fatal attack. The Police said
that they have started investigation into the incident. The slain
former PREPAK-VC chief, hailing from Thangmeiband Hijam Dewan
Leikai, joined the outfit about three decades back.

The AR said it has busted an abduction plot, which
was to be carried out by Manipur based PREPAK. The abduction plan
was reportedly hatched in Dimapur District and the abduction was
to be executed in Lahorijan area of Karbi Anglong District of
Assam. According to PRO AR, IGAR-N, units of IGAR-N, 37 AR and
28 AR in a series of operations carried out between June 22 -
24, busted a plan for abduction of Bulk Petroleum Lorry (BPL)
drivers of Assam Oil Company (AOC) from Lahorijan area on June
27, 2016. During the operation, one 'self styled' 'sergeant major'
of PREPAK and four OGW working for the insurgent group were arrested
along with two weapons and ammunition. The plan for abducting
BPL drivers was conceived by PREPAK to extort money from AOC.
Three OGWs of Dimapur area were tasked on May 2016 but they failed
to execute the plan. Subsequently, two Manipuris (one self styled
sergeant major and one OGW) were inducted into Dimapur in the
first week of June 2016, the AR press release stated. The IGAR-N
reported that this is the first time that criminal presence of
the Manipur based insurgent group in Dimapur & Lahorijan has been
unearthed.

The wife of slain PREPAK-VC leader Ningombam Nabachandra,
Ningombam (O) Indira asked the State Government whether all surrendered
militants should be thrown to the gallows like her husband. Speaking
to media persons at their Thangmeiband Lourungpurel Leikai residence,
Indira decried the way her husband was allowed to be shot dead
inside the fortified complex of 7th Bn Manipur Rifles. The daring
murder has reduced to nought all the Government's attempts to
bring the militants to the mainstream, she said.

UHM Rajnath Singh sought a report on how two former
insurgents sheltered in a Manipur Rifles camp were shot dead.
The killers escaped after the audacious Tuesday (June 21) evening
attack. Ningombam Nabachandra, a former chairman of the PREPAK,
and his driver-cum-bodyguard Leishangthem Sanjit were in a supposedly
safe house in the heavily guarded camp at Khabeisoi in Imphal
District. Somehow, gunmen of the "Red Army", the military wing
of PREPAK, sneaked into the camp, shot dead both men and escaped
unnoticed by the guards and hundreds of personnel in the camp.
No arrest has been made. Nabachandra had signed the Suspension
of Operations (SoO) against the government along with some others
and had been staying inside the camp for security reasons.
The PREPAK claimed responsibility for the killings
and asked nine other former insurgents to surrender to the outfit.

Five cadres of the KCP-KK Nganba including their
'chairman' and 'general secretary' were arrested by Police along
with weapons in Imphal East District. It is said that two of the
five arrested men were involved in the killing of former PREPAK
'Chairman' Ningombam Nabachandra alias Nongdrenkhomba and his
driver Leishangthem Sanjit. The five arrested cadres were identified
as self-styled 'Major' Thokchom Gouri alias Ibungo alias
Kosam (25), self-styled 'Chairman' Chongtham Manglemjao alias
KK Nganba (63), self-styled 'General Secretary' Tongbram Sanjit
alias Pari alias Boy (42), self-styled Cpl Leichombam
Naocha alias Malangba (24) and self-styled Private Ahongshangbam
Kingson alias Yaiphaba (23). It was learnt that Malangba and Kingson
shot dead Nongdrenkhomba and Sanjit, and two 9 mm pistols used
by them have also been recovered. One pistol was embossed with
the words 'Burma Army' and it had three bullets while the other
pistols were embossed with the words 'Beretta USA Corp' and it
had two bullets.

arrested by Police at Tera Loukrakpam Leikai in Imphal West District.
Investigation revealed that she had extorted a huge amount of
money by serving demand letters to general people, businessmen
and educational institutions for raising PREPAK funds A case has
been registered at Lamphel Police Station.

The PREPAK claimed responsibility for the bomb
blast that occurred near the residential gate of Sapam Nonibala
alias Memicha Devi at Singjamei Sapam Leikai in Imphal
West District at around 7.30 pm. One person was injured in the
blast. A press release issued by the outfit's 'department of publicity
and propaganda publicity officer' 'captain' Achouba said that
the bomb was planted there as the first warning to Nonibala and
her husband W Boi Singh for swindling INR 1.30 crore which belonged
to the party's fund. It further conveyed solidarity to Leishangthem
Kanhai (24) who sustained injuries in the bomb blast.

has arrested two active members of PREPAK-Pro organisation during
a frisking and checking held in front of Hotel Imphal. The arrested
duos have been identified as Jamkholen Khongsai alias Lelen (23),
and Thanglallian Vaiphei alias Lelen (20), both belonging to Moreh.
Two Chinese hand grenades along with detonators were recovered
from their possession. Investigations revealed that the duos were
involved in transportation of arms and ammunition, PRO, Police
Department informed in a statement.
