On May 1, the Communist Party of India-Maoist (CPI-Maoist) called for boycotting the Lok Sabha (Lower House of the Indian Parliament) elections by pasting posters in Barewa and Bhadua villages under Haidernagar Police Station limits in Palamu District of Jharkhand, reports jagran.com. The pasting of posters by the Maoists has created panic among the common people. The poster mentions the boycott of the 18th Lok Sabha elections, opposition to the policies of the Modi government, and the formation of the RPC. According to the information, the villagers pasted posters of CPI-Maoist on the Pax godown booth number 60 and the Barewa Anganwadi building in Barewa village.

On May 1, the National Investigation Agency (NIA) arrested the eighth key accused, identified as Athar Saeed alias Chacha, in the Attari drug seizure case in the Darya Ganj area of New Delhi, reports the NIA. NIA investigations have revealed Athar was instrumental in creating and sustaining a network of hawala operators and others for the transfer of the money earned from the sale of narcotics from India to Afghanistan and the UAE. In this manner, he was channelling the proceeds of the drugs to the main accused persons based abroad. He also played a critical role in helping the prime accused flee the country. Earlier, the case pertains to the recovery and seizure of a total of 102.784 kilograms valued at approx. USD seven billion by the Indian Customs in two instalments in April 2022. The drugs had arrived through ICP Attari, Amritsar, and had been concealed in a consignment of liquorice roots (Mulethi).

Seven Policemen were injured in an overnight attack by terrorists on the Jhangi checkpost in Taunsa District of Punjab on May 1, reports Dawn. Punjab Police spokesperson Syed Mubashir said the “already alert policemen” stationed at the checkpost engaged in a three-hour gun battle against the “15-20 terrorists who took advantage of the dark to launch a fierce attack from various directions’. “The terrorists wanted to take over the checkpost and take the officials hostage,” he stated, adding that the attackers used modern weapons, including rocket launchers, hand grenades, and guns with laser light. The spokesperson added that the terrorists were “forced to flee after strong resistance” put up by the Policemen as they ran out of ammunition. A channel affiliated with the Tehreek-e-Taliban Pakistan (TTP) claimed that the attack in Lahore was carried out by the TTP, adds The Khorasan Diary.

On May 2, Counter Intelligence Kashmir (CIK) arrested a youth, identified as Waseem Ahmed Shaikh, who was allegedly about to join Ansar Gazwat-Ul-Hind (AGH), a radical group of Pakistani-based terrorist handlers, reports the Daily Excelsior. A statement issued by the police said that AGH was trying to re-establish its base and revive its cadres in Kashmir. According to the NIA, the firing incident had occurred on November 7, 2023, when the SOG team of Kerala Police was on a combing operation in Perya, Wayanad, to track and arrest armed cadres of the CPI-Maoist. The team came under attack as it zoomed in on the cadres present in a house. "In the ensuing operation, two CPI (Maoist) members, identified as Thiruvenkidam alias Chandru and Shreemathi alias Unnimaya were apprehended. Three others, including Latha alias Meera and Sundari alias Jenny, however, fled the scene of the encounter," said the agency. It added that the NIA, which took over the investigation from Kerala Police on February 10, 2024, filed its charge-sheet today against Thiruvenkidam, Shreemathi, Latha and Sundari in the case RC-01/2024/NIA/KOC under relevant sections of IPC, UA(P)A and Arms Act. "The agency is carrying on with its investigation and has launched a manhunt for the absconding accused Sundari, who is carrying a reward of Rs 10 lakhs [INR 1 million], and Latha, along with another accused person," it added.

Following a brief lull in March, militant attacks in the country surged once again in April, with Khyber Pakhtunkhwa, particularly its Southern Districts, bearing the brunt, Dawn reported on May 3 quoting the monthly security assessment report of Islamabad-based think-tank, Pakistan Institute for Conflict and Security Studies (PICSS). According to statistics, the country experienced at least 77 verifiable militant attacks during April, resulting in 70 fatalities, including 35 civilians and 31 members of Security Forces. Four militants were killed. The number of injured individuals was 67 — 32 civilians and 35 security personnel. In comparison, March saw 56 militant attacks, resulting in 77 fatalities and 67 injuries. This indicates a 38 per cent increase in the number of militant attacks, although there was a nine per cent decline in deaths, with no change in the number of injuries. The security report also underscored the efforts of the country’s SFs in thwarting numerous potential attacks during the month. At least 55 suspected militants were killed and 12 others arrested, including individuals involved in the Basham suicide attack, marking a 55 per cent increase in militant deaths compared to March. The report further said that 73pc of the total number of militant attacks reported in April took place in KP, including its Tribal Districts. Fifty-six attacks were reported in the province during the previous month. The attacks killed 43 people — 26 members of SFs and 17 civilians. The number of the injured stood at 32 — 19 members of security forces and 13 civilians. Within KP, mainland Districts saw more attacks and fatalities than Tribal Districts (formerly FATA). Mainland KP witnessed 31 attacks, resulting in 25 fatalities and 10 injuries. The southern districts of D.I. Khan, Lakki Marwat, Bannu, and Tank were the most affected, with Dera Ismail Khan and Lakki Marwat facing seven militant attacks each, Bannu facing six, and Tank experiencing two attacks. Together, these districts accounted for 71pc of the attacks in mainland KP. Additionally, Peshawar faced four attacks, while Swat, Swabi, Charsadda, Shangla, and Battagram experienced one attack each. In the Tribal Districts, PICSS recorded at least 25 attacks, resulting in 18 fatalities and 22 injuries. North Waziristan, Bajaur, and South Waziristan were the most affected districts, with nine, five, and four attacks reported, respectively. According to the report, Balochistan faced 16 attacks, resulting in 21 fatalities, including 17 civilians and four security personnel, with 31 individuals injured. Most of these attacks took place in the Baloch belt of the province, particularly in the south and southwest. Specifically, three attacks were reported in Khuzdar, two in Kech, Kohlu, and Quetta each, and one each in Chaman, Dera Bugti, Duki, Kalat, Kharan, Mastung, and Nushki. Punjab also witnessed a surge in militant activities, with four attacks reported in April compared to one in March, resulting in three fatalities. A statement issued by Inter-Services Public Relations (ISPR) read that the security forces carried out the operation following the reported presence of terrorists in the area. During an intense exchange of fire with security forces, six terrorists were killed, it added. The accused persons have been identified as Sadiya, Nabeel Siddiqui Khatri, Jahanazaib Sami Wani, Hina Bashir Beigh and Abdullah Basith. The NIA had on July 12, 2020 arrested Sadiya along with another Pune resident Nabeel Siddiqui Khatri in the terror case. According to the NIA, Sadiya and Nabeel were found to have links with a Kashmiri couple Jahanazaib Sami Wani and his wife Hina Bashir Beigh, who were arrested initially by the Delhi Police Special Cell on March 8, 2020 for their affiliation to IS-KP. NIA re-registered the case against Wani and Beigh on March 20, 2020. During the course of the investigation, Abdullah Basith, who was arrested in another IS terror offence, was also named as an accused in the IS-KP case as he was found to be associated with Wani and Beigh. The NIA then arrested Abdur Rahman, alias Dr Brave, in August 2020.

NIA officials said most wanted and absconding Maoists Hidma, Chokka Rao alias Damodar and Kamala were chargesheeted. They bought the explosives from one S Kumaraswamy, who was in possession of explosive license. Sukma Superintendent of Police (SP) Kiran Chavan said that there was a married couple among the surrendered Maoists, Dudhi Pojja (27) and Dudhi Pojje (24), from People's Liberation Guerilla Army (PLGA) battalion 1, and they carried bounties of INR 800,000 each. Pojja had joined the banned outfit in 2015 as a member of the Maoists' children’s wing, ‘Bal Sangham’. He was a member of the headquarters' team from June 2016 to 2020 and was then inducted as a People’s Party Committee Member (PPCM) of the PLGA in 2021. His wife, Pojje, joined the outfit in 2021 as a headquarters party member. Others, who surrendered before Sukma Police and the Central Reserve Police Force (CRPF), carried rewards of INR 500,000 each and were identified as Kawasi Mudha (30), Karam Naranna (65), Rainu Madkam (35), and Jayakka alias Aayte Korsa (51), a woman. Based on intelligence inputs about the presence of a group of Maoists in the Hathigaon Reserve Forest under Raighar Police limits, a counter-insurgency operation was launched by two separate teams of the Special Operations Group (SOG) on May 8. The operation continued into Thursday [May 9] when security personnel encountered heavy gunfire from Maoists positioned advantageously. “There were around 15 to 20 Maoists, and it was a transit camp of the rebels. Our personnel took cover and urged the Maoists to surrender, but their calls went unheeded. Two security personnel were also injured in an Improvised Explosive Device (IED) blast triggered by Maoists during the operation. Based on inputs about the presence of the commander of PLGA (People’s Liberation Guerrilla Army) Company No. 2 of Maoists Vella and Gangaloor area committee secretary Dinesh Modiyam, along with 100 to 150 cadres in the forest, personnel belonging to the District Reserve Guard (DRG) from Bijapur, Dantewada, and Sukma districts, Bastar Fighters, the Special Task Force (STF), the Central Reserve Police Force (CRPF), and its elite unit CoBRA (Commando Battalion for Resolute Action) were involved in the operation. After the guns fell silent, the bodies of 12 Naxalites [Left Wing Extremists, LWEs] were recovered from the spot, a Police official said, adding their identities were yet to be ascertained. Hundreds of protesters, including women, children and elders, took to the streets in the Gwadar city of Balochistan on May 12 to rally against Army’s plans to erect a fence encircling the city, reports The Balochistan Post. The protest was organized by the Baloch Yakjehti Committee (BYC), with participants from various areas marching while carrying banners and placards opposing the fencing, as well as condemning enforced disappearances and the genocide of the Baloch people. The rally met at Shahda-e-Jiuni Chowk, where speakers from the Committee addressed the protesters. Sabghat Ullah Baloch, a senior leader, questioned the need for fencing off Gwadar in the name of security for locals. “At one time, people used to come here from Punjab with sacks of money to buy land from Baloch owners, but their dreams were dashed. The Baloch still live on this land, and their aspiration of keeping it will never be defeated,” he said. He said that rather than posing a threat, the Baloch have co-existed peacefully with all communities in Gwadar, which he hailed as a site where “mosques and temples stand side-by-side.” They warned that attempts to “grab” Baloch lands by fencing them off will not succeed. The Army is fencing the city to safeguard its and Chinese interests and the China-Pakistan Economic Corridor (CPEC) rather than securing the local population.

Of the 30 surrendered cadres, Mitki Kakem alias Sarita (35/F), a member of military company no. 2 of Maoists, and Muri Muhnda alias Sukhmati (32/F), a member of platoon no. 32, were carrying bounties of INR 800,000 each on their heads, the release said. Rajita Vetti (24/F), Deve Kovasi (24/F), and Ayta Sodhi (22/F), all platoon members, and Sinu, a member of battalion no. 1 of Maoists, carried a reward of INR 500,000 each on their heads, it said. The others, Munna Hemla (35), Aytu Midiam (38) and Aytu Karam (50), were active as heads of 'janatana sarkar' (people's government) groups of Maoists, and they carried rewards of INR 100,000 each, the release added. The National Investigation Agency (NIA) said in a chargesheet that the “China-Myanmar module” of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) supported the cadres of two banned Meitei outfits, Kanglei Yaol Kanba Lup (KYKL) and People’s Liberation Army (PLA) to infiltrate India in order to exploit the current ethnic unrest in Manipur with a larger goal to destabilise the State and wage a war against the Government of India (GoI), The Hindu reports on May 14. The chargesheet filed in a Guwahati court on March 7 against five accused persons who were arrested in July 2023, in Manipur, said the accused “criminally conspired with intent to carry out violent terror attacks targeting the rival Kuki-Zo community with prohibited arms and ammunition.” The NIA said that one of the accused identified as Anand Singh mobilised local youth for armed training to escalate the ethnic strife and in July 2023 participated in a weapons training camp organised in Selloi Langamai Ecological Park near Keikhu by PLA cadres where around 80-90 young men received training in handling firearms.

While CTDs have established their own specialised intelligence units and analysis wings to study militant behaviour, they often lack skills to process data effectively and remain largely dependent on premier intelligence agencies. The report said that funding issues plague CTDs except in Punjab, whose counterterrorism department has adequate funding. It recommended Pakistan establish a robust implementation mechanism for national extremism and security policies, including the revised National Action Plan (NAP).

On May 15, National Investigation Agency (NIA) arrested a proclaimed offender, identified as Nuruddin alias Rafi, related to the Hyderabad espionage case involving a Sri Lankan and a Pakistani national at Rajiv Nagar area of Mysuru in Karnataka, says NIA. Several incriminating materials, including mobile phones, laptop, pen drives, Drone, etc., were recovered from the offender. NIA reported that the offender was declared a proclaimed offender (PO) on May 7, 2024 after being released on bail in August, 2023 despite issuing a non-bailable warrant. The Espionage Case was related to a terror conspiracy of carrying out explosions at the US Consulate in Chennai (Tamil Nadu) and Israel Embassy in Bengaluru (Karnataka) in 2014 involving a Sri Lankan national Muhammed Sakir Hussaien and a Pakistani National, Amir Zubair Siddique. NIA revealed that in addition to the terror conspiracy case, Nurrudin was involved in financing the anti-national espionage activities through High Quality Fake Indian Currency Notes (FICN) with the accused Pakistani national.
