According to media reports, Maharashtra Chief Minister Sushilkumar Shinde said vital information has been obtained on the perpetrators of the March 13-bomb blast in a Kajat-bound local train at Mulund railway station, Mumbai. 12 people, including four women, were killed and 70 more injured in the blast. He said that the involvement of the banned Students Islamic Movement of India (SIMI) or the Inter Services Intelligence (ISI), Pakistan’s external agency, could not be ruled out. Since investigations are in a preliminary stage, he refused to pinpoint the organizations involved in the incident. Shinde also said ammonium nitrate was used in the blast. He also said the nature of the Mulund blast was similar to the explosion that had occurred inside a bus in Ghatkopar on December 2, 2002, in which three persons were killed.

Quoting Crime Investigation Department (CID) officials of Mumbai, media reports on March 31 said preliminary investigations into the killing of three alleged Lashkar-e-Toiba (LeT) terrorists, on March 29, revealed that they had planned a series of 'fidayeen' (suicide) attacks in the city. They were reportedly in touch with terrorists in the Kashmir valley and their handers in Pakistan. It is suspected that one of the slain terrorists, Abu Sultan, had developed a strong base in Karnataka before moving to Maharashtra. His role in the bomb blasts in Tamil Nadu and Andhra Pradesh in the past few months is also being probed. The three terrorists were chiefly involved in training Students Islamic Movement of India (SIMI) activists in handling explosives. Separately, Maharastra Deputy Chief Minister Chhagan Bhujbal said the slain LeT terrorists had masterminded the March 12- Mulund blast and vital clues were now available.

On June 11, the Central Bureau of Investigation (CBI), India’s premier crime investigation agency sources said that all legal formalities regarding extradition of the Mafia don and a key accused in the 1993-Mumbai bomb blast case, Abu Salem, have entered the final stage. The sources also indicated that Salem had submitted a reply to a Portugal Court on June 3 for which the agency would soon be sending its rejoinder to the Portuguese Prosecutor General. Salem was arrested on September 18, 2002, in Lisbon, capital city of Portugal.

In a written reply in Lok Sabha, (Lower House of the Indian Parliament) on July 22, the Minister of State (MoS) for Home, Harin Pathak, said that 682 persons have been arrested under the Prevention of Terrorism Act (POTA) across the country thus far. He also reportedly accepted that the Home Ministry had received complaints about the misuse of the Act. Giving details, he said that approximately 60 per cent of these arrests were made in Jharkhand and Jammu Kashmir (J&K). Of the 234 persons arrested in Jharkhand, 104 were later released following a review by the State Government. Other Sates where arrests have been made under POTA include 181 in J&K; 83 in Gujarat; 44 in Delhi; 42 in Maharashtra; 41 in Tamil Nadu; 40 in Andhra Pradesh; 28 in Uttar Pradesh; six in Sikkim and three in Himachal Pradesh.

At least 50 persons were killed and 150 others injured in twin bomb blasts in Mumbai, capital city of Maharashtra, on August 25. While the first bomb exploded near the Gateway of India, the second one occurred in the busy Zaveri Bazaar (market) area. In both the blasts, high explosive devices were reportedly kept inside two taxis. One taxi driver has been arrested for interrogation in connection with the blasts. No terrorist group has claimed responsibility for these blasts thus far. Meanwhile, the city Police Commissioner, R. S. Sharma, said it could be "a jehadi group", possibly the proscribed Students Islamic Movement of India (SIMI) or the Lashkar-e-Toiba (LeT), which "have several modules in the city and around". "We have worked on this suspicion before and even now, we suspect them but it is too early to pinpoint who (is responsible for the blasts), he said" Separately, hours after the blasts, more than 100 detonators were found inside a railway tunnel at Ghatandevi near Igatpuri, approximately 60 kilometers from Nashik, Maharashtra, just an hour before an express train carrying a large number of pilgrims was to pass.

According to media reports, the December 2, 2002- bomb blast in Ghatkopar, Mumbai, was planned in Dubai, port city of United Arab Emirates, by the Lashkar-e-Toiba (LeT) operative Abu Hamza and funded by the Inter Services Intelligence (ISI), Pakistan's external intelligence agency. A prime accused in the blast identified as Toufiq alias Chittu alias Rafique alias Yasar, an activist of the Muslim Defence Force (MDF), has reportedly revealed that the conspiracy was hatched by Abu Hamza who had roped him and others for the crime. Toufiq also revealed that he had collected Rupees 1.5 lakh from Muslims of Tamil Nadu residing in Riyadh and handed over the money to Abu Hamza. He said Hamza had planned to create explosions in India and target leaders and prominent personalities. Toufiq is the third accused to give a statement in the case. Two other accused, Imran Rehman Khan and Mohammed Altaf, were deported from Dubai in January 2003. Two persons were killed and 31 others injured in the Ghatkopar blast.
