According to Sify.com report, Maharashtra Chief Minister Prithviraj Chavan, on February 1, made an urgent plea for central assistance for its ongoing modernization of the Police Force in view of the State's rapid urbanization and the terror threats it faces. Speaking at the Conference of Chief Ministers on Internal Security in New Delhi, Chavan said while detailing his State's security plans that it has added 14,395 men and 1,109 officers to its Police Force in 2010, besides an additional 2,355 officers in the Naxal [Left Wing Extremism]-affected District of Gadchiroli and its surroundings. He said that the proposed 'Alpha Hawks Academy' coming up at Nagpur, to be operational by next year, would impart specialized training to Police in anti-Naxal operations and forest warfare. He sought central funding of INR 220 millionto complete and commission the Academy.

Maharashtra Anti-Terrorism Squad (ATS) chief Rakesh Maria on March 7 said that the ATS has got "new material and good information" after interrogating Praveen Mutalik and some more arrests are likely in connection with the 2008 Malegaon blast case, reports Times of India. "During the interrogation of Mutalik, we have got good information and new material that has been recorded. He told us about the boys who underwent training of bomb making, using of weapons and marshal arts. The names of boys are with us," Rakesh Maria claimed. Praveen Venkatesh Mutalik alias Praveen Mutalik, a member of radical Hindu outfit Abhinav Bharat, was arrested from Gokak town in Belgaum District of Karnataka on January 31, 2011 by the ATS. Rakesh Maria refused to divulge more information but said, "the ATS would soon file supplementary charge sheet in the court." The ATS has so far arrested 12 persons, including prime accused Sadhvi Prangya Singh Thakur and Lieutenant Colonel Shrikant Purohit, members of the same right-wing Hindu group.

The Supreme Court on March 11 penalised the Maharashtra Government for not responding to its notice for more than a year on a petition by the kin of the Mumbai terror attack victims (November 26, 2008, also known as 26/11), who demanded compensation from Taj and Oberoi hotels and a security regime for the hospitality industry, according to The Hindu. The State, through Counsel Asha Gopalan Nair, pleaded for more time on the ground that it was busy arranging tight security to the cricket World Cup match venues in the wake of the terror threat. A Bench comprising Justices R V Raveendran and A K Patnaik was unimpressed and imposed a fine of INR 2,500 on the Maharashtra Government and asked it to file its response within two weeks. The court had on January 8 last year also issued notices to the Union government and the managements of 26/11 terror scarred landmark hotels, Taj and Oberoi, on a petition by the victims' parents, who accused the hospitality industry of gross laxity on the compensation and security fronts.

Union Home Minister P Chidambaram said on July 14 (today) that 17 people have been confirmed dead in the serial strike. However, the toll could go up to 18 as one body with a severed head had to be identified. 131 people have been injured in the terror attack, of whom 26 are seriously injured. 26 injured have been discharged and another 82 are stable, he added. He added that no outfit had claimed responsibility for the attacks and that the Police was looking into “every possible hostile group” in their search for the culprits. Chidambaram observed that the perpetrators of the attacks had worked in a very clandestine manner since Indian intelligence agencies received no warning of a possible attack on Mumbai before the blasts. He further informed that the bombs used in the attacks were made of ammonium nitrate and were not remotely triggered.

Maharashtra Chief Minister (CM) Prithviraj Chavan said on July 15 Mumbai was ill-equipped to tackle terror, reports Times of India. Chavan admitted that owing to rampant red-tapism and procedural wrangles, his Government was not able to install around 5,000 CCTV cameras and was unable to procure sensitive weapons, bullet-proof jackets and security equipment. "We will install the CCTVs across the metropolis in a time-bound period," he stated. "As far as the procurement of weapons and equipment goes, I have personally spoken to Prime Minister Manmohan Singh and Home Minister P Chidambaram”. He stated, "Also, technology is constantly being upgraded. There appears to be a huge gap between placing an order and actual procurement, and in between if there is a change in technology, our equipment will be obsolete.'" Chavan reiterated that there were no intelligence inputs from the Centre and that the Mumbai police and crime branch had received no information on the possibility of a terror strike. "We had no information," he said. "But in view of the serial bomb blasts, we will redraft our strategy for gathering intelligence." The CM further said there were no leads suggesting the involvement of a specific terror group in 13/11 either but his Government had set up 12 Special Task Forces to track down the terror groups active in Mumbai and Maharashtra. In another context, he admitted that the Ram Pradhan committee report, which probed the 26/11, had not been implemented properly. "Some of the recommendations have been implemented," he said.

Asked whether there was any cross-border links to blasts, the Home Secretary said: "We have an email which originated elsewhere. It is being followed up". The Maharashtra state Anti-Terrorist Squad (ATS) believes that the Mumbai serial blasts (July 13, 2011) was funded by the Pakistani intelligence agency, Inter Services Intelligence (ISI), through the Saudi Arabian route and executed with the help of local city youth, Hindustan Times reported. This input has been conveyed to the Home Ministry at the highest levels, which is at present trying to help the ATS substantiate its investigation. According to Government sources, the Maharashtra ATS got information that the blasts were planned, coordinated and executed with the help of one General Murad of the ISI with the help of Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) modules in the State. The ATS has conveyed that the explosives were secured by the ISI and were given to the local Indian planters in Mumbai just before the three blasts.

The Maharashtra Police recommended that the State Government ban Sanatan Sanstha and Abhinav Bharat, The Times of India reported. The names of both the groups came up during the investigations of the Goa (October 16, 2009) and the Malegaon (September 29, 2008) blast cases. Replying to a question in the Rajya Sabha (Upper House of Parliament) on September 7, Minister of State for Home Jitendra Singh said, "In the Goa blast case, the name of Sanatan Sanstha has come up and in Malegaon case of 2008, the name of Abhinav Bharat has come up during investigations." He said the Maharashtra Police recommended that the State Government include both groups in the schedule of terrorist organizations under section 35 of the Unlawful Activities (Prevention) Act, (UAPA), 1967.

The Times of India reported that Union Home minister P Chidambaram on September 9 expressed the hope that there might be a breakthrough in the July 13, 2011 Mumbai blasts. He said he has been speaking to Maharashtra chief minister Prithviraj Chavan and there could be some development with regard to the serial bombings. "I have been in touch with the CM. I hope we will have something soon," Chidambaram said. The Mumbai blasts have not been resolved so far and investigators have been drawing a blank in the absence of any clear leads like phone intercepts or other electronic communication. Jihadi groups like Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) remain prime suspects in the case.

The Times of India reports that the Union Government on November 23 said Mumbai airport in Maharashtra faced a potential threat of air borne attack and the intelligence was shared with concerned authorities to prevent it. "Some intelligence inputs to this effect have been received in the past," Minister of State for Home Affairs Mullappally Ramachandran said in written reply to a question in Rajya Sabha (Upper House of the Indian Parliament). He said these intelligence inputs were shared on real time basis with all concerned authorities responsible for security of Mumbai airports to strengthen the security measures at the airport.

In an estimate made by the Union Government, Maharashtra reported nearly 85% of the total seizure of Fake Indian Currency Notes (FICNs) in the India during the year 2011, according to The Times of India. Government on November 29 informed the Lok Sabha (lower House of the Indian Parliament) that the Reserve Bank of India (RBI) and State Police had recovered fake Indian currency notes (FICN) worth over INR 810 million in Maharashtra out of total INR 960 million till October, 2011.West Bengal, Andhra Pradesh, Uttar Pradesh, Tamil Nadu and Gujarat are the others states, where FICN were seized in substantial number. The face value of such counterfeit notes in these states is, however, quite low as compared to Maharashtra. In terms of FICN-related cases too, Maharashtra is at the top, having registered 212 FIRs for probe as compared to 114 in Uttar Pradesh, Gujarat (113), Andhra Pradesh (98) and West Bengal (72). Intelligence agencies suspect that FICNs are being pumped into India by Pakistani spy agency Inter Services Intelligence (ISI) using network of crime syndicates headed by Dawood Ibrahim.
