Suspected terrorists of the Lashkar-e-Toiba (LeT) including a former Special Police Officer (SPO) massacred 11 civilians including eight children and a woman and injured three others at Behra in Poonch district on the night of January 20. News reports citing eyewitness statements said that the group of terrorists was led by a native of the district, Mohammed Najeeb alias Nadeem who was a former SPO. Following these eyewitness statements, security forces arrested three close relatives of Nadeem including his father on January 21. The terrorists first attacked the residence of Zakir Hussain and killed him when he came out. They subsequently fired upon all who came out of the residence and other near-by residences before escaping.

A day after the seizure of one hundred thousand US dollars from two persons at Kud, on the Srinagar Jammu highway, police on March 25 arrested the senior All Parties Hurriyat Conference (APHC) executive member and chairman of Jammu and Kashmir Liberation Front (JKLF), Yaseen Malik, for his alleged involvement in the Hawala (illegal money transfer) transaction and booked him under the Prevention of Terrorism Ordinance (POTO). Malik was arrested during a press conference at the APHC’s Central Office, at Rajbagh, Srinagar and questioned briefly and later sent for sustained interrogation to Udhampur. At the press conference Yaseen Malik said that the incident was "a campaign of vilification against the Kashmiri separatist leaders." He claimed that it was aimed at sabotaging the Hurriyat’s election process. He also claimed that the Government of India had launched a "media war" against the APHC immediately after the separatist alliance had rejected the suggestion of participating in the forthcoming State Legislative Assembly elections. Malik denied that the Pakistan-based JKLF functionary Altaf Qadiri had handed over the money to the two persons arrested on March 24 in Kathmandu. Syed Ali Shah Geelani, former chairman of the separatist alliance All Party Hurriyat Conference (APHC), was arrested under the Prevention of Terrorism Act (POTA) from Srinagar, on June 9, and shifted to the Ranchi central Jail in the State of Jharkhand. According to Jammu and Kashmir Director General of Police (DGP) Ashok Kumar Suri, Geelani was arrested for allegedly receiving money from Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), through hawala (illegal money transfer) channels and for later distributing the same to different terrorist groups, including the Hizb-ul-Mujahideen (HM). The DGP said cases have been registered against Geelani and Dukhtaran-e-Milat (DeM) chief Asiya Indrabi under POTA. A massive search operation has been launched to arrest Asiya, who has reportedly gone underground, he added. Security forces (SFs) conducted raids at Geelani’s house, and of his son-in-law Altaf Fantoosh and two shops, the premises of Asiya and three other persons linked to Geelani. Geelani’s house in Sopore, besides at another’s in Baramulla. Raids were also carried out at two premises of another son-in-law Ifthikar Geelani, a journalist in Delhi. Giving details of the arrest, the DGP said, consequent to the arrest of Imtiyaz Bazaz on May 25 for his involvement in channelling finances emanating from the ISI through London-based Ayub Thakor for Geelani, security agencies were attempting to expose the entire network. He said during interrogation, Bazaz reportedly confirmed that Syed Salahuuddin, the Pakistan-based ‘supreme commander’ of HM, had been sending money to its local commanders through Ayub Thakor and Geelani. Suri said, in the beginning of the year 2002, Salahuuddin had reportedly sent Rs 48 lakh to Geelani through Thakor. Similarly, he said, because Asiya’s husband Qasim Faktu was the financial chief of the Jamait-ul-Mujahideen (JuM), she also started getting money from Thakor through Bazaz to provide finances to JuM as well as the DeM. During the raid at the Hyderpora residence of Geelani, Rs 10,25,000 in cash and US dollars-worth 10,000 were recovered. Vouchers relating to the purchase of a large number of jewellery, documents regarding purchase of two properties in Rawalpora, a diamond-studded watch bearing the inscription "From Pakistan Government", three vehicles and pass books of several bank accounts and lockers were also seized. The DGP said two computers with details of transactions and a list of terrorists and secessionist propaganda were also seized from Geelani’s residence. Quoting income tax officials, Suri said the monthly expenditure at Geelani’s residence was more than Rs 150,000 against his declared annual income of Rs 17,100. Suri added that the income tax returns filed by Geelani indicate he was securing Rs 7,100 as pension for being a former member of the State Legislative Assembly and Rs 10,000 as agriculture income, which is less than 1,500 per month. London-based Thakor, president of the World Kashmir Freedom Movement, is reported to be regularly sending money to finance terrorist outfits in Jammu and Kashmir.

Police on June 30 arrested two more LeT terrorists from Jammu and recovered a consignment of arms and explosives. Zulfikar, who was arrested from Ustaad Mohalla along with another terrorist of Doda on June 14, was the main conduit of the LeT for carrying out financial transactions and had reportedly received Rs 20 lakh in hawala (illegal money transfer) a few days before his arrest. Official sources said it was Dawood Ibrahim’s gang that was arranging finances for terrorists in Jammu through his hawala conduits in New Delhi. Pappu (code name), a close associate of Dawood, was instrumental in the supply of Rs 20 lakh hawala money to Zulfikar. According to these sources, names of at least four prominent businessmen of New Delhi have also figured in the hawala network used for funding terrorists.

Police, on August 12, destroyed a bomb-manufacturing unit in Budgam district of Jammu and Kashmir and recovered a large cache of explosives. Acting on a tip-off, a police party raided a deserted house in Gopalpora and recovered 42 kg of RDX, 14 barrels of hydrogen peroxide, a carbon tetrachloride drum, 98 cans of sulphuric acid, 128 bottles of nitric acid and 100 plastic pipes from a cellar well constructed under the house, said official sources. Reports said three of the most wanted Pakistan-based Al-Badr Mujahideen terrorists, including its publicity and finance 'chief' were nabbed in Srinagar in a joint operation by SOG personnel, Jammu and Kashmir police and Border Security Force (BSF), on August 21. While two of them were arrested from a house in Kursoo Rajbagh, the third that had managed to escape during the cordon and search operation, but was later arrested from a hospital in the city. They have been identified as Dr Tariq Mehmood Shaheen alias Zainul Abideen alias Dr Abdullah alias Fayaz Ahmed Khan, Moazam Sadiq and Hamid Noaman Bhat. Two fake identity cards, two pistols, two wireless sets and some incriminating documents, including those containing e-mail addresses and details of fund distribution, were recovered from their possession. A local conduit was also arrested with an amount of Rs 10 Lakh. SF personnel also arrested house-owners who had given shelter to the terrorists, the local who had acted as guide to these terrorists, and also the person who ran the hospital from where the third terrorist was picked up. Reports also said SFs were considering booking the three local residents under the Prevention of Terrorism Act (POTA). Some more Al Badr terrorists are also present in Jammu and Kashmir (J&K), according to sources, and their aim is to sabotage the forthcoming Legislative Assembly elections in the State by mixing up with the local residents with fake Electronic Photo Identity Cards (EPIC). Official sources indicated that Zulfikar had reportedly succeeded in setting up the LeT network in Jammu, Poonch, Rajouri and Doda districts within a very short span of time.
