Daily Excelsior reports that though a number of militants were making attempts to infiltrate from Line of Control (LoC) as well as International Border (IB), a number of other militants were desperate to return home from any route and were even ready to surrender to Security Forces. This has been revealed in the letters received by a number of families, whose kin had gone across the border for arms training more than a decade ago and were still held up in Pakistan unable to find a route to return. Official and Intelligence sources have confirmed that a number of families in different parts of the State have received distress letters from their wards from Pakistan asking their parents to take up their issue of safe return with the State Government.

Daily Excelsior quoting Jammu & Kashmir Police sources on February 1 reports that over a dozen new militants are reported to have managed to reach Doda belt safely during past few days despite majority of failed infiltration attempts on the Line of Control (LoC) and the International Border (IB). Most of the militants were Pakistani national, Police sources added. More than 20 visible infiltration attempts were made by the militants to intrude into this side from the LoC in Poonch-Rajouri sector and the IB in Jammu during December-January taking advantage of dense fog and hostile weather conditions. According to Police and Intelligence inputs based on specific intercepts, two groups of six militants each had reportedly reached safe hide-outs in upper reaches of Doda from where some of them could be deputed to Kishtwar and Banihal. Inspector General of Police (IGP) Jammu zone Ashok Gupta declined to comment on the reports of infiltration but said there had been inputs that some fresh group of militants have managed to reach Doda belt. The militants sometimes also cross over to Doda from Anantnag area of Kashmir valley, he pointed out.

In a change of strategy to avoid casualties in its ranks, terrorists have triggered 11,876 explosions which claimed 1,754 lives while 15,589 others were injured during the last two decades in Jammu and Kashmir, reports DNA. According to the latest official data of the State Home Ministry, terrorists have now resorted to Improvised Explosive Devices (IEDs) and grenade attacks to avoid direct conflict with Security Forces in the State since 1990. "Militants are using IEDs and grenades as a tool to cause casualties to security forces and civilians, and thereby avoiding direct conflict with security forces. This is the part of their target and hit strategy to avoid their own casualty," An unnamed senior Police officer told PTI. Of these 11,876 explosions, 5,682 were caused by the IEDs and 6,194 by hurling of grenades. The highest number of explosions (1,522) took place in 1990, followed by 1,005 explosions in 1993, it said. Similarly, the maximum number of casualties reported was 153 killed and 1,021 injured in 1995. While 133 were killed and 1,443 injured in 2001, the report said, adding the number of blasts in those two years were 945 and 775, respectively. However, there was fall in grenade attacks during the past two years with 79 and 170 blasts in 2009 and 2008, respectively. Around 47 persons were killed and 208 injured in these grenade attacks, the report added.

As many as 577 militants were killed in various group clashes between different militant outfits during past two decades of militancy in Jammu and Kashmir, reports PTI. As per the recent State Home Ministry statistics, as many as 820 incidents of group clashes have taken place between various militant outfits due to turf war in last 20 years of militancy and 577 militants and 173 civilians were killed in these incidents. Around 102 terrorists and 398 civilians were injured in these incidents, the report said. "The militant outfits clash with each other over turf war, women, land disputes and supremacy. Group clashes between foreign militants and locals were also witnessed more this time," an unnamed senior Police officer said. The highest number of 170 group clashes took place in 1995 in which 108 militants and 35 civilians were killed and 23 militants and 57 civilians were injured. It was followed by 168 incidents in 1994 in which 110 terrorists and 29 civilians were killed and 15 militants and 47 civilians injured. Similarly, 121 incidents took place in 1993 followed by 103 in 1992, 87 in 1996 in which 74 militants and 30 civilians were killed. In 1992, 64 militants and 41 civilians were killed.

The composition of militancy in Jammu and Kashmir continues to be dominated by foreigners — of the 398 militants killed 304 were foreigners, making it 76 per cent of total militants killed in the valley in 2008-09, reports The Hindu. Foreign militants generally come from North Western Frontier Province (NWFP), Punjab, Pakistan occupied Kashmir and other areas of Pakistan. In 2008, of the 237 militants killed 171 were foreigners and in 2009 of the 161 militants killed 133 were foreigners. In 2010, 21 militants have been killed, of whom five were foreigners.

Intelligence agencies of Security Forces and Police believed that the number of Kashmiri youths held up in Pakistan occupied Kashmir (PoK) was precisely 2500. "There is no accurate official data as families of most of the youths, who had crossed over to PoK for arms training during past several years of militancy, have not lodged their missing reports. We have through our own sources of information managed to identify most of the youths who were stationed in PoK", official sources told the Daily Excelsior. "To be very precise, the number of such youths could be around 2500. The number, however, varied with different agencies with some putting it at 2000 and others at 2500 or 3000. We are taking it at 2500", they said, adding there was no basis in the claim of some human rights organisations which described the number around 10,000 or so.

Some of the items seized from the eight infiltrators killed in Keran Sector of Kupwara District last week (March 23-27) indicate that there is an Afghanistan link to the insurgency in the State, according to Daily Excelsior. In fact, the militants were carrying arms, ammunition, gadgets, clothing, food and cosmetic products manufactured in at least seven different countries including the USA, the UAE, Afghanistan, India, Pakistan, China and Russia. Army recovered several cans of tin-food meant for the personnel of Afghanistan's defence forces from the slain militants in Keran sector. The cans carried a label which read Wizarat-e-Difa'a (Defence Ministry), Islamic Republic of Afghanistan. The tin cans were part of large haul of arms, ammunition and war like stores recovered by the Army from the scene of five-day operation near the Line of Control (LoC) which began on March 23. The recovery of the tin-food meant for the soldiers of the Afghan Army from militants heading for Kashmir has raised concerns among the security agencies in the State. Defence sources said it was a worrisome development as these things have changed many hands before landing with the Army here. "Given the situation in Afghanistan, the tin food reaching the militants means that there is some link … the militant groups active in Jammu and Kashmir might as well be active in Afghanistan as well," the sources said. The militants were not only carrying things meant to be in Afghanistan only but possessed the state of the art gadgets like Magellan Global Positioning System (GPS), which is made in the US. "This is the latest in GPS technology as it contains seven layers of maps and is operated like a touch screen phone, which reveals the exact location of the person," an unnamed senior Army officer said. Recruiting women has its advantages, according to the report, which says, “Getting women convicted under preventive detention is a distant dream. For example, one woman was caught transferring terrorist money and grenades but was let off on bail after Sopore witnessed law and order problems.” Society, too, doesn’t look kindly on women being held for terrorist activities. Also, the militants have started using upgraded technology. They are using voice overlapped internet protocol (VOIP) and encrypted messages. “Terrorists have switched to different methods of communication, including VOIP calls, which are difficult to track,” the six-page document reveals, adding, “All messages sent and received are matrix-based and take a lot of time to decipher. By the time they are decoded, their importance is lost.” The report further said that in the past six months, more than 20 Security Force (SF) personnel and 15 militants were killed in Sopore in various militancy-related incidents. The high casualty among SFs is attributed to a new strategy developed by the Lashkar-e-Toiba (LeT) chief Uni, who has been able to bring together several outfits. In 2010, Sopore has seen more than eight militant attacks on Policemen and security installations. Most of them have been carried out by a module comprising LeT, Harkat-ul-Mujahideen (HuM) and HM, all headed by Uni. Pakistani national Uni had replaced Furqan, LeT’s Kashmir chief, who returned to his home country a few years ago. This is a huge jump from the average pay of INR 5,000 they were getting earlier. Also, those staying back in refugee camps of PoK too have been given increased financial benefits. From INR 1,800 per month, their financial allowance has gone up to INR 2,400 a month early this year [2010], sources said. Police sources said that 85 youths have been appointed as SPOs and deployed in areas, which are most sensitive and infamous for stone pelting. They said that the incidents of stone pelting have considerably decreased after the deployment of stone pelters-turned-SPOs in the area. The State Police says that militant outfits based in Pakistan occupied Kashmir (PoK), particularly HM and Lashkar-e-Toiba (LeT) have prepared dozens of groups who are paid to instigate stone pelting in the valley. "The Security Forces including Army, Police, CRPF [Central Reserve Police Force] and BSF [Border Security Force] have seized more than 30,000 AK rifles from the militants and militant hideouts in the State over the past 20 years when militancy began here," said authoritative sources. They said over 12,000 pistols were also seized by the security forces during the anti-insurgency operations in the State. "The quantity of arms and ammunition that the security forces have recovered from the militants and their hideouts across the State is good enough to arm 42 battalions of security forces," an unnamed senior intelligence official said. He said many countries in the world had lesser arms, ammunition and explosives to defend their country. "Many countries even do not have armies and many countries do not arm their police personnel," he added. More than 50,000 grenades of various makes and types have also been seized since the turmoil gripped the State in 1990. "The security forces have also recovered tonnes of other explosives like RDX. If the militants had been able to use all the explosive material provided to them by their masters across the Line of Control (LoC), the devastation in the State would have been far more than what we have witnessed," he further added.

"Some of the (Hindu) militants are listed in the ‘A’ (the most dreaded) category and all are from various Districts of the Jammu region. The first time any Hindu was known to have joined a militant group was in the early 1990s," an unnamed Police officer said. The dozen-odd surviving Hindu militants are with the Hizb-ul-Mujahideen (HM), Al Badr, Lashkar-e-Toiba (LeT) and the Harkat-ul-Ansar (HuA), the officer said, adding they are active in the Jammu Districts of Rajouri, Kishtwar, Doda and Reasi. The police document claims that the "Hindu militants" operate with code names. Sham Lal, for instance, became Shamsuddin and he is with Al Badr. Krishan Lal is with the Lashkar. Kripal Singh is also with Al Badr. The Police said one of the longest-serving militants was a Hindu, Bipin Kumar of the HuA. Bipin, killed by the forces in 2008, had been active since 1996. Kuldeep Kumar alias Qamrain of HM died at Kulhind in Doda two years ago [2008] after being active for seven years. Uttam Kumar alias Saif-ullah of the HM died in an encounter in August 2005. Bittu Kumar, who was also with HM, is also suspected to have been killed. The only "Hindu militant" to surrender is Sunil Kumar. He has been absorbed into the paramilitary forces.

"There are about 500 militants presently active in Jammu and Kashmir and their number has come down from 700-800 last year and around 1,000 in 2008," Khoda said. The DGP said 40 percent of these militants were foreigners, mostly from Pakistan and Pakistan-administered Kashmir (PoK). He said the Hizb-ul-Mujahideen (HM) and the Lashkar-e-Toiba (LeT) - the terror outfits that have bases in Pakistan - were active in the State. "The Hizb-ul-Mujahideen is more in a supportive role to the LeT but it depends on the plans conceived across (the border)," he said. Khoda said the overall security scenario in Jammu and Kashmir was improving and there was a drop in violence in the last three years. "There was a 20 percent drop in violence in 2007 which improved to 28 percent in 2008 and 30 percent in 2009," he said. The last year [2009], Khoda added, also saw the lowest number of civilian deaths in militancy-related incidents. However, he maintained that there was no let-up in incursion attempts by militants from across the border with security forces. "Infiltration is going on though not to the extent as it was last year. Going by the (infiltration) bids made, there is no change in attitude of handlers across the border who want to push in infiltrators," he said. According to Khoda, Security Forces (SFs) had been able to curb militant incursion mainly due to better border management. Khoda said Pakistan continued to support militant activities in Jammu and Kashmir. "Terrorists are coming or attempts are being made to infiltrate and they are getting training, equipment, funding... Militants trying to cross over do not face obstructions from Pakistani security forces but were, instead, provided covering fire. All this points to the direct role (of the Pakistan establishment)," he said. According to official data, a little less than 500 terror incidents were reported in 2009 in which 239 militants, 71 civilians and 79 SF personnel were killed. In 2008, 339 militants, 91 civilians and 85 SF were killed in 708 militancy incidents.

Intelligence reports said a HM’s ‘district commander’ Hanief Mohammad alias Basharat, a known motivator of youths into militancy who was operating in Mahore for past several years, has recently crossed over to Kulgam along with his couple of associates two to three days back on being called by his Valley based ‘commanders’. Three LeT militants led by Abu Qatil have also moved to Kulgam and Shopian areas bordering Mahore through Pir Panjal range during the past few days along with arms and ammunition, reports said. Security Forces (SFs) and Police have intercepted a number of messages of the militants which confirmed departure of Basharat and Qatil along with their associates from upper reaches of Mahore to surrounding Kashmir areas of Kulgam and Shopian. Due to their migration, the activities of remaining cadre of LeT and HM outfits have virtually come to a standstill despite the fact that 14 militants, including four to five foreign mercenaries were still active in Mahore, Arnas and Chasana areas. Reports added that there could be some other reasons also behind migration of the militants from Mahore to Kulgam and Shopian though the apparent cause at this stage appeared to be latest upsurge in Kashmir which the LeT and HM outfits are trying to exploit to the best possible extent. Mounting pressure of Army and police against the militants especially their leadership in Mahore might have also forced the militants to take refuge in some "safe shelter houses’’ in Kulgam, Shopian and surrounding areas for the time being. Recent incidents of inter-group rivalry among the LeT and HM cadre in Mahore in which some militants have been killed could also be a reason for some militants shifting to Kashmir to get the differences sorted out with the help of their ‘commanders’, reports added further. Few days back, Security Forces and Police had recovered skeleton of a militant in Mahore which was later identified as that of Zubair Gujjar, a LeT militant, who had been shot dead by Irfan Kashmiri, a HM ‘area commander’. Investigations had revealed that Zubair was killed by Irfan Kashmiri to take the revenge of his colleague Abu Talha, a HM militant from Kashmir operating in Mahore-Gool-Gulabgarh belt for past several years. Reports said Hanief alias Basharat, a HM ‘commander’ and Abu Qatil, a LeT militant might have been called by their group leaders for a truce between the two outfits before they suffer more losses.

Casualties were followed by more protests leading to a vicious cycle of events and more clashes, the mobs engaged in arson and destruction of public property and the Police had to resort to curfew and restrictions in the Valley, he said. The matter came to the fore when Police arrested one person from Budgam who had ostensibly gone across the border for meeting relatives and later extended it by another two weeks during which he underwent the Daura-e-Aam (basic) training being organiszed by Lashkar-e-Toiba (LeT). During interrogation, the youth, whose identity has not been revealed, told the investigators that there were other youths who were using the same modus operandi to get the training facility. In first week, a complete religious course is imparted after which assembling of assault rifles and detonating of grenades are taught. An unnamed senior official said LeT adopted this method and has been targeting educated unemployed youth in the Valley. "We have approached the immigration officials to keep a close tab on youth who extended their visas in Pakistan and the Gulf," the official said.

As part of its outreach in Jammu and Kashmir, the Ministry of Home Affairs (MHA) has finalized the surrender policy for those who have crossed over to Pakistan-occupied Kashmir (PoK) and now want to return even though the initiative will not offer an unqualified general amnesty, according to Times of India. If there are cases of a serious nature against militants wanting to surrender, they will be prosecuted while cases of crossing into PoK will be reviewed separately. The policy has been sent to Jammu and Kashmir Government in September and is likely to come up for discussion in the next State cabinet meeting, said a senior State Government official. The policy will be implemented after it is passed in the Jammu and Kashmir Assembly.

Troops noticed heavily armed group of militants near the Line of Control (LoC) in Tangdhar sector in the morning and challenged them, official sources said. The militants opened heavy and indiscriminate firing towards the troop’s positions, which was retaliated, triggering off an encounter. Two militants were killed in the exchange of firing that was going on till last reports came in. Although group affiliation and identity of the slain militants could not be ascertained immediately, they were believed to be foreigners and affiliated to Lashkar-e-Toiba (LeT). There has been an increase in infiltration bids along the LoC since September 2010 and more than 65 militants have been killed in over two dozen bids made over past two and half months alone.

Meanwhile, even after 40 days of their conditional release ordered by the Unified Command for a period of three months under the PSA, two stone pelters, Firdous Shah and Manzoor Ahmed, remained confined to Kot Bhalwal jail as no one from their families have turned up to fill a bond and give two sureties (by the parents) for their release from the jail. Release of a total of 12 PSA detenues for a period of three months was ordered by the Unified Command. Release of Shabir Shah from Kot Bhalwal jail was also delayed as he had declined to meet the conditions on the ground that he had never asked for the release and was not a stone pelter. Later, the Government had waived off conditions for his release on parole for one month due to sickness of his mother. Sources said the Government could review PSA cases of some more detenues shortly. Further, Director General of Police Kuldeep Khoda said the cases of 50 to 60 separatists and stone pelters will be reviewed from time to time depending upon the situation.

An annual report of the United Nations Security Council (UNSC) to the UN General Assembly has once again dropped mention of Jammu and Kashmir (J&K), in keeping with a trend that started in 2006, according to Times of India. On November 15, Pakistan's envoy Amjad Sial told the General Assembly debating the annual report of the UNSC that the absence of the J&K issue was "inadvertent". However, while welcoming the UNSC report, Indian diplomats said the issue has not been part of any UNSC report since 2006. In 2005, then UN secretary general Kofi Annan declared that the "plebiscite" issue could not be enforced or self-implemented. It was after Annan's remarks, made in the context of resumption of India-Pakistan dialogue in 2005, that the UNSC dropped reference to the dispute. In the past five years, there has been no such mention. The India-Pakistan issue has not been debated in the UNSC since 1965.

Azhar Ali Bhat, 28, son of Ghulam Mohammad Bhat, a resident of village Kijaie in Asthan Payeen area of Kishtwar District, who had taken Junaid to Dachan forests for his recruitment and training, was arrested by the Police in Kishtwar on November 16. Police said Azhar was associated with Amir Kamal alias Akram, a ‘B’ category militant of HM, who was active in the Dachan area of Marwah for past quite sometime. It was on the directions of Amir Kamal that Azhar had recruited Junaid into the militancy after visiting his house twice in Jammu. Junaid was picked up from Kishtwar bus stand and handed over to HM operative Irshad Ahmed, son of Ghulam Mustafa Akhoon, a resident of Lidri in Dachan. Akhoon has also been arrested by the Police. After taking Junaid to Dachan, Irshad handed him over to ‘Chacha’ a known trainer of HM. Chacha later introduced Junaid to Amir Kamal alias Akram. Irshad Ahmed is a Rehbar-e-Taleem (ReT, Teaching Guide) teacher at primary school in Lidri.

Official sources said Inqullabi after executing his mission in New Delhi wanted to flee to Nepal or Bangladesh via Gorakhpur in Uttar Pradesh or West Bengal respectively on way to Pakistan as he had completed more than 10 years of militancy in Jammu and Kashmir. Reports further indicate that not only Shehnaz but also her parents — Bashir Bakerwal and Qasim Jan had later also joined the militancy on being lured by Inqullabi. Qasim Jan was arrested by Shopian Police along with a HM militant early this year while transporting arms and INR 4.4 lakh worth hawala money for the militants, Shehnaz and Bashir Bakerwal alias Nissar were arrested by Rajouri Police on November 15. Qasim Jan has been detained under the Public Safety Act (PSA).

The SFs arrested the trio, identified as Jamaal Din and Khair Din, brother and father respectively of Salman and Shahid Baroo, another associate of the militant ‘commander’ from Nagnigarh and surrounding areas. Meanwhile, Qasim Din’s brother, Noor Din, confirmed the presence of Jamaal Din, Khair Din, Shahid Baroo and four to five militants along with Salman when Qasim and Noor’s mother, Gujra Begum was shot dead by the militants in the night of November 21. The State Government on November 25 ordered withdrawal of nearly 1000 Central Reserve Police Force (CRPF) personnel from Srinagar town besides removal of 10 more bunkers as part of its peace initiative to make life easy for the people of the State, reported Daily Excelsior. Chief Minister Omar Abdullah cleared the proposal after assessing the law and order situation in the Valley, official sources said. According to the sources, 10 more bunkers will be removed from Srinagar city raising the number of bunkers removed to 26 since October 5. A plan had been worked out by the local Police with the CRPF in consultations with the security agencies for withdrawal of one battalion of the CRPF (1000 personnel) from the city. Earlier, as per the decision of the unified headquarters, 16 bunkers were to be removed. The CRPF has been assisting the State Police in maintenance of law and order in Srinagar and other towns and its personnel are manning the bunkers dotting the city. The Centre had also requested the State Government to review the deployment of Security Forces in Kashmir valley with particular reference to de-scaling the number of bunkers and check-points in Srinagar and other towns, and to review the notification of areas as ‘disturbed areas’.

Inspector General of Police (IGP), Kashmir, Shiv Murari Sahai on November 26 said that Police has concrete evidence about links between militants and separatists in triggering and planning the recent unrest in Kashmir valley, reported Daily Excelsior. "There is a concrete evidence that the recent agitation was planned," Sahai said, adding, Police have found evidence that Lashkar-e-Toiba (LeT) militants planned the unrest and were in league with the separatist politicians. "As our investigations are making headway, we find that increasingly there is a very well-planned operation on part of the Lashkar to carry out incidents of stone-pelting and arson," he said. Sahai said Ghulam Mohammad Tantray, the tehsil (revenue unit) president of Tehreek-e-Hurriyat (TeH) in Sopore town, had stayed with LeT ‘commander’ Furqan and was also maintaining contact through telephone with him. "There are the direct evidences to show how militant organisations and the so-called separatist leaders, who are leading a so-called peaceful agitation are very deeply linked," he added. The IGP said the recent upsurge in militant activity after the decline in the stone-pelting incidents was another link to prove that the unrest was planned. "Stone pelting has subsided and suddenly there is an upsurge in militant activity. There are arrests of Pakistani militants, there have been killings, this cannot be an innocent balance that once the stone pelting increases the militant violence decreases," he said. Sahai also claimed that during the interrogation of a stone-pelter in Sopore it was revealed that militants are hiding in a house in Sopore. "When the house was raided, we make some recoveries which included uniforms with badges of (different) ranks. We conclude that militants were planning to operate in uniform and these are the likely signs of fidayeen (suicide) attacks," he said. He said Police has busted a module of boys, recruited by a LeT operative from Batamaloo locality of Srinagar, who were involved in hurling grenades. Talking about training camps in Pakistan Sahai added, "The militant groups including Lashkar are openly motivating youth to train them for attacks on security forces in Kashmir. The militant has revealed that most of the camps and motivation centres, which were claimed to have been closed by Pakistan government, are still functional." Sahai said the militants were put through three courses before being selected for carrying out suicide attacks. "The first phase is Daura-e-Aam (ordinary training) followed by Daura-e-Khas. The best out of the second stage are selected for Daura-e-Lashkar (Lashkar or Army training) to carry out suicide attacks," he said adding it indicated the kind of training received by Rehmani before being sent here.

The militants from the Central Asian region, identified only by their code names of Umar and Usman, were spotted from a photograph recovered by Police during a recent anti-militancy operation in Sopore in Baramulla District. The photograph shows the alleged Chechen militants armed to teeth with latest assault rifles and other ammunition. The sources said the duo has been active in Sopore for several months now and the Security Forces have launched special operations to track them down. The foreign militants are believed to have sneaked into the Valley in late spring or early summer during one of the many dozen infiltration bids launched by the militants from across the Line of Control (LoC), they said. The sources said more than 60 militants, mostly foreigners, are active in Sopore. Meanwhile, Inspector General of Police (Kashmir) Shiv Murari Sahai confirmed the recovery of the photograph. The Ministry of Home Affairs (MHA) is reported to have asked the State Government to utilize Jammu and Kashmir Police in the area from where the CPMFs are withdrawn. Sources said if 40-60 companies of CPMFs are withdrawn, Police would strengthen the Village Defence Committees (VDCs) in Jammu region while in Kashmir Police force would be mobilized further. Reportedly, few months back, the Centre had withdrawn few companies of CPMF from the State including Jammu region. In lieu, only four companies of Punjab Police were provided, which were being used by the Police authorities to protect the houses of VIPs or act as escort personnel. Meanwhile, sources said that the MHA need these many companies of CPMFs for deployment in Naxal [Left wing Extremism]-hit States like Bihar, Chhattisgarh, Jharkhand, Orissa, West Bengal, etc.

Sajjad Ahmed Khan alias Shamas, a resident of Firdousabad in the Batmaloo area of Srinagar District, operating in Thanna Mandi area of Rajouri District, engineered stone pelting in several parts of Srinagar especially Batmaloo by mobilizing youth to join the brigade of stone pelters after making them handsome payments through hawala (illegal money transfer) operators of Rajouri District. Interception of the mobile telephone number of Shamas—8803638050—exposed his activities and links with the militants in the Valley, leading to formidable evidence with Police about the connivance of militant-stone pelters. The interception of mobile telephone number of Shamas led to arrest of a number of militants and stone pelters, with whom he spoke on their mobile numbers issuing them directions for subjecting paramilitary and Police personnel to stone pelting. Sources said several other militants and stone pelters were also identified and some of them arrested after being called by Shamas from his Thanna Mandi hideout. Shamas was reported to have sent a series of consignments of hawala money for the militants and stone pelters from Rajouri through Over Ground Workers of the LeT outfit.
