The Communist Party of India-Maoist (CPI-Maoist) cadres killed the father of a Policeman, on January 17, who was abducted from Chhattisgarh's Bijapur District, in December 2012, reports zeenews.india.com. Additional Superintendent of Police (ASP), Vivek Shukla, said, "50-year-old Madiyami Sonu, father of Assistant Constable Asharam, was killed by Naxals with sharp weapons near Bhatwada village in the District." Sonu had been abducted in December from his native Bhatwada village.

More than three dozen armed cadres of the Communist Party of India-Maoist (CPI-Maoist) surrounded a construction site camp at Khaira in Jamui District of Bihar and abducted eight construction workers from the site on the intervening night of January 26 and 27, reports The Indian Express. The workers were engaged by the Bihar Rajya Pul Nirman Nigam for constructing a bridge over Badalidih River. The extremists had objected to the resumption of work on the bridge a fortnight ago reportedly without a "levy" being paid to them. Maoist ‘area commander’ in Jamui on January 27 issued a statement through the local media taking responsibility for abducting the workers and threatening to kill them if the construction work over the bridge — being constructed over the past five years — was not stopped immediately.

Suspected militants belonging to National Socialist Council of Nagaland- Khaplang faction (NSCN-Khaplang) have abducted drivers and cleaners of four trucks of Manipur from near Kohima District recently, on the ground that the owners have not paid the extortion money. It is reported that a tax of INR two million each, is demanded from the owners.

The truck involved in the transportation of sugar for the Food Corporation of India (FCI) was waylaid and the driver and handyman abducted from a place about 2 kms south of the Saparmeina Police Station in Senapati District. While the identities of the driver and the handyman are yet to be established, the Police have picked up the truck which was abandoned.

The engineer, Chintala Paidi Raju, who hails from Nellore District of Andhra Pradesh, was abducted by four motorcycle-borne youths at gunpoint at 10.20 pm from the firm’s piling site on the bank of Puthimari river under Goreswar Police station. The Times of India reports that Mizoram Government has constituted a crisis management group (CMG) chaired by State chief secretary, L Tochhong to secure the release of five labourers abducted by suspected militants, State Home Minister R Lalzirliana said in the assembly on March 13. Making an official statement in the house during zero hour, he said five people were abducted by a group of Bru and National Liberation Front of Tripura (NLFT) militants on February 19 from Dampa Tiger Reserve while they were working on a road construction project. He added State Police could not use force or pursue the abductors as they were hiding with the hostages in Bangladesh and the State Government has asked the ministry of external affairs to get help from the Bangladesh Government in the matter. "The state government also used interlocutors and messengers from Tripura to contact the militants so the captives could be released safely," he said. "Our intention is to secure the release of the hostages without payment of ransom," he said. The NLFT cadres demanded INR 10 million ransom and even set a three-day deadline on March 6.

"We expect them to arrive at the border (Bangladesh) by midnight. We'll receive them there and provide them with necessary medical attention if required," Thangzuala said. He said the abductors were not militants, but a group of criminals belonging to the Bru community. Some of the gang members were involved in a robbery at the BDO's office at Zawlnuam last year, Thangzuala further said. He was abducted by a group of Maoists late on April 20 night. Maoist cadres, including women, first reached the house of Lakpati’s brother Gajpati and enquired about his house. They asked Gajpati to follow them to the house from where Lakpati was dragged out and taken to the Karramal forests. The rebels left Gajpati after beating him. The Maoists dropped pamphlets warning the villagers against giving any information to the Police and demanding increase in wages of labourers engaged in plucking of tendu (beedi) leaves. When contacted, Malkangiri Superintendent of Police (SP) Akhileswar Singh confirmed that three to four persons were taken away by force by Maoists from Kiang, Tentuliguma and Kartanpalli villages. Owing to remoteness of the area and lack of mobile communication, details of the incident was still awaited. According to the Police sources, the abducted persons included Kartanpalli Sarpanch Gopi Nayak, a tractor driver and an accountant of a tendu leaf trader. It may be noted that a mobile communication tower of a private company was damaged by Maoists at Kiang on April 24 night affecting communication in the area. Recent abduction was the third one in the area. In April, Maoists abducted three tribal people from Kiang village. Two of the abducted tribal persons, Gopi Pujari and Hatiram Pujari, were killed and their bodies were located near Kiang village on April 25. Maoists also abducted three other tribal people, including an elected nayab (deputy) Sarpanch Budu Nayak from Mahupada village on May 3. The nayab Sarpanch was murdered and his body was located near Mahupada village on May 4. The other two abducted tribal persons, who were small time traders, were released. According to the Police, Maoists of Darava division of adjoining Chhattisgarh were behind the violent activities in Mathili area. Other sources said, some 170 Maoists from Chhattisgarh who are now in the area bordering Malkangiri and Koraput Districts of Odisha and Chhattisgarh are trying strengthen their base in the remote Mathili area through these abductions and killings.

The released hostages claimed that the abductors belonged to the Kuki Revolutionary Army (KRA) and that they were held hostage at different places in the Saikul area, a Kuki-dominated sub-division, in Senapati District. As reported earlier, seven persons were abducted by militants from Pukhao in Imphal East District while they were returning to the capital Imphal from Dolaithabi barrage in the Imphal East District in the afternoon of August 1. The KRA is one of the Kuki groups which had signed a tripartite ceasefire agreement with the State and Central Government.

One more civilian reportedly died in exchange of gunfire. Even as the Police alerted all Police, paramilitary and Army units, the militants stormed a formation of 16 Cavalry on the highway at Samba (Samba District). As a gun battle was on between the militants and the Army, sources said that six Army personnel died in the beginning of the second suicide offensive. NDTV adds that second in command of the 16 Cavalry, a lieutenant colonel, was among the Army personnel killed. Two militants were also killed in the counter offensive. Both Hiranagar and Samba towns are situated just five to 10 kilometers from the International Border between India and Pakistan.

The arrestee revealed that he was Nationalist Socialist Council of Nagaland-Unification (NSCN-U) cadre and that on November 15, he along with three others - Akato, ‘Leacy’ of NSCN-U, Johnson, ‘lieutenant’ of NSCN-U and one Viloto carried out the abduction of the businessman. Dimapur Police, in a press release, said a complaint was lodged with Police by victim’s brother that some militants had abducted his brother. After investigation, Police took into custody the three NNC-NA members, identified as ‘major’ Lhojeto (40); Shikaito (32) and Chingkiu (43), who confessed to the murder of Kishore. After interrogating the three, Police rushed to the residence of Lhojeto at Thilixu and rescued the two scrap dealers. According to details provided by Police on December 2, the abducted person, Sunil Prasad, was abducted on November 25 from Umlawang, a coal-mining centre in East Jaintia Hills. However, the matter was reported to Police only on November 29, after which a team of Khliehriat Police led by sub-inspectors MCH Sangma and S Kharjana, conducted a raid and rescued the abducted person. Police informed that the kidnappers had initially demanded INR 2 million as ransom, which was subsequently came down to INR 1 million, then to INR 300,000 and finally to INR 100000. The personnel of the Border Security Force (BSF), District Voluntary Force (DVF) and local Police, who were part of a joint operation to rescue three persons from Gomphakunda village abducted by Maoists on December 4, were involved in the exchange of fire, said Malkangiri Superintendent of Police (SP) Akhileshwar Singh. According to Mr Singh, the rescue operation was successful as all the three abducted persons managed to escape from the clutches of the Maoists. One of them has already reached the Gomphakunda village. The two others abducted along with him also managed to escape but had not reached their village as they had taken other escape routes. The abducted persons included a woman and the son of the local Sarpanch (village level local self government institution). “Although security forces have not seized the body of the slain Maoist, the information provided by the person, who escaped from the Maoists, one Naxalite was killed and another injured,” said the SP. When contacted, officials of the anti-Maoist cell of Malkangiri District Police informed that although they have received reports from different sources, the information had not been confirmed. Security forces had rushed to the two villages from where the alleged abductions took place. According to sources, the abductions took place at Chintalwada and Ramaguda villages under Kalimela police station limits. The eyewitnesses say, the abductors had alleged these six persons were police informers and were having relations with the personnel of the Border Security Force (BSF) camping in the area.

The bodies of the two persons - Jaga Madakami and Tulsi Behera - were found near Bhejangwada area of Malkangiri District, said Superintendent of Police (SP) Akhileswar Singh. About 30-40 Maoists had kidnapped six people, including a village ward member on December 12 from Chintalwada and Ramaguda village, about 700 km from state capital Bhubaneswar. Madhi’s bullet wound body was located near Sangel village in the morning. Through a statement Maoists claimed that this murder and their other acts of violence in December in Malkangiri District were mark of protest against the encounter at Silakota on September 24, in which 13 Maoists had been killed. Madhi was a village level leader and was the secretary of local pani Panchayat (local body for distribution of water). He had been abducted by Maoists on December 27 from Sangel village. According to locals, Madhi had been produced before a ‘parja court’ (people’s court, euphemism for Kangaroo court) where he was ‘sentenced’ to death for being a Police informer.

Jharkhand and Bihar Police officials, who started the search operations on December 22 along with four companies of paramilitary forces of Jharkhand Jaguar, said they had traced the workers to Chandramandi forest in Jamui in Bihar on December 30. The workers were working on an INR 25 million-bridge being built in Deoghar, 30 km from Jamui, under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Deoghar’s Superintendent of Police Prabhat Kumar said the workers were abducted by the East Bihar North Jharkhand Zonal Committee of CPI-Maoist. The workers said they were allowed to walk out of the forest.
