The dead bodies of the abducted civilians identified as, the village chief of N-Gamnom village S Otkhomang (57) and church chairman Tilpao Haokip (51) were found on January 8 in Nungkham Gamnom Village in Manipur’s newly-created Tengnoupal District, reports the Nagaland Post. Earlier, on January 6, these two civilians were abducted by some unidentified assailants and they were taken toward Indo-Myanmar border. According to the sources, the assailants also fired some rounds while taking away the duo. The sources also added that fatal bullet injuries were seen on the dead bodies. Regarding this sensitive issue, a joint meeting attended by members of various organisations including Hill Tribal Council, Meitei Council Moreh, Kuki Chiefs Association (Moreh Block) and women leaders was held on January 8 and the meeting resolved to impose a bandh along Moreh road on January 9.

However, out of 11, eight traders managed to escape from the abductors. The three traders, who are still in the captivity of the abductors, are identified as Tamal Dey (38), Dulan Mahanta (36) and Durgapada Dutta (35). All these three traders are from Dalu in West Garo Hills District.

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted five persons including four Odisha Government officials from Chitrakonda in Malkangiri District on January 13, reports The Times of India. Odisha is going to have panchayat (village level local self government institution) elections on February 13, 15, 17, 19, 21, 2017. Sources said a group of Maoists produced them at a ‘Praja Court’ (people's court) at Similipodar village. The five persons have been identified as poll officials Hrushiskesh Naik and Purshottam Behra, junior engineers Praveen Soren and Kamini Kanth as well as Jodamba village head Lakshaman Sisa's son Manoranjan Sisa, sources said. However, another officer Lingaraj Majhi managed to escape.

After reports on abduction of five poll officials in Malkangiri District on January 13, the abducted officials, on January 14, claimed that they were in the captivity of the Left Wing Extremists (LWEs) and produced before a praja court (people’s court), reports Odisha Sun Times. Of the five poll officials, two of them – gram panchayat (village level local self government institution) technical assistants Praveen Soren and Kaminikanta Singh – have narrated their ordeal to media after their release. “We were abducted while we were on duty at our respective panchayats. We were taken to a place near Gora Setu and produced before a praja court where around 20-22 Maoists were present. The ultras threatened us not to participate in the panchayat polls and asked us to go back,” Kaminikanta Singh said. Another abducted official Praveen Soren said: “The Maoists told me that whether it is police encounter or other issues, district administration has not reached out to people. The villagers have been deprived of the welfare schemes. They will not allow polls to be held in the region till the government benefits reach them.”

Six tribals have been abducted by the Communist Party of India-Maoist (CPI-Maoist) cadres from three interior villages of GK Veedhi in Visakhapatnam District on January 16, reports New Indian Express. According to sources, the rebels had abducted six persons from Boddamanupakalu, Tukkagoi and PK Gudem by branding them as ‘Police informers’. The Maoist cadres have informed the people to attend a meeting in the forest area of GK Veedhi and they were taken away by them from the spot. However, Superintendent of Police (SP) (Visakhapatnam-Rural), Rahul Dev Sharma, ruled out the kidnap angle. He said that no complaint was lodged by the locals about the kidnap. Rahul Dev also opined that after the recent kidnapping in Odisha, locals were exaggerating the incident as kidnapping.

Abductors on January 17 released three traders, identified as Tamal Dey (38), Dulan Mahanta (36) and Durga Pada Dutta (35), from their captivity at an unidentified place near Telekali Reserve Forest close to Rongrikkimgre village in South Garo Hills District, reports The Shillong Times. The trio was abducted by a group of criminals linked to Bangladesh from a place near Gasuapara in South Garo Hills District on January 10. The role of the militant group Achick Songa An'pachakgipa Kotok (ASAK) also came to the fore as reports emerged about the abductors seeking the help of ‘commander-in-chief’ Reding T. Sangma to aid in the negotiation for ransom with an assurance of a share of the loot. The families of the abducted people paid a ransom of INR 25,000 add The Assam Tribune.

Two workers out of three, who were abducted on January 26, by a group of suspected Nehlun faction of Kuki National Front (KNF-N) militant, were killed in an alleged gunfight between the militant group and Kuki National Army (KNA) militants at Moulsohoi village under Litan Police Station in Ukhrul District on January 29, reports The Sangai Express. The two deceased workers were identified as Laishram Tompok (27) and Laishram Thoi (22). However, the third abducted worker, identified as Khumujam Bijen (25) was rescued by the villagers. One suspected abductor, identified as Thangminlun Khongsai (25) also got bullet injury in the incident. According to the report, the injured abductor is a member of United Tribal Liberation Army (UTLA) and one pistol was recovered from his possession. The three workers were abducted from Maphou dam project in Senapati District on January 26, by four suspected Kuki militants. The abductors were attacked by KNA cadres when they entered the Moulsohoi village, which according to KNA militants ‘fall under the jurisdiction’ of their designated camp. However, another source said that the abductors were not from any militant group and they were just a gang of criminals.

A group of Maoists descended on the house of Shiv Koda at Tari village in the early hours of Friday and held three members of the family hostage at gunpoint. Thereafter, they took them to the nearby Kukarjhap dam near Barhat and killed them. The Police identified the deceased as Shiv Koda, Bajrangi Koda and Meena Devi. The bodies bore multiple injuries which suggested that the killers had used heavy stones and blunt objects to kill them. A tea estate supervisor, identified as Sailyo Dahotia (40) was abducted by a six-member armed group, suspected to be Independent faction of United Liberation Front of Asom (ULFA-I) militants, from Dihingia tea estate in the Kathalguri area in Tinsukia District on September 28, reports The Times of India. The incident occurred around 6.30pm near the office of the tea garden on September 28 while other employees were busy with Durga Puja festivities. Police said ULFA-I had served an extortion notice, demanding INR 1 lakh, to the proprietor of the tea estate Rajib Phukan three months ago. Despite repeated intimidation and threats over telephone, Phukan refused to cough up the money. Meanwhile, on the basis of his complaint, Police conducted a couple of raids to nab the ULFA-I members suspected of being involved in the extortion bid.According to intelligence sources, an ULFA-I group with six to eight members, led by ‘self-styled sergeant’ Rupam Asom, has been targeting businessmen and tea planters in Tinsukia District for extortion for a while now. Sources point out that the ULFA-I, like several other militant outfits in the northeast, has been forced to indulge in mass extortion to deal with a severe cash crunch that has hit their ranks following the demonetisation move by the government last year. "We suspect that the same ULFA-I group led by Rupam Asom is behind the abduction. The morning after the abduction, a senior ULFA-I leader called up Rajib Phukan, the owner of Dihingia tea estate and demanded a ransom of INR 20 lakh for securing Dahotia's release. We believe that the militant group has taken the hostage inside the thick jungles along the Assam-Arunachal border. Along with our Arunachal Pradesh counterparts, we are conducting combing operations in the likely hideouts. The Army and the CoBRA (Commando Battalion for Resolute Action) are assisting us in the operations. The abductees identified as Bali Karkaria, Hara Takri, Chela Karkaria and Nepal Takri were reportedly released after intervention of two interlocutors from the village. While the exact reason of the abduction of the villagers is yet to be confirmed by Police, it suspects that they could have been captured by the Maoists on suspicion of being ‘Police informers’. Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted Suresh Rajak, a forest official from a wildlife sanctuary, in Kaimur District late on November 20, reports Hindustan Times. The abductors allegedly made the call for ransom on the mobile phone of the victim's son Kaushal Kumar around 9.15pm on Monday. They claimed they were Naxalites [Left Wing Extremists (LWEs)] operating in the region. Another call was made on the cell phone of an employee Dhananjay Kumar. The Maoists demanded a ransom of INR 800,000 from his family for his release, officials and his relatives said the next day. The Police said the Maoists descended at the office of Rajak and held him captive at gunpoint. He was posted as forester at the Karar beat office in Kaimur wildlife sanctuary, around 200 kilometres southwest of Patna. The body of Ramesh Jain (38) was found at a forest near Rekhabat village in the District on November 26, Kanker's Superintendent of Police (SP), K L Dhruv informed. Darbari Ram, the father of the deceased, had the contract for cutting of trees in the forest area for laying tracks as part of the Dallirajhara-Rowghat railway project and transportation of logs to the forest department's depot, he said. On Saturday (November 25), when Ramesh Jain was engaged in the work of transportation of timber logs in the forest close to Rekhabat between Rowghat and Tadoki, a group of armed Maoists reached there. The rebels asked the workers to leave the place. After setting ablaze four trucks and a loader machine they took the victim along with them, the SP said. "Later, they shot him dead in the nearby forest," Dhruv said. The construction of Dallirajhara-Rowghat-Jagdalpur broad-gauge railway line, covering 235 kilometres, would allow transportation of iron ore from the Maoist-affected area in north Bastar. Besides, it will provide transportation facility to the people in the Maoist hotbed. The work in the first phase, covering a 95-kilometres route from Dallirajhara to Rowghat, is in progress with 17 kilometres of tracks to Gudum commissioned for passenger train traffic. The Maoists have been opposing the project since its inception, fearing that the construction of the rail route will speed up the development work in Bastar thereby uprooting them from the region.

Additionally, Assam was the State with second highest abduction rate in India after Delhi, with almost 17 people being kidnapped daily in the state as of 2016Times of India reported on December 27. According to the latest National Crime Records Bureau (NCRB) statistics, Assam Police have registered some 6,126 cases of abduction and kidnapping. There were at least 4,824 kidnapping cases which jumped up to 5,831 in 2015. Over 90% of the victims were women. Out of the total 6,126 cases, in about 5,342 cases the victims were women or minor girls. Earlier, Parliamentary Affairs Minister Chandra Mohan Patowary had informed the state secretariat that between 2001 and May 2016, some 46,461 cases of kidnapping were registered in the state. Though abductions by militant groups have declined, a constant increase has been witnessed in abductions for ransom by criminal gangs, including former militants. Sources said the actual number might be even higher as not all abductions were reported to the police because of a lack of confidence in the administration. Though the State has registered high numbers of abduction cases, the recovery rate was found to be very low. Last year, the recovery rate of victims of kidnapping cases in the State was recorded at as low as 1.3% only. Records states that a total of 13,413 persons abducted in 2015 were yet to be traced. By the end of last year, the State Police had received reports of 19,541 persons going missing, out of which only 249 people were rescued during 2016.
