A top Naxalite (left-wing extremist) leader, Riyaz Khan, who had participated in the peace talks with the Andhra Pradesh Government during October 2004, was reportedly killed along with three others in an encounter with the police in Karimnagar district in the early hours of July 1, today. Riyaz, ‘state committee’ member of the Communist Party of India-Marxist Leninist (Janashakthi group), a ‘district committee’ member Srisailam alias Vijay and a woman member were among those who died in an exchange of fire with a special police party on the outskirts of Bandanakal village, about 90 km from Karimnagar, said Superintendent of Police, Devender Singh Chowhan said. While the identity of the woman cadre and the fourth Naxalite was yet to be established, six others managed to escape from the incident site. The police also recovered three revolvers, a springfield rifle and some ammunition from the spot, Chowhan added.

According to Press Trust of India, the proscribed United Liberation Front of Asom (ULFA) has formally responded to the peace offer of the Centre. A letter written by the ULFA ‘chairman’ to the National Security Advisor has been forwarded to the Prime Minister’s Office (PMO), mediator Indira Goswami said in New Delhi on July 1, today. "The ULFA Chairman Arabinda Rajkhowa formally responded to the peace initiative of the Prime Minister's Office. I handed over the sealed letter addressed to National Security Advisor M K Narayanan to two PMO officials at my residence yesterday," Goswami said. Narayanan had sent a letter to the ULFA a few weeks back asking them to come for talks. Goswami claimed that the banned outfit would send another letter to the Prime Minister soon.

According to Sentinel, the Adivasi Cobra Force (ACF), which has rechristened itself as Adivasi Cobra Military of Assam, has extended its unilateral cease-fire for a period of six months with effect from July 1. In a separate incident, troops shot dead four more terrorists in Palunia forests of Rajouri district taking the terrorist' death toll in the two day long gun battle to six. A large quantity of arms and ammunition was recovered after the encounter in which a Major was injured. Out of the six slain terrorists, four belonged to the Al Badr outfit and two to Hizb-ul-Mujahideen (HM) outfit. Recoveries made from the scene of encounter include three AK-47 rifles, three AK-56 rifles, one Under Barrel Grenade Launcher (UBGL), 18 Chinese grenades, three radio sets with three antennas in damaged condition, 30 AK magazines, 329 rounds, 30 pistol rounds, two wireless sets, six pouches, two wire cutters, seven pencil cells, Rs 10,000 Indian currency in torn condition and Rs 100 in Pakistan currency.

Six heavily-armed terrorists, who made an attempt to storm the makeshift Ram temple at the disputed Ayodhya complex in Uttar Pradesh, were shot dead by the Central Reserve Police Forces (CRPF) personnel on July 5. Four CRPF personnel and two civilians, including a woman devotee, were injured in the exchange of gunfire. Uttar Pradesh Police chief Yashpal Singh said that three AK-47 and one AK-56 rifles, one carbine, one Chinese revolver and four grenades were recovered from the slain terrorists. The terrorists, whose identities are yet to be known, arrived at the incident site in the guise of devotees in an explosive-laden jeep, which they rammed into the security barricade to breach the cordon. While one terrorist who rammed the jeep was blown to pieces, five others were killed in the subsequent encounter with the CRPF personnel. One of the slain terrorists was found with explosives strapped to his body. The driver of the taxi, Rehan Alam, a resident of Ayodhya, who also got down along with the terrorists a short distance away from the barricade, was arrested and is currently being interrogated. Meanwhile, Prime Minister Dr. Manmohan Singh described the attack as one aimed at "destabilising our society and polity." "The state government would implement amnesty scheme for Naxals who are active in the state and registered in either Maharashtra, Chhattisgarh and Andhra Pradesh," Chief Minister Vilasrao Deshmukh said after a cabinet meeting in the capital Mumbai. Those surrendering will be given a ‘cash prize’ immediately and additional money would be given if they surrender with weapons, Deshmukh said, adding, those demanding security cover would be provided with the same. The State Government would also review cases filed against the surrendered Naxalites and the ways to withdraw them. The scheme would be applicable for six months, Deshmukh clarified adding, that his Government would hand over Rupees five lakh for the implementation of the scheme to the State police chief. About 230 civilians were killed and 135 injured during Naxalite attacks in Maharashtra from 1980 to 2004, he disclosed, adding that 74 police personnel had also died while 135 were wounded in the attacks during the same period.

"Andhra Pradesh had a bitter experience when it initiated a dialogue (with the Maoists) last year. I do not want to go on the Andhra Pradesh pattern of conditional dialogue," Home Minister Ramvichar Netam stated in the State Legislative Assembly. "The rebels should affirm their faith in democracy and agree to an unconditional dialogue for a solution to the (decade-old) insurgency," he added. Netam also informed the Assembly that there had been 237 gun battles between police and the Maoists between January 1, 2004 and June 14, 2005 in which 57 people, including 30 police personnel, 18 Maoists and nine civilians were killed, besides 97 Maoists arrested. He also disclosed that the Central Government had provided Chhattisgarh seven battalions of the paramilitary Central Reserve Police Force for anti-Maoist operations. Unearthing a terrorist plot to attack the capital’s Palam Air Force Station, the Delhi Police on July 12 arrested a Hizb-ul-Mujahideen (HM) terrorist and a Deputy Director of the Jammu and Kashmir (J&K) Government and recovered a large quantity of arms and ammunition. Hizb cadre Abdul Majid Bhatt, wanted under the Public Safety Act in J&K, was arrested from the New Delhi Railway Station along with three detonators when he was about to board a train to escape to Nepal. Mohammad Qayoom Khan, a Deputy Director with the Soil Conservation Department, was arrested in Srinagar by a Delhi Police team on charges of financing terrorist activities after receiving funds through Hawala, Joint Commissioner of Police (Southern Range) B S Bassi told reporters in Delhi. Qayoom, who possesses a Masters degree in Agronomy, acted as a channel for routing Hawala funds, Bassi said, adding he had recently given Rupees 50 lakhs to the terrorists.

He disclosed that they were operating in Bankura, Purulia and West Midnapore through Jharkhand. It was not possible to seal West Bengal's border with Jharkhand because of jungles and hills, he added. Giving a detailed account of the attacks on July 10 in which three leaders of the Communist Party of India were killed at Bandwan in Purulia and Barikul in Bankura districts, besides claiming the life a senior police officer, the Chief Minister said that the attack was plotted on a hilltop at Ghatsila in Jharkhand by Maoists from Andhra Pradesh and Jharkhand. Army spokesperson Col. Batra told Daily Excelsior that terrorists, whose number was still not known, are making a desperate attempt to extricate themselves and flee across the LoC. He also said there has been no casualty from the SF side thus far. The Colonel disclosed that it was the 15th infiltration attempt since April 2005. Providing details on the ongoing operation, Col. In an attack at Budshah Chowk in the heart of the capital city of Srinagar on July 29, terrorists killed two security force (SF) personnel and injured at least 18 civilians, including ten journalists, and four SF personnel. Around 5 p.m. (IST), an unspecified number of terrorists hurled a grenade on a police vehicle, which caught fire. They subsequently opened indiscriminate firing and the Police and Border Security Force (BSF) personnel posted in the area retaliated, according to The Hindu. The SFs are reported to have laid siege to the Civil Lines area to neutralise the terrorists believed to be trapped in two commercial complexes. While the gun-battle was in progress, a spokesperson of the Al-Mansooran outfit claimed to two local news agencies that cadres of his group had launched the ‘suicide attack’. A joint statement issued after two days of talks in Amsterdam said both sides "reaffirmed the need to extend the ceasefire and to intensify the peace process". But it also noted, "as the NSCN intends to hold extensive consultations with the people, the ceasefire is formally extended for a period of six months, whereafter it will be extended further." K. Padmanabhaiah, Delhi’s special representative for the peace talks, stated that "on our part, we were prepared to extend the ceasefire by one more year as usual. But then the NSCN-IM leadership felt that it wanted to consult various shades of Naga opinion. So they said in the first instance they would agree to extend the ceasefire only by six months."

Bhalla, the police have secured leads on four men who had forced their entry into a coach of the Patna-New Delhi train in which the explosion occurred in Uttar Pradesh's Jaunpur district. "From the description given to us, the youths appeared to be from north India and our assessment indicates they could be activists of SIMI, which was suspected to have been involved in a similar train blast near Ayodhya in 2000," said Bhalla. "Some surviving passengers have told us that four unidentified youth, who boarded the train at Jaunpur, pulled the emergency chain and disembarked barely half-an-hour later, minutes before the explosion took place," he added. Bhalla also said ammonium nitrate could have been used as the explosive, contrary to earlier official claims about the use of RDX.
