A delayed report stated that two trainee terrorists of the Hizb-ul-Mujahideen and one activist of its associate, Jamaat-e-Islami, a socio-religious organisation, were killed during an internecine clash between two factions of the outfit at a training cap in Kotli, Pakistani occupied Kashmir (PoK) on October 2. Six Jamaat activists and one civilian are reported to have sustained injuries during this faction fight. The report added that the conflict erupted after the Amir (chief) of the Jamaat's PoK unit and the Hizb’s 'Command Council' replaced the existing in-charge of the training camp with another Hizb 'commander'.

Security forces said that two members of a four-member group, which had infiltrated into India on October 1, were arrested by police and on interrogation revealed the location of their hideout. During the raid that followed, the two arrested foreign mercenaries attempted to escape from custody and were killed. The other two were killed during the raid on their hideout.

In a series of related incidents, two suspected terrorists of the Lashkar-e-Toiba, responsible for the massacre of a forest employee and five members of his family on September 29-30 were in turn killed by security forces in an encounter at Majari in Poonch district on October 2. One civilian, harboring the slain terrorists in his residence was also killed in the encounter. Earlier, on September 29, the five members of the forest employee’s family were killed at Kangra in the same district, after an abortive attempt to abduct the slain employee's son. Later, on September 30, the forest department employee was killed while returning to his home.

The report added that intelligence agencies believed that covert contacts between the Chinese and the NSCN(I-M) were severed in the Nineteen Eighties. The report states that the NSCN-IM, after the extension of its cease-fire agreement with the Union government on August 1, has sent a top member to the Kunming province in China to strike a deal for a 'major' arms consignment, which security agencies suspect, is to be smuggled into the Northeast. The report adds that the NSCN-IM member is attempting to persuade Chinese authorities in Kunming to urge the Kachin Independence Army (KIA), a Myanmarese guerrilla group, to allow the arms cache through Kachin territory. The KIA has concluded a cease-fire agreement with the pro-China Myanmarese regime. It is also suspected that about 70 armed cadre of the NSCN(I-M) have been sent to Tirap and Changlang, two districts in Arunachal Pradesh on the border with Myanmar. These cadre are expected to ‘’escort’’ the arms consignment into Arunachal Pradesh from where it will be channeled to NSCN(I-M) bases in Nagaland and other parts of the Northeast.

He added that there was no need for a cease-fire call from the Hizb if India agreed to hold talks. While putting the onus on India to call a cease-fire, he pointed out that the process of dialogue could proceed even during the current terrorist phase. The Hizb chief denied reports about a split in the rank and file of the Hizb on the issue of withdrawal of cease-fire on August 8. He also denied that orders have been issued for the killings of those who favour a dialogue with India. The Hizb chief claimed that the 'chief commander(Operations)' Abdul Majeed Dar and other terrorists were in the Kashmir valley, and carrying out attacks on Indian targets. He said Dar had led the recent attacks in Baramulla, Pattan, Udhampur, and Jammu-Srinagar highway. On October 18, 12 terrorists, hailing from different outfits, surrendered to security force authorities at Surankote town in Poonch district. As reported earlier security forces had announced the imminent surrender on October 17. These surrendered terrorists included seven activists of the Harkat-ul-Jehad Islami, two of the Lashkar-e-Toiba activists, two of Tehrik-e-Jehad-e-Islami and one of the Harkat-ul-Mujahideen. The surrendered terrorists are reported to have said that in "…the name of ‘jehad’ we and our associates were being forced to resort to killings of innocent civilians and other immoral activities", and also added that "we preferred to surrender instead of following the dictates of Pakistan and its mercenaries". Speaking on the occasion, the General Officer Commanding, of the Romeo Force, a counter-insurgent division of the Indian Army, said that he expected other misguided youths, along with the active support of prominent citizens and local population, to support this great cause and come forward in large number to renounce terrorism and restore peace. He called upon other militants to surrender and get rehabilitated honourably rather than losing their lives in the encounters at the behest of foreign mercenaries. He also added that the surrenders were the result of concerted efforts made by army and police in close co-operation with each other.

Speaking to the media in New Delhi after meeting Union Home Minister L K Advani, he said that the demand of Salahuddin "is a non-starter". He accused Islamabad with being disinclined to support a peace initiative. Clarifying on the possibility of resumption of negotiations between the Government and the terrorists he said "the factors which impelled Hizbul Mujahideen to give a call for a cease-fire are still operating....They (militants) have to make up their mind on which way to go". Elaborating on this, he said that the people in J&K were "totally fed up" with militancy and wanted peace adding that the "…people are also opposing the domination of foreign mercenaries". Maintaining that India "wanted to go ahead" with the dialogue with Hizbul Mujahideen, the Governor clarified that its leadership in Pakistan made "unacceptable" demands, gave an "ultimatum" and "called it off". The spokesman was reacting to the recent statement of Indian Home Minister that his government is willing to talk to the Mujahideen if they give up arms and come to the negotiating table. He claimed the offer indicated the frustration of the Indian government. While reiterating the position that it had provided an opportunity to the Indian government in July when it announced a unilateral cease-fire, the Hizb spokesperson said that any further talks can take place only in the presence of an international guarantor. The spokesman also claimed that India had sought the assistance of Israel in fighting terrorism in Kashmir. He added that his outfit had killed some Israelis in Kashmir recently. The controversy began with a news report on October 19, citing Al-Barq's (a terrorist outfit) chief, Malik Bilal Rahi as accusing the Hurriyat leader of siphoning off funds meant for slain terrorists' families and hence, terminated the leader's 'patronage' over the terrorist outfit. He further accused the leader's son of usurping a huge arms cache of the outfit. On October 21, a news report cited a spokesman of Jamiat-ul-Mujahideen (another terrorist outfit) as saying that his outfit and two other terrorist outfits, Tehreek-ul-Mujahideen and Harkat-ul-Mujahideen had decided to approach the Al-Barq chief to proceed and identify the hide-outs where the allegedly usurped arms had been concealed. The threat from IEDs have not only affected normal movement in the State but the strategy (adopted by terrorists) of detonating these devices through remote control has put mine detection forces at risk while they are at their job as the incidents on October 16 showed. The remedy, electronic jammers to prevent remote detonation of these devices, was an expensive option since it had to be imported at a high cost of Rs. 10 million per piece. Since the beginning of year 2000, the public sector Bharat Heavy Electrical (BHL-sic) has begun manufacturing an indigenous prototype and so far has supplied 10 pieces to the Army for counter-insurgency operations in Kashmir. The Police department in the State too has made a requisition for these devices.

On the same day, an attempt to sabotage another Air India flight in Tokyo failed when a bomb exploded prematurely, killing two baggage handlers. The two suspects have been charged with both the bomb attacks. The announcement of the arrests comes after a 15-year investigation into the incident. The slain terrorist was later identified by security forces as Romy, a top associate of the outfit's chief, Neeta. He was reported to have infiltrated into India when he was trapped in the encounter. Papers recovered after the encounter indicated that the slain terrorist, who was in Pakistan for two years, was assigned with the task of destroying vital installations and assassinating top politicians and officers in India.

Two suspected Sikh terrorists, arrested for involvement in the 1985 Kanishka bombing incident, were produced in a Vancouver court on October 30. The two, Ajaib Singh Bagri and Ripudaman Singh Malik were ordered to remain in police custody. Ripudaman Malik, a top Vancouver businessman and Ajaib Bagri, a sawmill worker are reported to be prominent members of the fundamentalist wing of the Sikh community in western Canada. The two are alleged to be connected with Babbar Khalsa, a terrorist outfit formerly active in Indian Punjab. Talwinder Singh Parmar, a founder of the Babbar Khalsa who was killed by Indian Police in 1992, was named by Canadian authorities on October 27 as an unindicted co-conspirator in the case. Authorities have also named Inderit Singh Reyat, as an unindicted co-conspirator for the Air India bombing. He is currently serving a 10-year sentence for building the bomb that exploded in Tokyo airport.

A cease-fire currently operates between the outfit and security forces. These politicians include the State Chief Minister, S C Jamir, former Chief Minister and presently opposition legislator, Rishang Keishing and a State minister Gangumer Kamei besides the Manipur Chief Minister Nipamacha Singh. Jammu and Kashmir Chief Minister, on October 31, announced that the State government had accepted the reports of the Inquiry Commissions into the Brakpora and Pahalgam incidents in the State while the Justice Pandian Commission which enquired into the Brakpora firing incident has been asked to inquire into two events that preceded the Brakpora firing namely the Chattisinghpora massacre and the Pathribal "encounter". In the Brakpora incident, several civilians who were part of a protest group were killed in firing by security forces. The incident was investigated by the Justice (retired) Pandian Commission. In the Pahalgam incident, several civilians who were part of a pilgrim group, were killed when two terrorists opened fire on the group and security forces escorting the group retaliated with indiscriminate firing. This incident was investigated by a senior army officer, Lt. Gen. J R Mukherjee. The Chief Minister confirmed earlier news reports citing unofficial sources which said that the Justice Pandian Commission had held personnel of the Central Reserve Police Force and the State police guilty of unjustified and unprovoked firing on a peaceful procession. The Chief Minister also added that the Lt. Gen. J R Mukherjee Commission had held personnel of the CRPF and the State police guilty of "excessive firing" and "dereliction of duty" respectively. He announced that legal action is being taken against personnel indicted in the two incidents. Clarifying on the issue of the then district police of Anantnag district, Farooq Khan, who is currently under suspension but has been absolved of any responsibility by the Pandian Commission, the Chief Minister held that the officer would be reinstated only if the proposed enquiries into the Chattisinghpora massacre and Patribhal 'encounter' absolve him of any guilt. He claimed that this was so since the complaints of the locals in Anantnag district implied that Chittisinghpura, Pathribal and Brakpora were "links of the same chain". Farooq Khan has was the District Police chief when the Chittisinghpura, Pathribal incidents occurred. Referring to the abstracts of the report on the Pahalgam shooting, the Chief Minister announced that one CRPF official and three J&K Police officials were among those who had been identified and indicted by the Inquiry Commission. He added that, on the recommendations of the Committee, the State Government would constitute a committee of top-level bureaucrats to ensure the best possible security and other related arrangements for the Amarnath pilgrims. He said that all recommendations would be implemented so that incidents like that of August 1, 2000, did not occur in future.
