Engineers of the Manipur Public Works Department (PWD) on April 3 went on an indefinite cease-work demanding immediate arrest of militants allegedly involved in the killing of PWD Assistant Engineer Keisam Nabachandra on March 31, The Hindu reported. Sources in the PWD said there was no alternative but to go on the strike because engineers and other officials could not work properly in their offices because of frequent interference and demand for money from unidentified militants. The strike of the PWD engineers was being supported by engineers and officials of other departments such as Irrigation and Flood Control Department (IFCD) and Public Health, Engineering department (PHED) and Electricity Department (ED). Sources said the PWD, IFCD, PHED and ED had also submitted a joint memorandum to Governor S. S. Sidhu on April 2 demanding the arrest of militants involved in the killing of Nabachandra and for creating a 'secured environment' at their offices so that they could work properly.

Palam Raju said that as of now there is no move to impose President's Rule in Manipur. "The Centre may consider it if situation in the militancy-affected state worsens," he said, adding other options might also be considered. The Centre, he said, would also look into alleged violations of "suspension of operation" agreement entered by militant outfits in 2005 with the army and para-military forces.

On April 9- morning, Imphal East district police rescued two abducted truck drivers and arrested two of the abductors belonging to the Shanti faction of the People’s Revolutionary Party of Kangleipak (PREPAK), identified as Nongthombam Sanaton Meetei and Laishram Jiten Singh alias Jitesh. Police recovered a vehicle that was used for abduction from Sanaton. The two rescued truck drivers, Ningthoujam Sharat Singh and Laishram Krishnakumar Singh, said that both were abducted on April 8 after they were asked to abandon their truck at Paorabi Huidrom village in connection with a monetary demand of about INR 1000000 from a militant group on their non-local owner.

"The government has taken a firm decision. No one having links with militants, including ministers, MLAs and government officials, will be spared," he said. Reiterating his previous stand on militancy, Ibobi Singh said the Government was left with no other option but to kill the militants. "We appeal to parents, ministers, MLAs and officials to advise their wards and children to stay away from militants. Anyone having link with militants will face the music… And the Government should not be blamed for this," he warned. He alleged that the militant groups were snatching away rice, kerosene and other items under the public distribution system at gunpoint, thereby denying the poor their share. The Superintendent of Police of Thoubal district, Clay Khongsai, stated that three persons, including one woman, were arrested in connection with the recent killing of two women, P.S. Snowy and L. Esther Anal. They were identified as Mohmmed Mabosana alias Majida and Mohammed Tajuddin. Mabosana and Tajuddin belonged to the MI faction of the People's United Liberation Front (PULF).The Superintendent of Police further mentioned that two other main accused were identified, but were yet to be arrested.

The United National Liberation Front (UNLF) and the Kanglei Yawol Kanna Lup (KYKL) declared to check the hike in price of kerosene oil while exploring the reasons behind the price hike of the same in the local markets. A joint statement of the two outfits signed by ‘deputy secretary organizations’, UNLF, N Ibochou, and ‘secretary publicity and research’ of the KYKL, Langamba Mangang, said they planned to make available kerosene at the control rate of INR 14 per litre through the SK Oil agents. The outfits have also said that except the authorized agents, no one else could sell kerosene in the markets. Anybody found selling in ‘black’ will be severely dealt with without warning, it added. During an investigation into the increasing price of kerosene by the two outfits, the statement said, it was revealed that some of the quotas of the kerosene were taken by the militants. But it was also true that before the outfits took the same, the Chief Minister and other ministers and their close associates had been siphoning the same, they alleged.
