The United Naga Council (UNC), on February 7, decided to continue their agitation until the State Government withdraws the decision to declare Sadar Hills and Jiribam as full-fledged Districts, reports The Assam Tribune. The decision was taken in an emergency ‘presidential council’ meeting of UNC in Senapati District. The meet was held to consider the outcome of the tripartite talk involving Central Government of India, State Government and UNC in New Delhi on February 3. Meanwhile, the Central Government of India expressed its disappointment over the issue. The Shillong Times, reports that a meeting took place on February 7 in Imphal where representative from the Union Home Ministry (UHM), State Government and United Naga Council (UNC) participated. But the outcome of the meeting was quite disappointing for the Central Government. The sources of the Central Government expressing its disappointment said that the Manipur Government was not cooperating and the UNC was taking ‘a different stand’.

Ravi on February 10 said that ongoing economic blockade in Manipur may have an impact on the peace-talks, reports Asian Age. JIC Chairman RN Ravi said, “The Naga issue can’t be dealt in political isolation. Naga neighbours are important stakeholders. A durable solution is not possible by disregarding neighbours’ sentiment and confrontational attitude towards them.” The news report further adds that over the stubborn attitude displayed by the Nationalist Socialist Council of Nagaland-Isak- Muivah (NSCN-IM) over Manipur, Mr Ravi had said, “It is bound to impact the tenor and character of further talks with NSCN-IM.”Notably, the Manipur based United Naga Council (UNC) is spearheading the economic blockade in the State for over three months and two rounds of meetings with the stakeholders to resolve the crisis has failed to elicit any result. In the first incident, SFs arrested an UNLF cadre, identified as ‘sergeant major’ Thongbram Gyanjit alias Chinglensana (32) from Hatta Golapati area in Imphal West District. After the arrest he revealed that under the instruction of his ‘commander’ Itomba of UNLF, he came out of his camp in October last year (2016) and stayed in Imphal areas to disturb the forthcoming 11th State Assembly election. In the other incident, one militant of PLA, identified as Yumnam Surendra alias Suren (64), was arrested by SFs from the resident of the militant in Imphal West District. The militant revealed that he was working under the ‘captain’ Nongpoknganba of PLA and extorted money from contractors and businessmen for the militant group.

Two Policemen were injured when suspected Zeliangrong United Front (ZUF) militants attacked the convoy of Deputy Chief Minister (CM) Gaikhangam as he went visit his Khoupum Tampak residence in Noney District on February 21, reports The Sangai Express. Militants launched the first attack at around 7.50 am at Lubanglong Khunou (Namkaolong) Part II area along Old Cachar Road in Noney District. Then the militants carried out the second attack on a Police team which came from the direction of Rengpang near Irang River at around 8.30 am. No one was injured in the both the attacks but the Gypsy of the Police team suffered some damages. Later, the militants launched the third attack at Lubanglong Khunou Part II, some distance away from the spot where the first attack was launched, at around 12.30 pm when the Deputy CM was at his residence. One Police personnel identified as Yumnam Jinesh (34) was injured in this attack. After Deputy CM Gaikhangam had left his village for capital Imphal, militants attacked Police forces who were heading for Imphal for the fourth time at around 3 pm along Old Cachar Road near the spot where the first attack was carried out. One Police personnel, identified as Kh Bobo, injured in the attack.
