Meghalaya police stated that the proscribed Garo National Liberation Army (GNLA) have been contained in western Meghalaya, reports The Shillong Times on July 2. Director General of Police (DGP) SB Singh stated that ‘The GNLA have been effectively contained in the western part of the state and we believe their chapter is over’. He also added that there is no active senior cadre of the group, the DGP said one or two cadres of the outfit are in Bangladesh. Moreover, DGP stated that United Liberation Front of Asom-Independent (ULFA-I) which was providing support to the GNLA during its peak period also have been contained.Furthermore, the Police Chief also stated that Hynniewtrep National Liberation Council (HNLC) too have been contained for a very long time and they have some cadres in Bangladesh who make their presence felt on social media occasionally.

Meghalaya Special Superintendent of Poice R. Muthu stated that ‘Social media users are being advised not to post or propagate any unsubstantiated news or reports and it is advised that it would be prudent to check all these things with local police. Similarly, administrators of social media groups are being advised to ensure that no offensive materials are posted by any members of the group, which can invite legal action”.

Suspected Garo National Liberation Army (GNLA) killed a civilian, identified as Abdul Latif, a resident of Dayachar village in South Salmara of Assam’s Dhubri District, reports The Shillong Times. Meghalaya Director General of Police (DGP) Swaraj Bir Singh in an interview stated that Operation Hill storm’ launched in 2014 as a turning point of the police fight against militancy in Garo Hills, reports The Sentinel on July 20. He also stated that collective efforts led to the liquidation of the Garo National Liberation Army (GNLA). The DGP stated that GNLA’s reign of terror had even made the morale of the police to nose dive at one point of time; but Operation Hill Storm launched in a systematic manner changed the entire scenario. “Under Operation Hill Storm we gave total autonomy to the district police and the backing of a good intelligence network consolidated our success in the phase 2, 3 and 4 of the operations against the militants’. He also added that ‘We keep reviewing our operational strategies and knew that the spate of surrender was bound to come’. DGP also confided that the recovery of huge catche of GNLA ammunitions from the jungles of Garo Hills was a surprise. Besides sophisticated guns, ammunition, Improvised Explosive device (IED) even Rocket Propelled Grenades (RPGs) and launchers that can hit a helicopter were recovered in the past couple of months. “We knew about their arsenal but it’s the bulk that surprised us,” stated Singh even as he added that it is the people who guided the police to the areas where the arms and ammunitions were stacked. “The fear of the GNLA has come out of their mind and they assisted us in our search for hidden weapons.

The ‘leader’ of the A’chik National Liberation Army (ANLA) identified as Rakkan M Sangma surrendered on July 22 in North Garo Hills District before Church leaders and family members, reports The Shillong Times. According to Police, Rakkan along with four others- Rabi N Marak, Finest N Marak, Karan N Sangma and Kraibit Ch Marak after a secret meeting at Rangsel Reserve Forest had recently formed the group with the intent to collect arms and commit crimes like kidnapping, extortion etc in the region. While Rakkan remained absconding, all the four juvenile gang members were arrested by the Police in the second week of July. District Police chief, Dr Sacheng R Marak informed that Rakkan made a revelation in a statement that he had also tried to meet the then ‘chairman’ of Garo National Liberation Army (GNLA) Champion Sangma and United Liberation Front of Asom-Independent (ULFA-I) leader Dristi Rajkhowa.

Chief Electoral Officer Frederick Kharkongor on July 24 stated that four companies of the Central Armed Paramilitary Forces (CAPF) would be required for the Tura (West Garo Hills District) by-poll scheduled for August 23, reports The Shillong Times. One company of CAPF will be deployed for counting and surveillance teams will also be set up as part of the security plan. On July 27, two people were arrested and huge quantity of ammunition from Shillong in West Khasi Hills District, reports The Shillong Times. The ammunition was meant to be smuggled to Bangladesh through Tripura. The arrested individuals were identified as Naresh Chakma and Sambikash Chakma. Police informed that they recovered 296 rounds of live .32 ammunition, 100 rounds of live AK ammunition and two .32 pistols. Police also stated that as per the preliminary statements of the accused, they were to go to Tripura and the consignment was meant for somebody in Bangladesh. Police is not ruling out if the consignment was meant for some militant groups in Bangladesh.
