A top cadre of the Manipur based People’s Liberation Army (PLA) identified as one ‘lieutenant’ Athokpam Surchandra alias Ningthou was arrested by a team of the Border Security Force (BSF) from Shillong in East Khasi Hills District on September 3. He was earlier arrested with arms and ammunition by Imphal West District Police commandos on January 9. His arrest came after the incident of one PLA cadre identified as ‘Captain’ Sarangthem Jayenta alias Vicky was arrested on August 30 from Guwahati Airport by Assam Police.

Amidst call for the implementation of Inner Line Permit (ILP) in the State, the various Non Governmental Organizations (NGOs) have decided to guard against illegal influx with the Khasi Students Union (KSU) ‘arresting’ 100 suspected Bangladeshis at 20 mile area of Ri-Bhoi District in the morning of September 4, reports The Shillong Times. The members of the KSU also detained five vehicles carrying the suspected migrants. The detained persons were pushed back to Assam. Meanwhile, the All Jaintia Youth Welfare Organisation (AJYWO), East Jaintia zone ‘arrested’ 155 suspected Bangladeshi nationals near Ladrymbai petrol pump. The suspected foreigners were later pushed back in presence Ladrynbai Police.

He informed that a total of 12,321 infiltrators have been detected in Meghalaya since 2008 till July, 2012. Garo National Liberation Army (GNLA) chief Champion R Sangma was once again remanded in 14-day judicial custody after he was produced before the Court of the Judicial Magistrate here on September 7. This is the third time that the former Deputy Superintendant of Police (DSP) turned militant chief has been remanded in 14-day judicial custody. The Court also reserved its order on a bail plea sought by Champion’s legal counsel Sujit Dey. Dey also moved a petition seeking permission from the Court to allow him to meet his client in custody so that he could be briefed on the case.

Police sources informed that four of the intruders were arrested on September 7 and the rest on September 9. Police also informed that four of the intruders crossed over to the Indian territory from Kuliang area and on reaching Donaskul village they boarded in a Tata Sumo and the nine others intruded from Huroi area and boarded in a vehicle from Sunapur village. “We interrogated them and they revealed that they have come to India in search for a job in the coal mines”, a Police source said. All 13 foreigners also revealed that they have come from Sylhet District of Bangladesh. “A case has been registered against them under Foreign Act”, the source added.

Irregular disbursement of monthly stipends has forced the Achik National Volunteer Council (ANVC) cadres, currently under ceasefire, to explore new avenues to eke out a living. The cadres of the outfit have not been getting their monthly stipend of INR 3, 000 since February, 2012. “For the last seven months we are not getting the stipend and we are compelled to do business in Garo Hills”, the ANVC publicity secretary Arist Sangma said on September 8. The ANVC leader said, while some have got engaged in some contract works, others have taken recourse to do business. “The cadres, who have families, are the worst affected,” Sangma said. According to him, doing business is very much legal as the cadres are facing financial problems. Otherwise, they will be compelled to join other militant organizations, he added.

An explosion took place in the compound of a petrol station at Barengapara border town in West Garo Hills District in the evening of September 9 believed to have been triggered by militants but there were no casualties reported. Police have deployed armed guards in the area and are planning to expand their search in the morning to seek out evidence as to what caused the explosion. The hand of militants in the attack, particularly those from the Garo National Liberation Army (GNLA) have not been ruled out either. The GNLA militants along with United Liberation Front of Assam (ULFA) militants use the Dalu-Barengapara corridor to cross to and fro to neighboring Bangladesh where they have support bases.

After a local court rejected his bail application, the ‘chairman’ of Garo National Liberation Army (GNLA), Champion R Sangma is now contemplating to submit a fresh bail application. Indicating this on September 11, Champion’s lawyer Sujit Dey said, “I am exploring the possibilities of moving a fresh bail application in the next few days”. The local court on September 10 refused to grant bail to Champion on the ground that he was likely to commit offence if freed on bail. “The charges leveled against the accused are very serious in nature,” the court further observed. The Court on September 7 last remanded Champion to another 14-day judicial custody. Sangma was arrested on July 30.

A senior militant leader (‘area commander’ of West Khasi Hills District) of the Garo National Liberation Army (GNLA) outfit was shot dead in an encounter with Special Weapons And Tactics (SWAT) commandos of Williamnagar and Combat Battalion for Resolute Action (CoBRA) units of Central Reserve Police Force (CRPF) deep in the jungles of Durama Hills (East Garo Hills) and recovered a huge cache of arms in the morning of September 14. The militant leader, identified as Tusol T Sangma alias Mikjim, was inside the main camp of GNLA’s ‘commander in chief’ Sohan D Shira when the commandos attacked it at around 11 am resulting in a long gun battle that stretched for several hours. One HK rifle with magazine, 2 AK magazine, 2 grenades, 2 pistols and 6 wireless sets have been recovered from the camp area.

A ‘corporal’ of Hynniewtrep National Liberation Council (HNLC) outfit, identified as Jingkyrmen Wanniang, surrendered before the Border Security Force (BSF) on September 18. While depositing a pistol along with four rounds of ammunition, the ultra revealed that the outfit currently has 10 AK 47 machine guns at its disposal. The HNLC still has around 50 cadres, he said adding that the outfit has four camps in Bangladesh. He also informed that a couple of his colleagues wanted to join the mainstream as well. Wanniang had joined the outfit in December 2002 and entered Bangladesh through Mawsynram. He was closely associated with senior HNLC cadre Hep Koit, the ‘area commander’ of Dawki and was involved in several extortion cases. He further revealed that with an aim to expand its network and revamp its activities, the HNLC recently recruited 30 new cadres. His revelation comes at a time when the HNLC is trying to resurface by making claims of regrouping its cadres.

The GNLA chief is booked in a total nine cases — four in Tura, two in Williamnagar and one in Mendipathar and two in Nongstoin for similar criminal activities including waging war against the nation. Champion was arrested on July at the Indo-Bangladesh border after he was pushed to India by Bangladesh authorities.
