India on June 2, has said that state sponsors of terrorism being allowed to go scot-free reflects a "sad state of affairs", telling the UN Security Council that any debate on accountability is incomplete without taking into account the carnage wrought by terrorist forces, particularly those backed by state actors for pursuing political objectives, reports NDTV. "Terrorism today is the greatest threat faced by humankind that exacerbates social tensions, pushing societies towards instability and violence," Minister of State for External Affairs Rajkumar Ranjan Singh said at the UN Security Council open debate on "Strengthening accountability and justice for serious violations of international law" chaired by Council President Albania. "When we speak of accountability, it is indeed a sad state of affairs that States sponsors of terrorism have been allowed to go scot-free. Therefore, any debate on accountability would be incomplete without taking into account the carnage wrought by terrorist forces, particularly those which are backed by State actors for pursuing political objectives," Singh said.

A special National Investigation Agency (NIA) court of Patiala House in New Delhi on June 2, pronounced the sentence of seven years to five accused in an Islamic State (IS) module case in Roorkee (Uttarakhand), which is linked to the conspiracy to establish an IS base in India, and carry out terror activities in Delhi-NCR and Haridwar during the Ardh Kumbh festival, reports ommcomnews.com. The five accused — Akhlakur Rehman, Mohammad Azeemushan, Mohammed Osama, Mohammad Meraj, all four who are residents of Haridwar, and Mohsin Ibrahim Sayyed of Mumbai (Maharashtra) under sections of the IPC, the UA(P)A and the Explosive Substances Act. The case was initially registered by Delhi Police Special Cell on January 18, 2016, and re-registered by the NIA on March 18, 2016. Earlier on May 20, all the five accused had been convicted.

A special National Investigation Agency (NIA) court on June 3, sentenced Mohammad Mosiuddin, alias Musa to life imprisonment for plotting an Islamic State (IS)-style attack on foreigners visiting the headquarters of the Missionaries of Charity in Kolkata, reports The Indian Express. Musa, a resident of Labhpur in West Bengal’s Birbhum District, was arrested on July 4, 2016, from the Burdwan railway station by West Bengal Police’s CID wing for suspectedly radicalising youth to join the IS. NIA had filed a chargesheet against Musa on December 23, 2016, in the Bankshall court, accusing him of planning to attack foreigners frequently visiting the Mother House, the headquarters of the Missionaries of Charity, in Kolkata’s Mullick Bazar area. The attack was planned against British, American, Russian tourists as revenge against bombings in Syria and Libya.

In a chargesheet filed in Prevention of Money Laundering Ac (PMLA) Court, the Enforcement Directorate (ED) claimed that the Popular Front of India (PFI) is involved in terror funding and illegal activities, newsx.com reports on June 4. According to the ED, PFI member KA Rauf Sherif has a Chinese connection. He suspectedly received INR one crore from China under the cover of mask selling, according to the ED. Rauf worked at Race International LLC in Oman. Two of Race International’s four directors are Chinese, and the other two are Kerala-based NRIs. Another example included Kaleem Pasha of SDPI (a PFI subsidiary), who got INR 5 lakhs from a Chinese firm called Jumpmonkey Promotions India (P) Ltd. PFI has organised District Executive Committees in the UAE, Oman, Qatar, Kuwait, Bahrain, Saudi Arabia, and other countries to gather funds, according to the ED report.

Assam Police Special Branch ADGP Hiren Nath on June 4, said Police have also found evidence that Popular Front of India (PFI) has closed ties with Bangladesh-based terror group Ansarullah Bangla Team (ABT), reports nenow.in. Assam Police has registered 16 cases against PFI and two cases against its student wing Campus Front of India (CFI). Also, a charge sheet has been filed in 12 cases while the investigation is underway for the remaining cases. “On April 15, we registered a case in Barpeta district in which some (16) ABT activists were arrested. One of them was Maqibul Hussain. During the interrogation, Hussain acknowledged that he was the president of PFI of Barpeta district,” Nath said. “Before joining Ansarullah Bangla Team he was actively working for PFI in the lower Assam, but later resigned to join the said group where he was trained by Mehdi Hasan,” he said. Ansarullah Bangla Team is a terror outfit, inspired by Al-Qaeda, and based in Bangladesh.

Ghaziabad District Court on June 6, sentenced terror convict Waliullah Khan to death for 2006 serial blasts in Varanasi (Uttar Pradesh), reports indiatvnews.com. The court also sentenced Khan to life imprisonment on an attempt to murder charge and ordered him to pay fines. The death sentence will have to be confirmed by the Allahabad High Court. A special task force had claimed in 2006 that Khan was linked to Bangladesh-based terror outfit Harkat-ul-Jehad al-Islami (HUJI) and was the mastermind behind the blasts.

Dukka Mallikarjun Reddy, an MBA Graduate from Hyderabad, was arrested by a joint team of Police and Special Operation Group (SOG) for sharing confidential information, which could have compromised the national security. Police said Mallikarjun was working with a Bengaluru-based company in 2018 when he was assigned to a DRDL project on which he worked till January 2020. In March 2020, he received a friend request from another Facebook used named Natasha Rao. He accepted her request and she introduced herself as an employee of a UK-based defence journal engaged in publishing work. She told Mallikarjun that she had earlier lived in Bengaluru, India, and that her father was a retired Indian Air Force officer who had shifted to the UK. Further, she enquired about Mallikarjun’s profession, location, and nature of work. During their conversation, the accused shared some confidential information with Natasha, both of them stayed in touch till December 2021.

One of the two accused, Mohammad Riaz ‘Attari’ was the head of Al-Sufa in Udaipur. He was also associated with IS terrorist Mujeeb, who was arrested from Tonk earlier. Riaz allegedly ran a hate campaign with the second accused in the murder case, Mohammad Ghouse, who is also his brother. According to Police, Ghouse had gone to Karachi, Pakistan via Jodhpur in 2014, along with 30 others, and took training at Dawat-e-Islami for 45 days. After returning, the group allegedly used to brainwash youngsters. Police said that the accused were in touch with eight mobile numbers in Pakistan.

Subahani Haja Moideen, a Tamil Nadu based Islamic State (IS) operative who was arrested by the National Investigation Agency (NIA) in October 2016, trained with Mohammad Ghani Usman, a former bomb-maker of Lashkar-e-Toiba (LeT) who later joined IS and had become his best friend during five months of training in Iraq in 2015. Moideen, 37, convicted by an Ernakulam court in September 2020 for joining IS told investigators that he met Paris bombers including Abdelhamid Abaaoud (killed during the bombing) and Salah Abdeslam on his way to Iraq. To gather more details, a team of French investigators came to Kochi (Kerala) in December 2018 to interrogate Moideen about the training and his links with the Paris attack squad of the IS. In return, a NIA team had travelled to Paris in to question Usman, who, in the past, was close to LeT leadership; Indian agencies wanted to get further information from him on 26/11 Mumbai attacks.

On July 30, a special National Investigation Agency (NIA) court in Lucknow (Uttar Pradesh) has convicted five members of banned Students' Islamic Movement of India (SIMI) and sentenced them to a period ranging from three to over seven years of rigorous imprisonment in the 2014 Bijnor blast case, reports news18.com. In its judgment the court sentenced Husna, Abdulla, Raees Ahmad, Nadeem, and Furkan from three years to a maximum of seven years 10 months for various offences including stringent anti-terror law Unlawful Activities (Prevention) Act-UAPA in which they were booked. All five had confessed to their crimes on June 30 after which they were sentenced by the court. “The case relates to an explosion that had taken place in the house of Leelo Devi at Jatan Mohalla, Bijnor on September 12, 2014, and the criminal conspiracy hatched by members of banned organization SIMI to commit terrorist acts," an NIA spokesperson said in a statement on July 2.

Pakistan-based Dawat-e-Islami, which is under the scanner in the Udaipur killing case, collected INR 20,00,000 in donations from some border villages and towns of Rajasthan in just about a month this year, sources in the security establishment said on June 30, reports kashmirreader.com. The officials said the agencies have flagged a number of recent propaganda and radical activities of the organisation in the border areas of Jaisalmer and Barmer, including INR 20,00,000 it collected in donations from locals in the Jaisalmer District in April alone. The organisation, the sources said, collected funds in the name of charitable Islamic works. Their footprints were found in other border districts of the state, and as far as in the forward areas of Gujarat and even some regions of Jammu and Kashmir. The sources said the agencies also found that the organisation distributed some literature, in the online and hard copy mode, targeting border population especially those in the younger age group.

Rajasthan Anti-Terror Squad (ATS) on June 30, recovered two blood-stained weapons used in the murder of Kanhaiya Lal, reports India Today. The weapons were recovered from an office of an aide of both the accused in Udaipur's Sapetiya locality. During the interrogation, the accused, Riyaz Akhtari and Ghaus Mohammad, told the officials that after killing Kanhaiya Lal, they went to Shoaib's office in Sapetiya and recorded the video. Riyaz and Ghaus told the officials that they shot the video confessing their crime at Shoaib's office and made it viral on social media. Both the accused also recorded a video from the same office on June 17 in which one of the two men described his intentions of carrying out an act similar to what happened in Udaipur on June 28. The Special Investigation Team (SIT) probing the case found out two of the prime accused had travelled twice to Saudi Arabia twice and once to Nepal in order to get funding. One of the prime accused, Riyaz, during the interrogation said that he would incite the youth to attack people from other religions. Sources said that Riaz used to say: "Take revenger or wear bangles". Riyaz had also released a video that incited history-sheeters and miscreants of Udaipur to attack. Both Gaus Mohammad and Riyaz were instigating poor and unemployed youth in Udaipur, Bhilwara, Ajmer, Rajsamand, Tonk, Bundi, Banswara, Jodhpur districts and connecting them to sleeper cells. The sleeper cells that came were being built for IS and funding has also been done from Arab countries for this.
