Director General of Police (DGP) Ashok Prasad said that only Pakistan based outfits are active in the region, kashmirwatch.com reports on April 15. The Police Chief stated that most of the militants operating in valley hail from Punjab area of Pakistan and there are no reports with the security establishment that the ultras are from any third country like Chechnya, Bosnia or Afghanistan. The militants operating in valley are either from Pakistan occupied Kashmir (PoK) or Pakistan, he added. He remarked that there are three main militant groups active in valley: Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Jaish-e-Mohammad (JeM). Prasad also stated that there is no Al-Shuhada brigade operational in Kashmir and the name is being used by the banned militant outfits like JeM and others. He stated, “Earlier the attacks at Kutua were claimed by Al Shohada but we had clear cut information that it was Jaish-e-Mohammad that had carried out the attacks. It is there old technique. Lashkar doesn't want to come into prominence as it was already banned internationally. After every incident they come up with the new name till that gets old.”

An alleged Lashkar-e-Toiba (LeT) operative, Imran Ahmad Dar and his associate Mudasir Ahmad Shah were arrested on April 19 for a failed abduction of a young girl in Sopore town of Baramulla District, reports Kashmir Dispatch. Special Operation Group (SOG) and Army’s 22 Rashtriya Rifles also recovered an AK-47 rifle from them. Imran was also arrested along with LeT 'commander' Fahadullah from Sopore in May, 2013. However, six months later, he was released from jail. Superintendent of Police (SP), Sopore, Abdul Qayoom said that it was not clear whether the man arrested with the alleged abductor was a Policeman. “We’re not sure if Mudasir is a cop or not. I can’t confirm or deny it. We have recovered an identity card from the house and on that basis we’re conducting investigations,” he added. Officials said Dar flanked by his associates barged into the house of Ghulam Mohi-ud-din War in Nowpora and tried to abduct his daughter. However, the family raised an alarm which caught the attention of their neighbours. “Imran and his associates fled from the spot leaving behind an assault rifles,” they said. When the news of attempted abduction spread in the area, angry residents converged outside Imran's residence and tried to set it ablaze. However, Police reached the spot and brought fire tenders to douse the flames. The house, however, suffered partial damage.

The United Jehad Council (UJC) 'chief' Syed Salahudin on April 25 hailed the people of south Kashmir for observing boycott of Lok Sabha (Lower House of Indian Parliament) elections, reports Kashmir Times. According to a statement issued by Syed Sadat Hussian, Hizb-ul-Mujahideen (HM) 'spokesman' Salahuddin stated that the people of Kashmir have given a clear message to New Delhi that they reject the polls under the Indian constitution. “Despite the crackdown upon the leaders and terror unleashed on common people, the resistance shown by the people is sumptuous.” He has also warned that with the passage of time, the militant outfits will intensify their strikes against security forces. “Those who have betrayed the movement will have to answer here in this world and on the day of judgment. They will have to repent.” The UJC 'chief' has said that like Anantnag, he expects people will observe complete boycott in rest of the phases of elections in Kashmir. “That day is bound to come when Kashmiri will succeed in their freedom struggle,” Salahudin said while strongly condemning the force used against journalists in Kashmir. “No doubt a section of media is toeing Indian line but a major portion is reflecting the true sentiments of Kashmiri people.”

Ahead of Lok Sabha (Lower House of Indian Parliament) elections in Srinagar, Hizb-ul-Mujahideen (HM) posters have appeared in the old city area threatening attacks on Policemen and politicians, besides asking voters to stay away from polling, Indian Express reports on April 28. “Beware. If you vote, you will bear the consequences,” read the posters. Though, written on a HM letterhead, the pamphlets do not name any HM 'commander'. “We are issuing a last warning to the over ground workers of PDP and NC that they should desist (from it)”. The posters warn attacks on polling stations, asking people not to this election. “We would not tolerate it that some conscienceless people will vote of these Indian agencies (mainstream political parties) or participate in their election campaigning,” the posters said. “We warn such people for the last time that don’t force us to spray bullets”. Srinagar will go to polls on April 30. The militant outfit further said: “Our movement has come to stage where we are constrained to leave our defensive approach and to adopt an offensive approach… We have decided that whosoever is a threat to our movement, may that be the local police, Indian army, a politician or for that matter somebody our own, we are announcing a war against him.”

Over 500 ‘stone-pelters’ were detained to ensure free and peaceful conduct of the elections, scheduled on April 30 (today) in Jammu and Kashmir’s Srinagar-Budgam Parliamentary constituency, reports New Indian Express. Police have also placed separatist leaders Syed Ali Geelani and Mirwaiz Umar Farooq under house arrest. Besides, Shabbir Shah, Mohammad Yasin Malik, Nayeem Khan, Ayaz Akbar and some other separatists and activists have been detained and lodged in different Police Stations. “The arrests have been made and will continue to be effected to instil confidence among the voters so that no one attempts to intimidate the people by resorting to violence against those who want to exercise their franchise,” Central Reserve Police Force (CRPF) Spokesperson Kishore Prasad said. “As many as 241 companies of Paramilitary Forces will be deployed in the Srinagar-Budgam Parliamentary constituency comprising three Districts -- Srinagar, Budgam and Ganderbal-- to ensure incident-free and peaceful conduct of the Lok Sabha [Lower House of Indian Parliament] polls tomorrow,” Kishore Prasad said. “After violence and stone-pelting incidents in the South Kashmir constituency, we have taken more security measures to ensure peaceful conduct of the polls,” he said. Prasad said the areas were being watched and mobile bunkers were placed at vulnerable and sensitive pockets. “Besides, road opening parties will patrol the areas and security men will provide round-the- clock security to polling booths and staff,” he added. He said more police and paramilitary men would be deployed in stone-pelting-prone areas. Authorities have set up 1,546 polling booths at 968 locations in the high-profile constituency from where 14 candidates are in the fray. Of these polling booths, 1,021 have been declared as hyper sensitive and 470 as sensitive.
