The Enforcement Directorate (ED) on March 11 registered a money laundering case against ten people, including Hizb-ul-Mujahideen 'chief', Syed Salahuddin, for allegedly funding terror activities in the country from across the border, reports Indian Express. The ED was prompted to register the case under the Prevention of Money Laundering Act (PMLA) after taking cognisance of an FIR registered by the National Investigation Agency (NIA) against the ten last year. The NIA had filed the case in connection with its probe into cross-LoC trade. The central probe agency, sources said, will look into the financing and terrorist activity allegedly carried out by HM from Pakistan to different militant organisations in India. Those named in the chargesheet include Salahuddin, his deputy Gulam Nabi Khan, Umer Farooq Shera, Manzoor Ahmed Dar, Zaffar Hussain Bhat, Nazir Ahamd Dar, Abdul Majeed Sofi and Mubarak Shah, sources said. Besides them, Talib Ali and Mohammad Shafi Shah were charged under various provisions of the Prevention of Unlawful Activities Act in the NIA chargesheet. The ED case is incidentally the first regular money laundering case to probe offshore terror financing ramifications, sources said.

External Affairs Minister Salman Khurshid has said that Jammu and Kashmir is an integral part of India, reports Indian Express on March 24. He stated, “Jammu and Kashmir is an integral part of India – there is no question of anybody interfering with this idea. The US knows this very well”. Salman Khurshid was responding to Pakistan Prime Minister Nawaz Sharif’s March 24 statement where he sought US intervention in settling the Kashmir dispute complaining that India was hesitant whenever it wanted to talk on the vexed issue. Speaking to accompanying Pakistani journalists after holding a meeting with US Secretary of State John Kerry at the Hague, on the sidelines of a two-day nuclear summit, Prime Minister Nawaz Sharif said the Kashmir issue should be resolved. He said, “We have said somebody else can also help us in resolving the issue. But India is also not in agreement on that. So how can talks proceed? How can such issues be solved? I said this is for the US also to think. When you tell us that normal relations should be there, we understand that but your role comes in also. If we cannot solve an issue with India bilaterally, a third power should be there to play a role in moving the dialogue forward.”

Hindustan Times reports on March 27 that with militants replenishing their ranks to around 130 armed and active militants in the Kashmir Valley. "There are 130 militants active in the valley," Inspector General of Police (IGP) Abdul Ghani Mir told. However, he said, the Police have "an upper hand after successful operations in south Kashmir". At least 23 militants were killed in first three months of 2014. While 14 were killed in north Kashmir, seven were gunned down in south Kashmir. Two militants were killed in otherwise peaceful Budgam District. Two dozen militants have been apprehended so far. The real threat emerges from the fact that presence of local militants has gone up this year against the perception on the ground that foreign militants will add up their numbers. Police sources admit that several local militants remain unlisted, with recycling of former militants posing a challenge. There are more than 15,000 surrendered militants in the state. "Around 11 local boys have joined militant ranks after the hanging of Parliament attack convict Afzal Guru," admitted IGP Mir. The police have already rounded up 376 people under the preventive measures. At least 957 non-bailable warrants have been executed, 171 hamlets identified as vulnerable and 143 people unidentified as probable source of trouble.

At least six persons, including three militants, two civilians and one soldier were killed in Kathua District on March 28, reports Daily Excelsior. Three Pakistani militants struck at Tarnah bridge at Dayala Chak near Hiranagar around 5 am, hijacked a Bolero along with driver after killing a passenger and injuring three others, travelled about 19 kilometers on Jammu-Pathankot National Highway and killed the Bolero driver before striking at an Army camp at Janglot in which an Army soldier and all three militants, believed to be Pakistanis, were killed while another soldier was injured. Entire operation lasted about 12 hours. The militants killed the Bolero driver by putting a cloth in his mouth and abandoned the vehicle at Sahar Khud before opening fire at the Army camp at Janglot. However, alert troops didn’t allow the militants to enter inside the camp and engaged them in firing outside killing all of them during nearly 12 hours long operation, which was declared close at 6.30 pm. The Inspector General of Police (IGP) Rajesh Kumar said the militants were heavily equipped with modern weaponry and eatable. Recoveries made from three slain militants included three AK rifles, three pistols, 18 magazines, a large quantity of hand grenades, four pre-prepared Improvised Explosive Devices (IEDs) and eatables. Sources admitted that the militants were Pakistanis and cadre of Lashkar-e-Toiba (LeT) outfit though they didn’t carry anything, which could establish their identity or outfit. The photographs, tactics of fighting and heavy weaponry and other techniques adopted by the militants indicated that they were Pakistan cadre of the LeT outfit. Meanwhile, a militant outfit ‘Al Shohada Brigade’, believed to be a shadow outfit of LeT terror outfit, today claimed responsibility for the terror attack. A ‘spokesperson’ of the outfit called some news organisations in Srinagar and claimed the responsibility for the attack. The outfit’s name was first circulated on September 26, 2013 when it claimed the responsibility for twin attacks on Police Station in Hiranagar and an Army camp in Samba District.
