According to a media report, left-wing extremist, Naxalite outfit the Maoist Communist Centre (MCC), in a significant strategic shift, is likely to give up mass killings as a matter of policy. The report quoted MCC sources as saying that selective targeting of ‘class enemies’ was being seriously discussed as an alternative to carnage. Though a final decision is yet to be taken, indications are that mass killings would be stopped in favour of less bloody but equally effective targeting of pre-selected ‘oppressors’ and ‘enemies of the people’, the report added.

One police personnel was killed and four others injured when an armed squad of left-wing extremists, Naxalites of the Maoist Communist Centre (MCC) ambushed a vehicle of the State Bank of India near Lara village, Hazaribagh district on April 2. The police personnel were escorting the bank cashier who was carrying the money. According to official sources, as soon as the vehicle reached a culvert at Lara village, the Naxalites hurled bombs and opened fire.

Responding to the State government’s offer of holding talks, left-wing extremists, Naxalite group, the People’s War Group (PWG) demanded that the government had to announce an ‘unequivocal’ cease-fire on its part to create a conducive atmosphere for holding talks. In a statement released in Hyderabad on April 2, the State Committee Secretary of the PWG, Ramkrishna, said that the PWG would also enforce a cease-fire on its part. The statement said that the government should stop “encounters, combing operations and harassment of people. Only in such instance a peaceful atmosphere would prevail paving way for holding talks”. It further pointed out that there was no clarity on the decision taken in the all-party meeting, held on March 22, to create an atmosphere conducive for holding talks.

Rejecting the demand for a cease-fire by left-wing extremist, Naxalite organisation the People’s War Group (PWG) for talks, the government on April 3 said that these issues could only be decided when the discussions begin. The State Home Minister T Devender Goud, while speaking to the media in Nizamabad said that the PWG should begin a dialogue instead of putting forward fresh conditions for talks with the government. He said both sides should have mutual trust before talks commenced. "We have to believe each other and begin a dialogue,'' he said, stating that mistrust would only harm the peace process. He added that "there is scope for solving the burning issue of Naxalism.''

Reiterating the government’s commitment to begin the process of peace talks, the Minister said, "The former chief secretary S R Sankaran and Press Academy chairman Potturi Venkateswara Rao came to me with the PWG proposals, I told them that the government would respond at the earliest…. They said that the Naxal demanded that the government stop encounters, combing operations and harassment of innocents. Talking to the media after the meeting Pande announced that a Chief Minister level conference concerning all the nine Naxalite-affected State would soon be held in Delhi to make concerted efforts to curb Naxalism. He said it was decided to constitute smaller groups of three-four neighbouring States so that the action plan against Naxalism could be reviewed periodically.

The meeting, chaired by Union Home Secretary Kamal Pande, was attended by officials from Andhra Pradesh, Bihar, Jharkhand, Chhattisgarh, Maharashtra, Orissa, Madhya Pradesh, Uttar Pradesh and West Bengal. Top officials from Central Police organisations also participated in the meeting. The NCC meeting was held for the first time in Bihar after it was held in Hyderabad in August 2001.

Speaking to the media in Hyderabad on April 12, State Home Minister T Devender Goud said the Naxalites set three conditions—a stop to fake encounters, police harrassment of Naxalites supporters and their families, and combing operations in the Naxalite-affected areas—to create a peaceful atmosphere before the talks to begin. The Minister said the government’s response to this was that all these issues were covered under the definition of ‘peaceful talks’. He said just as the Naxalites expected the government to show restraint, the government too wanted the People’s War to reciprocate. The Home Minister said there were certain apprehensions in the mind of both the Naxalites and the government, which cannot be sorted out through indirect talks. Once the talks were initiated, differences could be sorted across the table. Earlier, the Home Minister reviewed the issue with the district police chiefs and directed them to ensure that rehabilitation of surrendered Naxalites was given greater impetus. He also asked them to review the list of surrendered Naxalites and remove them from the crime list in accordance with the guidelines issued by the government.

"The government is committed to maintain law and order in the state and there is no place for violence in civil society," he said. The Chief Minister announced that the surrendered Naxalites would get a cash reward of Rs 1 lakh (squad members), Rs 2 lakh (squad commanders/district committee members — DCM) and Rs 3 lakh (district committee secretary — DCS) based on their rank. Besides the cash rewards, Naidu also announced that they would be provided with Rs 3 lakh-worth funds or material for rehabilitation, a house site, and a house under Indira Awas Yojana scheme. The Chief Minister said he was awaiting a response from the People’s War Group (PWG) on talks to solve the problem of left-wing extremism. He said the government would abide by the decision taken at an all party meeting in March 2002 to hold talks with the PWG, but there could be no pre-conditions for talks. However, the government would not allow them to continue violence, he said. The Chief Minister added that left-wing extremists had no faith in parliamentary democracy and they believed in Mao's dictum that power flows through the barrel of the gun. He pointed out that 2,445 civilians and 482 policemen had been killed in Naxal violence in the State. The Maoists had also killed political activists, including 102 members of his Telugu Desam Party, 74 of the Congress party, 28 of the Bharatiya Janata Party and 30 Communists. He said 4,925 Naxals had surrendered since 1993, resulting in a significant decline in the number of violent incidents. From 1,500 incidents of violence in 1997, the number has come down to 940.

Addressing a press conference in Hyderabad on April 29, party spokesman M V Prasad alleged that Karimnagar district secretary Ranadheer, who surrendered along with 45 other squad members’, had plotted to kill State-level leaders by inviting them for a meeting last month in the forests of Karimnagar district. However, sensing the intentions of Ranadheer, the leaders avoided going to the forest, Prasad said. However, he admitted receiving an amount of Rs. 50 lakhs from its Karimnagar District Committee after the abduction of Marthanda Rao but denied that the abduction had the State Committee’s approval. He said, though the abduction was wrong, there was no question of refunding the money. The leadership did not know whether the Ranadheer collected Rs. 1 crores or Rs. 2 crores as ransom money in kidnapping incident.
