The Naxalites laid down arms in front of East Champaran District Magistrate Shiv Kumar and Superintendent of Police D N Gupta with a pledge to shun violence and join the mainstream. Left-wing extremist Naxalite group, the People’s War Group (PWG), on July 1, said it might have to reconsider its attitude on talks, if the government failed to announce cease-fire and create a conducive atmosphere in the State by July 20. On that day the two sides are due to hold face-to-face talks. The PWG also wanted a supervisory committee to be constituted to oversee the talks-process and suggested names of 14 persons from different walks of life for inclusion in the panel. In a statement, issued in Hyderabad on July 1, PWG State Committee Secretary Ramkrishna strongly condemned the recent encounters stating it not only indicated that "their (PWG) restraint was being viewed as lenience", but also offended all those who have been taking the talks- process ahead. The statement accused Warangal range Deputy Inspector General of Police (DIG) Gautam Sawang of issuing political statements which were nothing but a warning to all those who have been standing up in support of "revolutionary and democratic movements". He also demanded the government to tender an apology for the Khammam encounter and institute a judicial inquiry, announce cease-fire and stop combing operations. Two women PWG cadres were killed in an encounter near Mamillavai and Valavanoor Reserve Forest Are of Aswapuram and Paloncha mandals (administrative unit) Khammam district on June 24.

Reports said, Naxalites operating in the Chityal area planted flags on 40 acres of land in Ramachandrapur village, 30 acres in Shanthinagar and 130 acres in the surrounding villages in the mandal. The Naxalites also reportedly erected banners warning local people not to purchase lands occupied by the Naxalites in the early 1990s.

According to media reports, four former left-wing extremists, Naxalites of the People’s War Group (PWG) alleged torture in police custody when they were produced before the Chief Judicial Magistrate’s court, Midnapore, on July 2. The Magistrate rejected the prosecution plea for further interrogation in police custody and sent them to judicial custody till July 10. The Naxalites were arrested on June 23. The government counsel accused them of "waging war against the state" as well as "hatching criminal conspiracy and fanning hatred against the elected government." The police report also held the group responsible for conniving with the Naxalites of Andhra Pradesh, Bihar and Maoist insurgents in Nepal. This is first major case against the PWG after Chief Minister Buddhadeb Bhattacharjee spurned the possibility of dialogue with Naxalites and declared his intention to deal with them sternly.

Four left-wing extremists, Naxalites of the People’s War Group (PWG), including a woman cadre, were killed in an encounter at Narella village, Karimnagar district on July 2. The slain Naxalites were identified as Karminagar district committee secretary and North Telangana Special Zone (NTSZ) committee member Padmakka alias N Rajitha, her personal security guard Manasa, Karimnagar district Action Team commander Sagar and People's Guerrilla Army (PGA) platoon member Vikram. 32 year-old Padmakka, is also the wife of PW Central Committee member Sande Rajamouli alias Prasad, and carried a reward of Rs 5 lakh on her head. Sagar carried Rs 2 lakh reward on his head. Police sources said there was information about the movements of 9th platoon of PGA in Nerella, Kalleda, Rayakal, Rachepalli and Habsipur villages and that they were collecting "donations" from contractors and businessman. To check the movements of the Naxalites, a police team was sent to Nerella village. During the course of a Gramsabha (village assembly), police were informed about the presence of the Naxalites atop a hillock abutting the village. The police reached the spot and caught the PW squad unawares leading to exchange of fire for over 30 minutes. After the firing stopped, police searched the place and found the bodies of the four Naxalites. Approximately, five to six Naxalites were suspected to have fled the scene. The police also seized an AK-47 rifle, an SLR and two 303 rifles from the encounter site. Speaking to the media, a senior police official said the PWG Naxalites were collecting donations from contractors and businessmen ever since the talks began. During the last one and half months, this particular squad alone collected funds to the tune of Rs 2 crore, he claimed. The encounter has cast a shadow on the possibility of direct talks between the PWG and the government, as it took place just a day after the PWG announced that it might "reconsider its stand on talks if the government failed to create conducive atmosphere".

Rejecting the cease-fire demand of left-wing extremist group, Naxalites, the People’s War Group (PWG) on July 3, Andhra Pradesh Chief Minister N Chandrababu Naidu said those violating the law will be dealt with firmly. Speaking to the media in Hyderabad, he said, "How can they (Naxalites) continue armed struggle and have discussions…. At least they should say they will stop it". He added that police will continue to maintain law and order and "anyone with weapons will be dealt with firmly". He dismissed suggestions of fake encounters in the State, and also said, "No one can violate the law. How can their armed struggle get support?" However, he said the peace process will continue and that he was seeking a ‘permanent solution’ to the problem.

Self-styled commander of the Gudur Local Guerrilla Squad (LGS) of left-wing extremist, Naxalites of the People’s War Group (PWG) was killed in an encounter near Muslmadgu Vagu, Warangal district, on July 4. Addressing a press conference, the Director General of Police (DGP) P Ramulu said the incident occurred following an interception of a group 15 Naxals between Sarvapur and Konapur villages by the police. The Naxals allegedly opened, an unprovoked fire on seeing the police party that was on a patrol duty. The police party was going to Sarvapur for the security of a gram sabha (village assembly). Other Naxalites, however, managed to escape. Later, the Naxalites returned again after two hours and allegedly engaged in firing with the police near Musalmadgu Vagu. The encounter was on when the report last came in. Some arms and ammunition were also seized from the encounter scene. The DGP has denied the allegation that the police was sabotaging the peace process. He said, " In fact, it was the PWG which had been using the breather to strengthen its base and network. The seized documents clearly indicate that the outlawed group was collecting huge sums of funds and trying to recruit more people into the People’s Guerrilla Army". The PWG has allegedly killed 16 persons, tried to kill 17 others, indulged in nine landmine blasts, besides carrying out various violent activities since February 10, 2002, the day they announced cease-fire, Ramulu further said. According to him, as many as 24 Naxalites were killed in encounters during the same period. He also said that the police wanted the talks to be successful. "No government functionary would like the tense situation to continue. We lost a couple of thousands of officers - from constable to DIG level - fighting Naxalites during the three-decade long movement," he added.

The surrender followed a police crackdown as well as the implementation of a new policy that promises to rehabilitate - and not prosecute - those who give up arms, he said. 53 of them who surrendered in Motihari and Darbhanga districts belonged to the Maoist Communist Centre (MCC). Rest eight, who surrendered in Kaimur district, were members of the People's War Group (PWG). Many of them have been identified for their involvement in several massacres, he said adding that the government would now process their cases to give them the benefits of the policy. According to official sources, the encounter took place when, after a tip-off that some Naxalites had assembled at Baira Pahadi, security forces cordoned-off the entire area. When the Naxalites saw the police they opened fire. Later, in an exchange of fire that continued for about 45 minutes, three Naxalites were killed while the others managed to escape. Six guns, two live bombs, a country-made revolver, six torches and live cartridges in huge quantity were recovered from the encounter site.

"We think the People's War Group has done the killing," Bhattacharjee said and added that he would talk to the government of a neighbouring State where the PWG was more active and ask for action against the outfit. "Unless the neighbouring State government takes action against PWG (cadres) in their area, we cannot make much headway in beating the outfit in this State", he said. Stating that West Bengal is a member of a committee of six States set up by the Union government to curb the PWG menace, Bhattacharjee said his government was in regular touch with the Union government to keep it informed about the crackdown on the PWG in West Bengal.

Unconfirmed reports said police forces later lobbed several hand grenades at the house from which the extremists were firing. Sulatan bought the cloth for the uniforms and had also got them stitched, Kahammam district police chief V V Srinivasa Rao said, on July 15. Reportedly, Sultan was involved in the bomb attack on the Yellandu police station on May 23 1988. Only lately, he had also arranged for the collection from Mutharam forest area of the blood sample of a member of the East Zonal Command Committee and subsequently for its clinical test. Nine others, mainly couriers and contacts of squads operating in Khammam district, were also arrested under various sections of the National Security Act. The seizures and arrest followed a tip off after the Mamillavai encounter.

District Magistrate MV Rao said the Barsale medical camp was the 14th camp organised in the district in the past seven months. Speaking to the media, district police chief Nalin Prabhat said that, during combing operations, a special police team spotted the Naxalites who were holding a meeting and asked them to surrender. Speaking on the occasion, Ramulu said the increasing number of surrenders by Naxalites was a clear indication that people were shunning them and no more willing to support their activities. The Central Bureau of Investigation (CBI) booked two left-wing extremists, Naxalites of the Maoist Communist Centre (MCC), under the Prevention of Terrorism Act (POTA) for their involvement in the killing of Rohats Divisional Forest Officer Sanjay Singh, on February 15, 2002. Official sources said the two Naxalites were arrested on April 18 and June 1, 2002 respectively. The arrested Naxalites were intensively interrogated at the CBI headquarters in New Delhi. Official sources said, during interrogation the arrested Naxalites divulged the names of 12 of their associates, including the mastermind, Niralaji. In order to secure early arrest of the rest of the members of the armed squad, the CBI announced a reward of Rs 4.85 lakh.
