Further, a cell phone shop owner was arrested for reportedly spreading Naxal [Left Wing Extremism (LWE)] ideology by allegedly downloading videos, songs, speeches and guerrilla training to the mobile phones in Bijapur District on June 1, reports The Pioneer. The shop owner identified as Kulvardhan Durg Prasad (29), resident of Bijapur, has been booked under Chhattisgarh Special Public Security Act, Police said. Prasad used to run a shop by name ‘Mohit Mobile’ in Purana Bus Stand area, Deputy Superintendent of Police (DSP) Sukhnandan Banjare said. ‘A few days back, we had arrested a suspected youth in Bijapur and while checking his mobile phones we found videos supporting Naxal ideology,’ the DSP said.

Meanwhile, a suspected Communist Party of India-Maoist (CPI-Maoist) cadre, Ramdas Vadde (25) was arrested during a search operation in the forests of Marram village under Koilibeda Police Station in Kanker District on June 1, reports The Pioneer. According to the Police, Vadde is a resident of Gontul village in Kanker District. Police claimed that Vadde was attached with ‘Chetna Natak Mandali (CNM)’ one of the offshoots of CPI-Maoist, and also was expert in handling explosives.

Meanwhile, a Maoist ‘platoon commander’, Garva Mandavi alias Maharu, who was carrying a reward of INR 210,000 on his head, surrendered before Police in Kanker District on June 2, reports The Times of India. Mandavi was wanted in more than 40 cases, including numerous instances of ambush on Police party that resulted in killings of jawans and an attempted robbery at the State Bank of India branch of Durkondal of the District. Mandavi had been active since 2004, and was working under the command of Maoists led by Andhra Pradesh based leaders. During interrogation, Mandavi claimed that he was reluctant to join but the Maoists managed to deceive and convince him by claiming that he would be arrested by Police in case he decided to return.

Hapka Sanno (30), an Improvised Explosive Device (IED) expert of the Communist Party of India –Maoist (CPI-Maoist) was arrested in Bijapur District on June 3, reports Zee News. Sanno, a native of Pendorma village of the region, allegedly wanted in four cases, including murder, attempt to murder and attacks on the Police, was arrested by the Central Reserve Police Force's (CRPF) 85th battalion from Cherpal forests under Gangaloor Police Station, Deputy Superintendent of Police (DSP) Sukhnandan Rathore said. A couple of batteries and wire were recovered from his possession, DSP Rathore said.

Meanwhile, in a release issued in Telugu on June 4, Daya, a member of the Andhra Odisha Border Special Zonal Committee (AOBSZC) and 'secretary' of Koraput-Srikakulam committee of the CPI-Maoist, has asked people in Narayanpatna to boycott Nachika Linga, 'president' of Narayanpatna-based Chasi Mulia Adivasi Sangh (CMAS), and support the People’s Liberation Guerrilla Army (PLGA) instead to take forward their “struggle for justice”, reports The Pioneer. Nachika Linga is currently underground and CMAS is widely believed to be a front organisation of the CPI-Maoist. Accusing Nachika of turning a renegade and striking a deal with the Police to get rid of the multiple criminal cases pending against him, Daya has called upon the people in Narayanpatna to disown him as their leader for shunning his ideals to pursue his ‘selfish personal agenda’.

A group of Police personnel had a narrow escape as Communist Party of India-Maoist (CPI-Maoist) triggered two landmine blasts in Bijapur District on June 6, reports The Times of India. The Maoists exploded landmine near Sarpanch Para village under Awapalli Police Station limits. Soon after the explosion, Maoists also opened indiscriminate firing on the Security personnel following which they retaliated. However, no injuries or causalities were reported in the incident, he added. During the search following the gun-battle, an Improvised Explosive Device (IED) was detected at the spot.

Meanwhile, over 10,000 extra Central Armed Police Force (CAPF) personnel would be deployed in Chhattisgarh by the end of this year as part of a long-term plan to plug the “gaps” and intensify the offensive against the Naxals [Left Wing Extremists (LWEs)], reported The Hindu on June 7. The initiative is being seen as an indication of the new dispensation’s decision to overhaul the internal security infrastructure. “During the first meeting, we had flagged the issue highlighting that there were vacuums in the Naxal-hit areas that needed to plugged,” said an official. The Home Ministry also decided to retain the Naxal Management wing while changing the name as Left-Wing Extremism division to send across a message that the unit is not meant only to “manage” the issue but deal with it from a broader perspective.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze three vehicles at Paralkot village number 85 in Kanker District on Chhattisgarh-Maharashtra border on June 7, reports The Times of India. The vehicles set on fire include a tanker, JCB machine and a road roller. Superintendent of Police (SP) RN Dash said that although there were no inputs about presence of Maoists in the region, locals claim that nearly 50-60 Maoists were present at the spot when the incident took place. Dash said that it's difficult for such large number of Maoists to move in the region and if they did, inputs would have flowed in earlier.

The Communist Party of India-Maoist’s (CPI-Maoist) military wing units have been undergoing training in the forests of Abujhmad, extending from Chhattisgarh’s south Bastar region to Gadchiroli in Maharashtra, to develop skills to escape air raids, if launched by the Security Forces (SFs) in the future, intelligence sources said on June 10, reports The Asian Age. Sources said the first batch was given training in Abujhmad forests on April 23, 2013. Members of different military wings of the CPI-Maoist have been imparted training in phases since then in the area. “Prominent among the leaders who were spotted taking training in the first training session included local District janata sarkar (peoples’ government) 'president' Radhika, ‘Maoist intelligence wing in-charge’ in north Bastar division Sunil, Kutul ‘area committee secretary’ Renita, and ‘local agriculture division chief’ Ranader. ‘Madh-North Bastar division committee secretary’ Rajman, alias Keye, was given the charge of organising the training camp,” intelligence sources said. “A booklet titled Jawabi Karbai Ke Liye Madh Mein Training (training on counter-attack in Madh) has been circulated among the trainees in the camp. Another book Air Defence Class Notes have been in the curriculum of training classes,” sources further disclosed.

The Centre will soon launch a psychological campaign using multimedia messages to discourage tribals from joining the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express on June 14. Using audiovisual content carrying development messages as primary weapons to counter the anti-government propaganda in Maoist-affected areas, four jingles in eight dialects will be aired on All India Radio and four videos will be telecasted on Doordarshan to reach out to the maximum number of people in four Maoist-affected states. The films will also be shown in Maoist-affected villages using a “video on wheels” facility. According to officials in the Union Ministry of Home Affairs (UMHA), the jingles will focus on Bihar, Chhattisgarh, Jharkhand and Odisha. Emotive themes such as “no gun, but pen”, “development, not violence”, “surrender arms, join the mainstream” will be used.

Two Maoist cadres, Dhan Singh and Toor Singh, who were wanted in several incidents of crimes, were arrested from the forests of Rowghat Police Station limits from Kanker District, Kanker Superintendent of Police (SP) RN Dash said. A joint team of the Border Security Force (BSF) and Police were on a combing operation in the Rowghat region, when it arrested them from Barchi village, the SP said. In a separate incident, a senior Maoist cadre, carrying a reward of INR 10,000 on his head, was arrested from Narayanpur District. The arrested Maoist has been identified as Balram Yadav, member of the Maoist Janatana Sarkar, Narayanpur SP Amit Kamble said. A 12 bore country-made gun and five rounds of live cartridges were also recovered from his possession, he said.

This would be the first meeting Rajnath Singh will hold on the issue after taking charge as Home Minister. The meeting would discuss the current scenario of LWE violence, operational performance of Security Forces (SFs) in 2014, issues of coordination between Central and State Forces fighting LWEs, installation of telecom towers to improve connectivity in these areas and infrastructure in LWE-hit regions.
