United Nations General Secretary Ban Ki-moon has said Nepal’s peace process is at stake due to non-compliance with agreements in the past, according to Nepal News. In his latest report to the UN Security Council (UNSC) on Nepal’s peace process, Ban has said Nepal’s peace process is at stake due to strong differences on some key issues of the peace process including integration and rehabilitation of Maoist, power sharing and the new constitution. Ban has said that the present crisis is a result of lack of confidence, inadequate political will, and poor implementation of the past agreements. Saying a solution can be found only with implementation of the agreements and dialogues, Ban urged the political parties to double their efforts to end the present impasse’. Ban expressed dissatisfaction over Nepal Government’s delay in taking a decision on United Nations Mission in Nepal’s (UNMIN) term extension and has requested the UNSC to respond positively if Nepal asks for UNMIN’s term extension. The Government’s letter about the term extension had not reached the UN headquarters at the time of the meeting.

Minister for Information and Communication Shanker Pokharel claimed that there is no obligation to promulgate the constitution within May 28 deadline as the people have not given such a mandate, according to Nepal News. He said that the political parties agreed on a two year time period for constitution drafting after reaching a political consensus and that it was not a mandate from the people. "If the interim constitution doesn't get amended by May 28, only Constituent Assembly [CA] will be rendered inactive but the legislature-parliament will continue to function," he said, adding, "And when the interim constitution gets amended with a 2/3rd endorsement from the Parliament, the Constituent Assembly will automatically become active again." Himalayan Times quoted him as saying that the new constitution will be promulgated from the CA, not from the streets, adding, “Consensus can be forged through collaboration, agreement and talks, not by street movements.” He stressed, “It won't be a stateless situation after May 28.” The Interim Constitution provision that the new constitution shall be drafted by May 28 was incorporated on the basis of consensus and thus the CA tenure can be extended through consensus, he added. Expressing hope that the CA term will be extended, Pokharel said the Government is holding talks with political parties for the same. As reported earlier, the Government on May 18, registered a constitution amendment bill at the Parliament in order to extend CA's term by a year.

Prime Minister (PM) Madhav Kumar Nepal said there can be no consensus without first fixing the number of Unified Communist party of Nepal-Maoist (UCPN-Maoist) former combatants into the Army and other security agencies, Nepal News reports. In an interview with Nagarik daily, the PM said, going for integration without determining the number to be integrated will invite further problems. "It's not a question you have so many qualified people. There are so many armed groups. What happens if all of them demand integration of their combatants into the army," said Nepal. "If we accept the Maoist demand for bulk integration, one phase of conflict will end, but another conflict (with other armed groups) will begin," he added. PM Nepal also claimed, the issue of fixing the number of combatants to be integrated is the only major hindrance to a consensus. Progress towards consensus is stranded on the issue of army integration, he explained. He also expressed confidence the Unified CPN-Maoist would support the Government proposal to extend the term of CA. "Maoist chairman Pushpa Kamal Dahal took a wise decision while withdrawing the general strike. He respected the public sentiment," said Nepal, adding, "I am sure he will do the same on this issue (CA term extension) and support for the CA term extension."
