The Unified CPN-Maoist affiliated All Nepal Farmers' Association seized about 80 hectares of land belonging to Bharat Gurung at Shrinathkot Village Development Committee area in Gorkha District on August 31. Gurung is a former aide of the royal family. A group of Maoist activists led by association's District chairman Krishna Dhaurali announced that they captured the land by fixing a party flag. Terming Gurung as "royalist" and "land mafia", he claimed the land was captured as per the party policy.

Nepal News reports that President Ram Baran Yadav on September 2 administered oath of office and secrecy to newly appointed Minister for Women, Children and Social Affairs Sarba Dev Ojha and Minister without Portfolio Laxman Lal Karna. Six more state ministers and one assistant minister were to be administered oath by their senior ministers (cabinet-ranked) in the presence of Prime Minister Madhav Kumar Nepal in Singha Durbar. Minister Karna, who belongs to Sadbhawana Party (SP), took the oath in Hindi calling it his 'mother tongue', while Minister Ojha, who belongs to Madhesi Janadhikar Forum-Democratic, took the oath in his native Avadhi language. With the induction of new ministers, the Council of Ministers has expanded to 42. Meanwhile, ministers belonging to the Nepali Congress, the largest party in the ruling coalition, were not present in the swearing in ceremony.

Nepal News reports that cadres of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) pelted stones at the convoy of the Prime Minister Madhav Kumar when he was heading to Basantapur Durbar Square to attend the Indra Jatra (a religious ceremony) in the evening of september 3. The Maoists waved black flags and pelted stones at the Prime Minister’s convoy when it arrived at New Road around 4:45pm (NST). They also chanted slogans against him and President Ram Baran Yadav. Police later resorted to baton-charging to disperse the protesters, arresting a few of them. Two Policemen and some protesters were injured in the incident. The Maoists also waved black flags at the President as his convoy arrived at The New Road.

A bomb disposal squad of the Nepal Army defused a bomb, which was apparently targeted at a regional assembly of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist), at a ground in the Biratnagar on September 5. The incident came a day after a bomb went off at Sahidmaidan (Army ground) in the town. However, no untoward incident was reported following the explosion that was planted on the way to the District Administration Office on September 4. Police said the explosion was carried out by 'Ranabir Shena', an underground armed group. Documents and leaflets of the armed group were recovered from the explosion site. According to the police, the pamphlets mentioned slogans like: "Cows cannot be slaughtered; Downfall of Prachanda".

Kantipuronline reports that nearly 50 cadres of the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) assaulted the newly appointed priests, Girish Bhatta and Raghavendra Bhatta, at the Pashupati Temple premises in Kathmandu on September 4. "Both the Bhattas were dragged away from the Bhandar Ghar to the Shankaracharya temple a few hundred meters away and thrashed," Sushil Nahata, member-secretary of the Pashupati Area Development Trust (PADT) said. The two Indian priests were undergoing purification rites at the Bhandar Ghar (store room) since the evening of September 2 as they were to start worship from morning of September 5 (today). Police said that nearly 50 Maoists entered the temple in the guise of pilgrims, but later began protesting. The five Policemen deployed at the premises were assaulted by the mob. The Unified CPN-Maoist affiliated struggle committee has been protesting the appointment of Indian priests since last week and PADT administration has been padlocked since August 30. Their demands include appointment of Nepali priests and transparency in the offerings made at the temple.

A team of Kathmandu Metropolitan Police Range in coordination with the Morang District Police Office arrested Ram Prasad Mainali, the chairman of the Nepal Defense Army (NDA), a religious extremist group, from Bhagidubba in the Jhapa District in the eastern Nepal in the morning of September 5, Chief of Kathmandu Metropolitan Police Range Nawaraj Silwal informed on September 6. Further, the NDA ‘commander’ for the Morang District, Tribhuvan Yadav alias “Police”, was also arrested from Motipur in Morang. The religious extremist group owned up the explosion at Assumption Church in Jawalakhel in May, in which four people were killed and 15 injured. The bomb exploded one Harka Bhadaur Mahata’s home, resident of Malakheti-8. According to the District Police Office Chief Uttam Bahadur Singh the socket bomb planted by Lal Bahadur Bohara, an ex army personnel, went off at around 5.30 (NST) in the evening. Bohara deserted the security forces - Nepal Police and Nepal Army - during the Maoist insurgency have been agitating demanding their reinstatement. Amongst the deceased are Manisha Oli, 8, Kabita Bohara, 12 and Chakra Bohara, 23, all residents of Malakheti-8. Lal Bahadur Bohara, Tek Bahadur Saud, Sudip Deuba, Laxmi Deuba and Bimala Devi Oli are amongst the injured. As ex army personnel Bohara himself is injured, it has not been known where the bomb was brought from and for what purpose.

A meeting of three ruling Madhesi parties - Madhesi Janadhikar Forum (Democratic), Terai Madhesh Loktantrik Party and Sadbhawana Party - concluded that the Government's decision to clip the annuities for the Vice President and withdraw the army team deployed for his security was objectionable. Speaking to reporters after the meeting held at Singha Durbar, Sadbhawana Party chairman and Supply Minister Rajendra Mahato said the Cabinet decision was taken without the consent of Madhesi parties. After two months of deadlock, the Government and the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) on September 10 reached an agreement to resume process of discharging disqualified Peoples Liberation Army (PLA) combatants from the camps, reports Nepal News. Due to lack of cooperation from the combatants, the Ministry of Peace and Reconstruction had to stop the process on the very day it reached the camps to release 4,008 disqualified PLA members on July 17. The Government had targeted to complete the process by early November. However, the Maoists did not provide support to the Government mission. As per the agreement, the process of releasing the combatants could start shortly after the Dashain (religious) festival. The agreement was reached in presence of Representatives from the United Nations Mission in Nepal, the United Nations Development Fund, the Norwegian ambassador and political party representatives.

In a statement issued on September 25, OHCHR-N said that it had sent a letter to the Unified CPN (Maoist) Chairman Pushpa Kamal Dahal on July 24 expressing its concerns over lack of progress in investigations into killings of businessman Ram Hari Shrestha, journalist Birendra Sah, Arjun Lama and the deadly June 2005 bus bombing in Madi, Chitwan.
