Jamaat-e-Ulema-e-Islam [Fazlur Rahman] (JuI-F) faction Chief Maulana Fazlur Rahman said, in Quetta, on October 2, that any attack on Afghanistan would be construed as an attack on Islam. He stated this while launching a countrywide campaign against possible US attacks on the Taliban regime in Afghanistan. He alleged that the US was sponsoring terrorism in Palestine, Bosnia and other Muslim countries. While opposing the military regime, he said Pakistan should not have supported what he perceived were anti-Muslim forces. He also added that the US administration should not take any hasty decision to attack Afghanistan and should review the situation before launching any operation in the region.

Maulana Fazlur Rahman, chief of his own faction of the Jamaat-e-Ulema-e-Islam (JuI-F), said in Quetta, on October 4, that he had rejected the offer of the military regime to hold a dialogue on the current situation. He said the government had extended him an invitation for dialogue over the current situation and added that he had consulted his party leaders, who rejected any dialogue with the military regime on the present situation. He said that the JuI-F would utilise all its available resources against the US and its allied forces in case of any attack on the Taliban regime in Afghanistan.

One person was killed and 26 more were injured in clashes between police and Taliban supporters in Quetta, on October 8. Pakistani news reports said other parts of the province, too, witnessed fierce clashes and demonstrations. In an apparent show of protest against the US-led air attack on Afghanistan, several activists of religious parties set ablaze property––including four banks, three cinema halls, a petrol station, a police station, a brewery as also over a dozen shops and vehicles. The police have arrested approximately 30 activists in Quetta. Sources indicated that activists of the Jamaat-Ulema-e-Islam were leading the protest processions in different localities in Quetta. In some areas, protestors reportedly took up positions on rooftops in various buildings and fired at the police and paramilitary troops. All financial markets remained closed throughout the day in protest against the US air attacks.

The meeting adopted several resolutions asking people to react strongly against the government permuting the use of Pakistan's air space for attacking Afghanistan.

Three persons, including a teenager, were killed and nine more injured in firing by police on a protest rally staged by Afghan refugees that turned violent and had attacked a police station in Kuchlak, some 20 km north of Quetta, on October 9. The refugees were protesting the US-led air strikes against Afghanistan that were commenced on October 7. The protesters ransacked the local branch of the Muslim Commercial Bank, the railway station, post office and attacked many vehicles, besides manhandling traders. They had set the railway station on fire compelling authorities to suspend the train service between Quetta and Chaman.

According to Pakistani news reports, the Army has commenced patrolling Quetta on October 11, in order to pre-empt any trouble on October 12, today, in view of the Jamaat-Ulema-e-Islam’s (JuI) call for a countrywide strike to protest the US-led air strikes on the Taliban regime in Afghanistan. Quetta was the scene of violence on October 8 when religious parties, including the JuI took out protest rallies following air strikes by the US-led coalition on Kandahar, Kabul, and Jalalabad. Violence continued on October 9 during the protests in which three cinema halls, many banks and a large number of shops were damaged.

The JuI has also decided to observe a countrywide strike on October 15. He added that the Quetta airport would also be blocked if its facilities were offered to launch attack on Afghanistan. The JuI leader's threats came in the wake of reports that the Pakistani government had handed over airports at Jacobabad, Pasni and other places to the US-led coalition forces to carry out air attacks on the Taliban regime in Afghanistan. The JuI also demanded the release of its leaders Maulana Fazlur Rehman, Maulana Samiul Haq and Azam Tariq.

The Secretary General of Jamaat-Ulema-e-Islam (JuI) Maulana Abdul Ghafoor Haidri said in Quetta on October 13 that the government should not stop its activists from reaching the Jacobabad airport during its planned blockade of the airport on October 14. He said, "any high handedness to stop our supporters from reaching Jacobabad on Sunday will trigger off an un-ending chain reaction." The JuI had called for the blockade to protest against the alleged handing over of airport facilities to USA to carry out bombing of Kandahar and other cities of Afghanistan. The JuI also urged the military regime to review and reconsider their decision of offering logistic support and air space to the US warplanes for bombing of Afghanistan. Haideri indicated that ‘trained’ activists of JuI-Fazlur Rahman faction, one of the major supporters of Taliban in Pakistan, will attempt to cordon off the Jacobabad airport as hundreds of its ‘commandos’ have left Quetta for Jacobabad on October 13.

JuI (Fazlur) Secretary-General Maulana Abdul Ghafoor Haidri claimed, in Quetta, on October 14, that law enforcement agencies had killed six protesters on the same day during protest demonstrations in Jacobabad and Shikarpur. He also indicated that the police had arrested 5,000 people who had gathered in Jacobabad and surrounding villages to protest against the handing over of Jacobabad airstrip to the US forces. He also added, "Protest demonstrations and rallies would be held all over the country to express resentment over the government decision. It would be a referendum against the government's Afghan policy… This campaign will continue till the fall of this government."

Widespread violent clashes were reported from Peshawar, Quetta, Lahore and Karachi. The Jamaat-Ulema-e-Islam (JuI – Fazlur) has decided to organise meetings and rallies every Friday after the traditional Juma prayers in all parts of the country to protest US air strikes on the Taliban regime in Afghanistan and Pakistan's support for the same. A two-day meeting of the JuI-F Central Executive Committee, provincial presidents and secretaries and central leadership instructed the Baluchistan unit of the outfit to prepare a ‘plan’ for the siege of Pasni airport and other airports where US forces have been given facilities. The meeting was presided over by acting Chief Maulana Abdul Ghani. Also, party offices have reportedly been asked to mobilise funds for the Afghan Mujahideen.

Reports said many people in Balochistan and Sindh continue to possess sophisticated military hardware, while influential persons in the North West Frontier Province (NWFP) have shifted their illegal weapons to the tribal areas. Reports said the names and addresses of 3,772 persons possessing illegal weapons, and those of arms smugglers have been dispatched to the concerned authorities about five months ago. However, action has been taken against only 389 individuals. The government has also been informed that the failure of the campaign was affecting the credibility of the military government in achieving its self-set goal of an arms-free society.

The Jammat-Ulema-e-Islam (Fazlur faction) has called for a countrywide protest on October 29 against the alleged use of chemical and biological weapons by the US on Afghanistan. Speaking at a press conference in Quetta, acting Chief of the JuI-F, Maulana Abdul Ghani said the party had decided to intensify its protest movement throughout the country. He said the JuI-F, in cooperation with Pakistan Afghanistan Defence Council (PADC), would stage protest demonstrations in each and every district of the country to express solidarity with the Taliban and denounce the US-led attacks. He also claimed that Allied Forces were using chemical and biological weapons against innocent Afghan people. He added that several Muslims worldwide were ready for Jehad against the "anti-Muslim" forces.
