Around 43,000 people have been forced to leave their homes in Maidan area of Tirah valley of Khyber Agency in Federally Administered Tribal Areas (FATA) over the past two weeks because of escalation of hostilities between militant groups in the tribal region, the UN Office for Coordination of Humanitarian Assistance (OCHA) said on April 1, reports Dawn. According to figures released by the FATA Disaster Management Authority (FDMA), around 10 percent of the internally displaced persons (IDPs) have taken refuge in Kurram Agency and the rest in Districts of Hangu, Kohat, Nowshera and Peshawar in Khyber Pakhtunkhwa Province. Around 46 percent of these people are children and 33 percent women, says the FDMA, emphasising the importance of humanitarian assistance for the IDPs expected to stay in camps for six months. Authorities estimate around 60,000 people from 10,000 families in different villages of Maidan may have been affected.

The Mullah Nazir faction of Tehreek-e-Taliban Pakistan (TTP) on April 5 assured aspiring candidates that the insurgents would not interfere with the election process in the South Waziristan Agency of Federally Administered Tribal Areas (FATA), reports The Express Triune. The assurance was made by Mullah Nazir Group ‘chief’ Salahuddin Ayubi, locally known as Bahawal Khan, in a meeting with over 50 candidates contesting NA-41 (Tribal Area-VI, South Waziristan) or their representatives in Wana, the main town in South Waziristan Agency. Local tribesmen are free to vote for the candidate of their choice, a source privy to the meeting quoted Salahuddin as telling the meeting.Though he assured the candidates that his group would not interfere in the voting process, he attached some stringent conditions for trouble-free balloting in the constituency. Firstly, the candidates will have to stage public rallies in an open place outside Rustam Bazaar, the main market in the area, due to security concerns. Secondly, candidates with no popular vote bank should better not contest the elections. Thirdly, the candidates have to avoid indecent criticism of their rivals in their speeches. Fourthly, the candidates of three parties – PPP, MQM and ANP – were told about the security threats they might face in the region. They have been told to avoid open election campaigns, use of party flags and banners in public places. The ANP has even been advised against holding public meetings. Invitation to April 5’s meeting was made through pamphlets distributed by the TTP in some parts of Wana, including Rustam Bazaar. In the pamphlet, they were asked either to come in person or send their representatives for the meeting where they would be served with ‘tea and biscuits’.

Mangal Bagh, the ‘chief’ of Lashkar-e-Islam (LI) has become supreme leader of both the LI and Tehreek-e-Taliban Pakistan (TTP) for the Khyber Agency, reports Dawn. “The decision to elevate Mangal Bagh to the status of supreme commander for Khyber Agency was taken at a joint Shura (council) of TTP and LI ‘commanders’,” highly placed Government officials said. They said the high-ranking ‘commanders’ of both the Taliban and LI had agreed to coordinate with each other and consult on all matters of mutual importance, particularly those pertaining to Tirah valley and the Khyber Agency. The decision to strike a deal with the LI chief came at a time when the TTP tightened its grip in the areas it had snatched from Ansarul Islam (AI), a pro-Government armed group. LI is also well entrenched in Sipah, Akkakhel and Malikdinkhel areas of Tirah Valley.

the counter-terrorism strategies proposed in the mainstream political parties’ election manifestos do not represent what it would really take to restore peace in Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA), according to experts. The issue appears to be quite low on their priority list with Pakistan Muslim League-Nawaz proposing its plan for taking on “Militancy and terrorism” in chapter 13 of its 14-chaptered election manifesto and Pakistan People’s Party Parliamentarians declaring it its sixth priority out of a list of seven point election programme. “Normalcy cannot return to Fata and Khyber Pakhtunkhwa unless a single centre of power (at the state level) is made responsible to deal with the situation, withdrawing army from the troubled areas,” said Rustam Shah Mohmand, former Chief Secretary of Khyber Pakhtunkhwa.
