FATA Disaster Management Authority had made preparations for the return of over 26,000 IDPs to Chaper Perozkhel area from Tuesday (July 2). scores of suspects were arrested as the Police and Security Forces’ joint search and clean-up operation in Frontier Region (FR) Peshawar entered its second consecutive day, reports The Express Tribune. SFs have imposed a curfew in Sambi Khel area of FR Peshawar and no one is allowed to leave their homes. A local elder, requesting anonymity, said: “They have surrounded Sambi Khel village, which is a hub for militants in the area.” He said all exit and entry points into FR Peshawar have been blocked and over four dozen people had been arrested during the two-day operation. “The militants have disappeared into the mountainous area and there is almost no resistance on their part,” the elder claimed. Heavy contingents of Police remained deployed along the border between Peshawar and FR Peshawar while the local Adezai Peace Militia also provided assistance. The operation began early July 4-morning with hundreds of troops along with helicopter gunships and heavy police contingents entering Sambi Khel area from Matani. Later in the day, a gunfight erupted between two militants and both Army and Police personnel. The militants and Matani Police Assistant Sub-Inspector Daud Khan were killed in the shoot-out, while Frontier Constabulary Constable Shah Zeb sustained injuries. The operation was launched a day after a Frontier Constabulary check post was attacked on the border of the provincial capital and FR Peshawar. The attack killed six FC men and injured seven.

An offshoot group associated with Tehreek-e-Taliban Pakistan (TTP) has come to the fore to avenge the killings in Waziristan by drone attacks. Hitherto known as “Ansarul Mujahideen”, the group has claimed responsibility for attack on Bovia Check post and vowed to make life difficult for the United States and its friends in return for drone attacks. In a statement issued to media on July 7 from an undisclosed location, group ‘spokesman’ Abu Baseer said some ‘so called’ English speaking journalists were putting their lives at risk by supporting drone attacks. The spokesman said their group had been formed in the wake of drone attacks in North and South Waziristan as they consider it a shameful act by remaining silent on drone attacks. He claimed that there were hundreds of Mujahideen who have entered into the battle field to avenge the missile attacks by pilotless US drones. Abu Baseer said the US and its friends must know that we have hundreds of suicide Fidayeen and they would make life difficult for them. He said they respect independent journalists but nowadays majority of channels and journalists were supporting US in return for a few dollars. He said the journalists must use their pen for oppressed Muslims. He said attacks on Bovia, Asia and Dum Deel check posts were a beginning and their major attacks would surprise the world.

The Government will soon formally request the United States to transfer drone technology as part of the diplomatic efforts seeking an end to the stalemate over the CIA-led campaign in Federally Administered Tribal Areas (FATA), The Express Tribune reported on July 8. A senior Government official, who is engaged with the US on the subject, told The Express Tribune that preliminary discussions between the two countries to find alternatives to drone use have already started. The official, who asked to remain anonymous because of the sensitivity of the issue, disclosed that Adviser to the Prime Minister on National Security and Foreign Affairs Sartaj Aziz and US Secretary of State John Kerry discussed the proposal in their recent meeting at the sidelines of ASEAN Regional Forum in Brunei Darussalam. It is unclear, though, whether the US will heed the call – the previous Government made similar unsuccessful requests at several occasions. According to the official, however, the new administration is confident its efforts will yield a ‘positive outcome’. The Government is upbeat due to the fact that unlike the previous administration it does not have any secret understanding with the US on drone use, he added. The official said the formal proposal seeking the transfer of drone technology will be made during the upcoming visit of US Secretary of State John Kerry. Kerry is due to travel to Islamabad by the end of this month. According to another official, Prime Minister Nawaz Sharif will also table the proposal before the heads of political parties, who are scheduled to meet this week to discuss the country’s national security policy

A 'court' on July 10 stayed the removal of Ehsanullah Ehsan as ‘central spokesman’ of Tehreek-e-Taliban Pakistan (TTP) for another 45 days, says a signed order by the 'court' in the Federally Administered Tribal Areas (FATA) bordering Afghanistan, reports Dawn. The Dar-ul Qaza court of the TTP has issued a ‘stay order’ against the decision until members of the ‘central council’ appear for a hearing, says the leaflet, a copy of which is available with Dawn. The July 10 ‘order’ is one of a series of signs of growing divisions within the TTP, an umbrella group of different militant factions. The document also shows the existence of parallel ‘militant courts' operating in FATA. On July 9, a pamphlet by the TTP central council (Shura) had announced the removal of Ehsan — a prominent figure close to the TTP’s top brass — for making remarks that angered the Afghan Taliban and raised the danger of divisions between the two militant organisations.

Bans by Tehreek-e-Taliban Pakistan (TTP) leaders and a lack of access to certain areas have made it near impossible to make the country polio-free, The Express Tribune reported on July 15. Information shared with The Express Tribune reflects 17 of 20 or 85% of polio cases reported across the country were due to the above-mentioned reasons, especially in Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA). Most of these reasons are interrelated. Between conspiracies about foreign interests aiming to sterilise men to the Taliban conditioning the lifting of the ban with the end of drone strikes, areas become riskier for polio teams and parents become more difficult to convince. Awareness campaigns to remove misconceptions regarding the vaccine resulted in polio workers being gunned down on the second day of a nationwide anti-polio campaign in December 2012. The National Research and Development Foundation (NRDF) and UNICEF suspended their polio awareness drive in KP and FATA following the incidents.

Mullah Nazir faction of Tehreek-e-Taliban Pakistan (TTP) banned the use of "tight or thin" clothes both for men and women in the holy month of Ramzan and warned of one month imprisonment for not fasting in South Waziristan Agency (SWA), reports Times of India. The Ramzan code of conduct guidelines was issued in a pamphlet after the Mullah Nazir Taliban Group held a Shura (council) meeting in Wana headquarters of SWA. Tight or thin clothes have been banned for both men and women during the holy month, the pamphlet stated. "We warn the shopkeepers and tailors with severe punishments (for violating the rule). Fine up to PKR 50,000 would be imposed on those found guilty," the pamphlet read.
