A jirga (tribal council) representing Afghan Taliban ‘chief’ Mullah Muhammad Omar reached North Waziristan on May 1 to negotiate the safe release of former Inter-Services Intelligence (ISI) official Colonel Imam, as a tribal peace committee secured the body of another former ISI official Khalid Khawaja, who was found dead on April 30, a pro-Taliban Pakistan Muslim League-Nawaz (PML-N) leader and family members said, reports Daily Times. Kohat-based PML-N leader Javed Paracha revealed a jirga sent by Afghan Taliban leader Mullah Omar had “reached Miranshah” to “secure the release of Colonel Imam” without any preconditions. There was no independent confirmation of Paracha’s claims though. However, the pro-Mullah Omar Haqqani network is very influential in North Waziristan and if the pro-Haqqani local Taliban pressurise the “Asian Tigers”, they would have to release Colonel Imam – described as “very close” to Mullah Omar.

The North Atlantic Treaty Organization (NATO) Deputy Assistant Secretary General Robert Simmons said in Islamabad on May 20 that it is up to Pakistan to decide when to move against the Taliban (Tehreek-e-Taliban Pakistan, TTP) in North Waziristan, reports Daily Times. He said North Waziristan is the biggest area of concern for NATO, especially at a time when coalition forces are engaged in a fresh offensive against the Taliban in Afghanistan, but NATO appreciates and is satisfied with the “relatively good cooperation” by Pakistan in the war on terrorism. “Overall we are satisfied and welcome the steps that Pakistan has taken against terrorist networks,” Simmons said. North Waziristan is proving out to be one of the latest in the “do-more list” of the US administration these days. A Pakistan Army official, while referring to over-stretching and exhaustion of its troops, had made it clear to the demanding US visitors that a hasty push into the North Waziristan Agency would prove counter-productive.

Taliban (TTP) militants executed a tribesman for his alleged involvement in a drone attack in North Waziristan and placed his bullet-riddled body on a roadside in Mir Ali in North Waziristan. Tribal sources said body of a local tribesman was found with a note in Khadi village in Mir Ali sub-division. In the note, the villagers said, the militants accused the slain tribesman of spying on Taliban for the US forces in the neighbouring Afghanistan. In addition, Taliban (TTP) militants released three tribesmen abducted three months ago on charges of spying for the US forces on Taliban. Local clerics and tribal elders played role in release of the three tribesmen. However, three of them had lost their senses due to alleged torture on them by the militants in detention. It has rarely been seen in the volatile North Waziristan that Taliban would kidnap people and release them alive.

According to sources, Hafiz Gul Bahadur and his shura (council) was upset over the deteriorating law and order situation in North Waziristan as it felt it was posing serious threat to regional security. The sources said the Government and military authorities had made it clear to Hafiz Gul Bahadur and his men to choose between the military operation or expulsion of Mahsud and Punjabi Taliban from North Waziristan. The sources said a committee was later formed which held extensive talks with the Mahsud Taliban to apprise them about the potential danger for the people of North Waziristan due to their presence there. The Taliban Jirga of North Waziristan informed the Mahsud militant commanders about their peace accord with the Government and told them they would not like it to be violated. Hakimullah Mahsud and his deputy Waliur Rahman were reported to have accepted Hafiz Gul Bahadur’s request and decided to leave North Waziristan. “Most of them went to Shaktoi and Makeen in South Waziristan where they had their sanctuaries in the forest-covered mountains. In summer, militants can easily survive in the mountains but the Security Forces might face tough resistance there,” said a Taliban source.
