At the fifth round of peace talks held in Berlin, Germany, on February 7-8, the Sri Lankan government and Liberation Tigers of Tamil Eelam (LTTE) negotiators agreed to work out safeguards to prevent the February-8 type of sea incidents (three LTTE cadres blew themselves up together with an arms-laden trawler off the island of Delft) from happening in the future, agreed to establish three committees in the Eastern Province to address local land and other issues and also agreed to request Amnesty International’s Ian Martin to prepare for discussion a roadmap of human rights issues. The LTTE is reported to have also agreed to work with the United Nations Children's Fund (UNICEF) on an action plan for child soldiers, a Norwegian embassy press release said on February 8.

Security forces were alerted for possible retaliatory strikes after the suicide strike. "There was heavy firing by Tigers at a few places in the eastern province," unnamed local officials were quoted as saying. Reportedly, there was provocative firing of mortars and grenades for about an hour in the Trincomalee district.

The sixth round of peace talks between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) are to be held at Tokyo, Japan, from March 18. Meanwhile, the fifth round concluded at Berlin on February 8 with both the parties agreeing to advance to core political issues at the next round of talks. The government and LTTE also agreed to commence discussions on the fiscal aspects of a federal structure at the next session. Chief Government Negotiator G. L. Peiris told a media briefing that followed the peace talks, "We will be taking up the political dimension for the first time at the next round." Separately, his counterpart in the LTTE, Anton Balasingham, while denying charges of child proscription claimed that children who came to join the outfit were handed over to rehabilitation centres. He also said that the LTTE had returned 350 children to their parents in the last six months and the process was continuing. According to him, "We have worked out an action programme with the UNICEF to ensure there will be no further recruitment of children."

The United States said on February 12 that the recent attempt by the Liberation Tigers of Tamil Eelam (LTTE) to smuggle weapons was highly destabilising and could cast doubts on their desire for peace. As reported earlier, in a serious violation of the cease-fire agreement, three LTTE cadres reportedly blew themselves up in a boat carrying arms and ammunition off the island of Delft on February 8. "The apparent attempt to smuggle arms into Sri Lanka during the course of the peace process was highly destabilising and could call into question the Tigers' stated wish to pursue a negotiated settlement," the U.S. embassy said in a statement. "We urge the LTTE to commit itself fully to peace and desist from arms resupply efforts," it added.

The Government and the Liberation Tigers of Tamil Eelam (LTTE) are expected to discuss fiscal aspects of power sharing at the sixth round of peace talks scheduled to be held from March 18 to 21 in Hakone, Japan. Cabinet spokesperson G.L.Peiris said on February 13 that both sides have laid a solid foundation for political issues concerning the proposed federal system and it was time to take up the economic aspects. "Extensive powers can be given to the periphery but those powers cannot be executed without resources," said Peiris. He said the LTTE is currently analyzing Swiss and German modalities of fiscal policy. LTTE representatives have already traveled to Berlin and Berne to examine how policies are being implemented there. Peiris also said that despite the short session of the last round of talks in Berlin both the parties were able to achieve a significant progress with regard to human rights. On the aspect of child soldiers, he added that the LTTE would be required to permit United Nations Children's Fund (UNICEF) monitors to enter their camps.

A Sri Lanka Army (SLA) personnel, who trespassed into the area controlled by the Liberation Tigers of Tamil Eelam (LTTE), was killed in gunfire near the Forward Defense Line (FDL) in Kilali, Jaffna on February 15. Media reports said the incident took place when women cadres of the LTTE spotted three SLA soldiers hiding within the LTTE-controlled region. While two soldiers managed to escape inside the no-man’s land, the third soldier was killed in the gunfire. The LTTE communicated the information to the Sri Lanka Monitoring Mission (SLMM) members in Kilinochchi and Jaffna district. Following the notification the SLMM officials visited the scene of the incident and on their request the LTTE is making arrangements to transfer the body of the soldier through International Committee of Red Cross (ICRC) to the officials of the government of Sri Lanka.

In a press release on February 16, the Sri Lanka Monitoring Mission (SLMM) said there was the urgent need to have a modern and well-trained police force in the North and the East. The press release said "Using military forces to maintain law and order can be justified during times of war, but is highly likely to lead to unnecessary violence and increased tensions during times of peace". The SLMM also said representatives of Liberation Tigers of Tamil Eelam (LTTE) and the government agreed to allow women LTTE cadres to wear civilian belts while entering or staying in government-controlled areas. They cannot, however, wear military type belts. Non-compliance with these instructions will lead to denial of entry to LTTE cadres in government-controlled areas.

Trincomalee Magistrate S. Thyagendran, on February 17, yesterday enlarged two Liberation Tigers of Tamil Eelam (LTTE) women cadres arrested on February 14, on payment of a surety of Rs.10, 000 each. Meanwhile, the protest campaign launched to secure the release of the two women has been disbanded. The two were arrested by naval personnel at Sampaltivu checkpoint while they were allegedly abducting two school girls of the Sampaltivu Tamil Maha Vidyalaya and taking them over to the LTTE controlled area in Trincomalee. The LTTE, however, claimed the two cadres were engaged in political activities in cleared areas in Trincomalee.

Two unidentified miscreants hurled a hand grenade at the residence of Eelam People's Revolutionary Liberation Front (EPRLF) national organiser R. Thurairatnam on February 17-night, in Galavetikanda area, Batticaloa town. The grenade exploded close to compound wall. There were no casualties in the incident. Issuing a press statement later, Jaffna Municipal Council former member representing EPRLF T. Subathiran said it was an assassination attempt and alleged that the Liberation Tigers of Tamil Eelam (LTTE) was involved in the incident. A cross-section of Tamils registered their protest, on February 19, against the alleged attack on Liberation Tigers of Tamil Eelam (LTTE) women cadres at Manipay on February 12. On that day, Army personnel and Eelam People’s Democratic Party (EPDP) cadres allegedly attacked eight LTTE women cadres with sticks and knives and had forcibly removed their waist belts when they were engaged in political activities. People in various parts of Jaffna district attended work sporting black badges. Also, black flags were hoisted over business establishments, co-operative organizations and vehicles, pro-Tamil sources said. Separately, similar protests were made in several parts of Batticaloa district and a massive procession was reportedly taken out in Batticaloa town. The protestors later submitted a memorandum to additional government agent V. Shanmugam and sent copies to Prime Minister Ranil Wickremasinghe, the LTTE and the Sri Lanka Monitoring Mission (SLMM). Condemning the attack, they said in the memorandum, "If these brutal attacks and violence by the military continue, we will continue our protests and bring all government activities to a standstill."

Prime Minister Ranil Wickremesinghe said, on February 21, he was satisfied with the progress made in the ongoing peace process with the Liberation Tigers of Tamil Eelam (LTTE). He, however, said a final settlement to the protracted ethnic conflict was yet not in sight. Noting that discussions on crucial issues like de-scaling high security zones, resettling displaced persons, power sharing and disarming the LTTE were yet to commence, he said, "We are facing the issues which require more discussions, and which will also face difficulties." He observed that the cease-fire and the peace process have fared "well" for one year and attributed this to the government and the LTTE focussing on what needed to be done at the initial stages of the peace process. The Premier was speaking to a news agency on the eve of the truce between the government and the LTTE completing one year on February 22, 2003.

Seven armed cadres of the Liberation Tigers of Tamil Eelam (LTTE) detained by the Navy in a government controlled area were released on February 22, reportedly following an intervention by the Sri Lanka Monitoring Mission (SLMM), media reports quoting defence sources said. Naval troops had reportedly spotted and detained this group within 10 kilometres west of Kuchchaveli, Trincomalee, earlier on the same day. According to the Navy, entry by the LTTE cadres in a government-controlled area with weapons was a violation of the ceasefire rules. The Navy also alleged that the LTTE cadres had also refused to surrender. However, the LTTE is reported to have counter this claim by the Navy saying the area was well within the LTTE control.

"We are disappointed and dissatisfied at the LTTE's intransigence despite its promises…" SLMM deputy chief Hagruph Haukland told the state-run Daily News. The LTTE said their release had to wait till March 14 and 24, when they be produced before an LTTE "court" for their release.
