According a media report on July 3, the Liberation Tigers of Tamil Eelam (LTTE) has ignored a ruling by the Sri Lanka Monitoring Mission (SLMM) over a camp the group was setting up in the Government-controlled area of Kinniya in Trincomalee. The Army has alleged that the LTTE has not yet moved out nor has it dismantled the construction. Meanwhile, the SLMM branch office in Trincomalee said that they had conveyed to the LTTE on June 30 that the area was under Government’s control.

Former Norwegian Ambassador and special peace envoy Jon Westborg met the Liberation Tigers of Tamil Eelam (LTTE) political wing chief Thamilselvam in Kilinochchi on July 8 reportedly in a bid to revive the currently stalled peace talks between the Government and the LTTE. The talks were unilaterally ‘suspended’ by the LTTE after six rounds in April. ‘Interim Administration’ and possibilities to revive the talks, among other things, were discussed during the meeting. Earlier, Westborg also held talks with the LTTE representatives of the now defunct Sub Committee on Immediate Rehabilitation Need (SIHRN) and the Tamil Eelam Rehabilitation Organisation (TRO).

Thamilselvan during his two-day visit to Vanni on July 11. The SLMM Chief is also due to visit Mullaitivu to meet the LTTE's ‘Sea Tiger’ leader Soosai to discuss, among other things, sinking of the LTTE vessel off Mullaitivu coast on June 14. According to media reports, the Sri Lanka Monitoring Mission (SLMM) chief Tryggve Tellefsen arrived in Kilinochchi on July 14 during his three day visit to Vanni to obtain Liberation Tigers of Tamil Eelam’s (LTTE) opinion over the report the SLMM had forwarded to both Government and the LTTE over the incidents that occur on sea. Tellefsen also met LTTE political wing leader S P Thamilselvan and LTTE Peace Secretariat head S Pulithevan in Kilinochchi. The leaders also discussed, among other things, alleged cease-fire violations by the LTTE in Kinniya and their refusal to abide by the SLMM ruling over construction of camp by it there.

LTTE chief V Prabhakaran had allegedly asked him to pass on such instructions. Official sources have said that the LTTE had killed 33 intelligence operatives, this far, who the LTTE has suspected to be involved in anti-LTTE operations. We need to be in places where the alleged violations have taken place and if the Tigers deny us access, we have to rethink our role". On July 17, during a weekly press briefing in Colombo, Government's chief peace negotiator, G L Peiris informed that the Norwegian special peace envoy, Jon Westborg, has traveled to the Liberation Tigers of Tamil Eelam (LTTE)-held Vanni region to formally handover the set of proposals finalized by the Government to grant more powers to LTTE in North East Province (NEP). The proposal reportedly contains the latest Sri Lankan offer of greater political and financial powers to the LTTE. Peiris also said that the new proposals could form the basis for resuming direct peace talks, which have been deadlocked since April 21, 2003. However, he declined to give details of the Government's latest proposals. The LTTE have been demanding greater political and financial powers in the NEP as a pre-condition to return to the negotiating table.

Sri Lanka Monitoring Mission (SLMM) spokeswoman Agnes Bragadottir, on July 27, said that the Head of the SLMM General Tryggve Tellefsen, who is on a private visit to Norway, will raise the issue of Liberation Tigers of Tamil Eelam’s (LTTE’s) refusal to abide by the SLMM ruling for dismantling the Wan Ela camp with some of the Norwegian facilitators. She said, "We are very disappointed with the LTTE's refusal to abide by our ruling but expecting a response to the letter sent by the SLMM Chief strongly advising the LTTE to reconsider their stance." The issue has also been seen as a violation of the agreement signed by the Government and the LTTE in Hakone, Japan. According to the agreement both parties should honour SLMM rulings.

However, the outfit was simultaneously strengthening its ‘military capability’ as well, he added. He reportedly said, "There is a campaign among Sinhalese that we are modernizing and expanding our armed forces to prepare for war. This is not true. The truth is that we are doing so to sustain our strength in order to protect our own people". He further said that LTTE finds Government’s proposal short of expectations and "We will submit our counter-proposals to the Government, which could satisfy the expectations and reflect the interests of our people. We are prepared to recommence peace talks if the Government accepts our counter proposals."
