This was announced by Defence Minister, Pranab Mukherjee, after an hour-long meeting of the Cabinet Committee on Security in Delhi on January 4. On January 4, six persons, including four Andhra Pradesh Transmission Corporation employees, were arrested near Veltur village in the Mahabubnagar district while they were illegally transporting weapons to be delivered to left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist). The police seized an unspecified number of arms and ammunition, include 1000 cartridges, air rifles, pistols and a Taiwan-made GPS (global positioning system) set from them. Naxalites of the Communist Party of India-Maoist (CPI-Maoist) shot dead a political functionary, Bandla Srinivasa Rao, at Guthikonda village in the Guntur district of Andhra Pradesh on January 11-night alleging that he was a police informer. The action of the Naxalites is reportedly being seen as a counter to the death of a woman sympathiser of the party in Prakasam district on January 8 in an alleged encounter. Protesting the encounter on January 11, CPI-Maoist cadres had blasted a house and left a letter at the spot saying that they would continue to kill activists of the ruling Congress party till the police stopped encounters.

According to a Times of India report, left-wing extremist (also Known as Naxalite) outfit, the Communist Party of India-Maoist (CPI-Maoist), has announced a unilateral cease-fire against the mainstream party, Communist Party of India-Marxist Leninist (CPI-ML). The report said both the organizations have been, for the last several years, engaged in a bloody war in the Magadh and Bhojpur areas of Bihar. A press release issued by the general secretary of the CPI-Maoists said the cease-fire decision has been taken by the CPI-Maoist outfit to stop the loss being suffered by the allies and concentrate on the larger objective of the Naxalite movement and to fight the class enemies. The turf war between the CPI-Maoist and the CPI-ML suited the designs of the landowners and exploiters and as such, the CPI-Maoist has decided to enforce unilateral cease-fire, said the statement.

On January 17 night, the two left wing extremist (also known as Naxalites) outfits, Communist Party of India-Maoist (CPI-Maoist) and the Communist Party of India-Marxist Leninist (CPI-ML Janashakthi) announced their withdrawal from peace talks with the Andhra Pradesh government. Naxalite leaders Ramakrishna and Amar, ‘state secretaries’ of the CPI-Maoist and the Janashakthi respectively, declared they were not keen to continue with the peace talks as the Congress government had deployed the elite Greyhound commando force in the forests to wipe out Naxalites. The joint statement released to the media was signed by the CPI-Maoist ‘State Committee secretary’, Ramakrishna, the ‘North Telangana Special Zonal Committee secretary’, Jampanna, the ‘Andhra-Orissa Border Special Zonal Committee secretary’, Sudhakar, the Janashakthi ‘State secretary’, Amar, and senior leader, Riyaz. "We have seen through the conspiracy of the government to keep us bound by the ceasefire agreement while the police and anti-Naxalite forces run amuck in the forests killing our activists," the statement said.
