Korsa was working as a “Gopaniya Sainik” (Secret agent) for Chhattisgarh Police and was shot in his head from a close range by the Maoists. They also slit his throat. The incident took place when Korsa and his friends had gathered for a New Year party.

At least five Communist Party of India-Maoist (CPI-Maoist) cadres are suspected to have been killed in an anti-Maoist operation, involving Greyhound personnel of Andhra Pradesh Police, Odisha’s Special Operations Group (SOG) and Odisha State Police in Malkangiri District on January 4, reports The Indian Express. Inspector General (IG) of Police, South-Western Range Yashwant Jethwa however said officially the deaths cannot be confirmed as the teams have not recovered anybody. “The operation is still on. There were three encounters in the last 24 hours. We have got information that there have been five casualties from the Maoist side. We can confirm about any casualties only after our teams return from the spot,” said Jethwa, adding that there was no casualty from the police side. He further said the teams recovered several bags and grenades from the spot. Police officials said the operation started following intelligence information that the Maoists led by ‘central committee’ member of the party Ramakrishna alias RK were running training camps at Vejingi and Pingapuram in the cut-off areas. However, Police officials could not confirm if Ramakrishna managed to escape. They, however, said RK was probably addressing a plenary session in the area.

Manturam Pawar who is in Raipur confirmed the incident saying that he and his family were safe as Maoists couldn't barge inside the home. He further said "Maoists attacked my residence at around 8.15 pm on Monday and opened indiscriminate firing at my guards. Though guards retaliated but two of them were severely injured in the incident. As police force rushed to the spot immediately, Maoists couldn't get through the house. My family is safe." The Maoists also fled the spot and took away four Insas rifles, one SLR and 500 rounds of bullets from the injured guards and were on motor bikes.

Bodies were not recovered and the death toll varies from five to seven. However, the Greyhounds have reportedly noticed arrangements like three-tier security, food material, etc. for a gathering of 200 to 300 at Mukkupali and Donkapodar on the outskirts of Bejjanji village where they faced firing from the Maoists. The security arrangements indicated presence of some top most leaders of the party. The top leaders have left the area after attending the meeting before the Police reached the area following a tip off. The Andhra Pradesh Government is planning to raise a tribal Police battalion to take on the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on January 6. The Cabinet Sub-Committee on Naxalite-Left-Wing Extremism (LWE) issue headed by Finance Minister Yanamala Ramakrishnudu has recommended a tribal battalion, staffed by tribal youth from East Godavari, Visakhapatnam, Vizianagaram and Srikakulam, exclusively to counter Maoist insurgence on the Andhra-Odisha-Chhattisgarh border. Plans are afoot to locate the battalion either at Rampachodavaram in East Godavari or Paderu in Visakhapatnam District. The high-powered Committee, which has Deputy Chief Ministers N Chinnarajappa, KE Krishnamurthy and Minister Sidda Raghava Rao as members, wants to go ahead with its plans as the Union Ministry of Home Affairs (UMHA) is keen on a tribal Police force. "The Union Home Ministry has prepared a comprehensive anti-Naxal policy and wants the State Governments to take the lead in the fight against Maoists. We recommended a tribal battalion with the financial assistance of the Centre," said a Minister who is a member of the committee. The Andhra Pradesh Government has been assured 'full' financial assistance by the Centre to raise the battalion, which is expected to cost INR 3000 million in the first phase. The Cabinet Sub-Committee has asked the Government to come out with liberal eligibility qualifications for the tribal youth willing to be part of the battalion. It has further asked the Government to fill 300 vacant Home Guard posts in Visakhapatnam District with tribal youth in order to stall recruitments to Maoist outfits. The Committee has also recommended increasing the compensation for property loss from the present INR One million to full compensation while allotting land to victims of extremist attacks.

Even a day after the exchange of fire, the Police were neither able to confirm the actual number of casualties nor recover any of the bodies to substantiate their claim. Visakhapatnam District Superintendent of Police (SP) Koya Praveen said a Greyhounds squad was able to recover only five kit bags, one grenade and a bundle of 200 newspapers from one of the camp sites. It was a joint operation of the Greyhounds and the Special Operation Group (SOG) of Odisha. A senior officer from the Visakhapatnam Police said that the claim of gunning down the Maoists was made by the SOG. According to Police sources, over 200 members of AOBSZC were camping in the dense forest at Malkangiri since November last week to December 22, for the annual plenary. The Police reportedly had information that CPI-Maoist ‘central committee member’ and in-charge of AOBSZC, Ramakrishna alias RK was also present at the camp.

On the other hand, at least six Communist Party of India-Maoist (CPI-Maoist) cadres have died in the State in the year during exchange of gunfire between the Police and extremists. Speaking at the valedictory session of the two-day annual Senior Police Officers’ Conference on the day, Patnaik, who also is the State Home Minister, said Maoist activities last year were brought under control except in the Districts of Malkangiri, Koraput, Nuapada, Raygada, Nabarangpur, Kalahandi, Kandhamal, Balangir and Baragarh. “These Districts should be in our focus. All possible steps should be taken to counter the Leftwing extremist activities in these areas,” Patnaik said adding that there has been progressive improvement in the overall Naxal (Left Wing Extremist) scenario in the State with respect to frequency of violence, organisational activities, recruitment and mass mobilising by the extremists.

Security Forces (SFs) in Jharkhand on January 8 launched an "all-out operation" against Peoples Liberation Front of India (PLFI)-a splinter group of the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. Though Police did not disclose the details, they said "Operation Karo II" will continue throughout January, 2015. Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA), State's specialized anti-Naxal-[Left-Wing Extremism (LWE)] force Jharkhand Jaguar and District Police will jointly carry out the operation across eight districts. Launching the Operation in Khunti District, Director General of Police (DGP) Rajiv Kumar said "In the past one year, we have run special operations and flushed out Maoists from places they used to consider their strongholds. We have now decided to target PLFI, which is a criminal organization without any ideology and indulges in senseless killings." Police estimate that PLFI has 300-odd cadres engaged in collecting levy from contractors, small industrialists, traders and transporters. A Police report in 2014 said PLFI carried out as many incidents as CPI-Maoist. A police officer said the aim is to catch Dinesh Gope. In September 2014 the State Police had launched 'Operation Karo-I' in which 50 PLFI rebels were arrested while two were killed in Simdega District. "In the two-month long operation over six encounters with the PLFI took place and huge cache of arms was recovered," said a Police officer.

The incident took place when a Police platoon was returning from routine area domination exercise. “Maoists attacked the jawans who were last in the queue after crossing the market place. Bihar Police has claimed that it has been successful in containing Left-Wing Extremism (LWE) in the State with arrests of Maoists and recovery of explosives, reports The Economic Times on January 10. According to the figures released by Bihar Police Headquarters, though there were 105 incidents of Maoist violence in 2014 in comparison to 103 in 2013, only 20 civilians were killed against 36 in 2013. The number of Police personnel who died during such incidents shows a sharp drop to six in 2014 from 25 in 2013. "There were 21 encounters between police and naxals this year against seven such incidents in 2013, and the extremists did not succeed in snatching any arms from our forces. In 2013 we had lost 36 weapons to them," said Bihar Police Additional Director General (ADG) (Headquarters) Gupteshwar Pandey. Pandey said that the Police arrested 354 Maoists in 2014 in comparison to 259 in 2013. The forces also seized 1,785 kg of explosives last year in comparison to 40 kg recovered in 2013. The number of detonators recovered also shot up to 2,181 last year as against 243 in 2013. "This is a big achievement of Bihar Police. It shows the LWE is losing ground," added Pandey.

The video shows a group of 15-20 Maoist cadres doing a practice to bring down a chopper by using its ‘dummy’ with LMGs and small weapons. “Documents detailing Maoists’ nefarious strategies have been seized a number of times...Now it’s clear that the Maoists are conducting such training,” State Additional Director General of Police (ADG), anti-Maoist operations, RK Vij said. The video clip, believed to be shot recently in Sukma, shows a dummy of a flying machine, suspended on a rope tied to trees from two sides. They are trying to regain their glory and also planning to merge the District from North Telangana zone into Dandakarayana zone. According to sources, for the last one week the Maoist teams are moving in Kairiguda, Sonapur and other tribal villages between Tiryani and Rebbena mandals (administrative units) and recruiting people. The Maoist leaders are concentrating on youth who are debt-ridden and lost their crops of cotton, soyabean etc. The teams are frequently contacting the youth and successfully motivating them. In a bid to fight the Communist Party of India-Maoist (CPI-Maoist) menace, tribal people will be recruited directly to the Police force, Kerala home minister Ramesh Chennithala said on January 9, reports The Times of India. Talking to reporters after a meeting with senior police officers in north Kerala, the minister said the decision to recruit adivasis (tribals) directly - for the first time - was taken after considering the suggestions of tribal organizations. "As many as 200 tribals will be recruited as constables in the first phase," Chennithala said. The minister said the Police would be entrusted with overseeing the implementation of development projects in tribal areas. District Police chiefs will hold consultations with District collectors to address issues affecting such areas. "Those helping Maoists directly or indirectly will be closely monitored. Strong action will be initiated against them if there is credible evidence," Chennithala said. Urging the media not to glorify Maoists, he said a meeting of news editors would be held soon. He added that the state would provide protection to cops involved in anti-Maoist operations. Meanwhile, in view of increasing extremist threats in the State, the city Police have decided to create a visual database of possible suspects by recording public events and demonstrations held in Kochi using video and still cameras, reports The Times of India. The intelligence wing of the Police department is reportedly updating the database of suspected activists using video footages and photos following an increase in extremist activism.

He is a local forester. The calls made from a cell phone at the ambush site on the fateful day have been traced to the SIM. The call details recovered from the SIM have revealed involvement of some other people in the incident. Calls made to the SIM had been tipping-off the movement of the Congress convoy in the area, second by second,” a senior Police officer has said. “The forester along with two other local people has been detained for interrogation. We are confident of a major breakthrough in the case after their interrogation,” the Police officer said. In a joint combing operation on January 12, Bihar Police and Central Reserve Police Force (CRPF) personnel arrested four Tritiya Prastuti Committee (TPC)- a splinter group of the Communist Party of India-Maoist (CPI-Maoist), cadres identified as Jokham Singh, Singhasas Yadav, Mohammad Amaluddin and Salya, from Rohtas District and recovered a huge cache of arms, reports The Business Standard. The Security Forces (SFs) recovered two .315 rifles, 13 single barrel guns, a pistol, 78 bullets, two sacks of gunpowder, 55 batteries used in making Improvised Explosive Devices (IED), 21 splitters used in bombs and several kilogrammes of explosive ammonium nitrate on the basis of interrogation of the arrested persons. Rohtas Superintendent of Police (SP) Chandan Kumar Kushwaha said the arrests were made after a two-day-long combing operation in the hilly and forest tracts of the District. At a meeting between Chief Minister Raghubar Das and Union Transport Minister Nitin Gadkari in Raipur, it was decided that Jharkhand will get 11 new roads and complete its pending ones on "mission mode". The State will also get three new bridges. "Prime Minister Narendra Modi believes that to solve the Maoist problem, road network is required," Gadkari said at the high-level meeting, attended by Das, his Chhattisgarh counterpart Raman Singh, other State Ministers and senior bureaucrats. In all, 7,294 km roads in Maoist areas will be constructed with an estimated cost of INR 107 billion in Jharkhand, Chhattisgarh, Odisha, Maharashtra, Madhya Pradesh, Bihar, Telangana and Andhra Pradesh, the eight states the RRP, now in phase-II, covers. Forty-eight bridges have been proposed. "At the meeting, the Ministry agreed on all Jharkhand's proposals worth Rs 640 crore," Home Secretary NN Pandey said.

Mishra reached the CRPF camp at Chandrapur in Rayagada District and met some of the personnel engaged in the anti-Communist Party of India-Maoist (CPI-Maoist) operation. CRPF DG Mishra said there would be a change of strategies to counter the Maoist threat in Odisha. “As part of the strategy, it has been decided that CRPF camps would be withdrawn from the areas where the Maoist activities have declined and redeployed in areas where the red rebels are more active,” Mishra said briefing newsmen in Bhubaneswar, reports odishasuntimes.com. Barring Kandhamal, Kalahandi, Sunabeda and Nuapada areas, Naxal activities in the State are now negligible, he said. “CRPF would take up special measures in the four Maoist-prone areas in the state with special focus on Nuapada district and Sunabeda in Koraput district,” Mishra added. He also informed that CRPF camps would be withdrawn from Mayurbhanj, Keonjhar and Ganjam Districts where the Maoist activities have come down drastically. Work is under way at the Police Stations in Chintapalli, GK Veedhi and Hukumpeta. “At Chintapalli and GK Veedhi, about 80 per cent of the work is over. At Hukumpeta, we are midway through. They should be ready in a couple of months,” said Superintendent of Police (SP), Visakhapatnam, Koya Praveen. Six other Police Stations had been identified and work would commence shortly, he added. The District Police have already spent INR 20 million to modernise and upgrade the infrastructure at GK Veedhi and Sileru Police Stations. “At most of our Police Stations in the Agency areas, especially those near the AOB, we maintain a contingent of para-military force. Modernisation has been done to provide a good ambience for their living,” said Dr. Praveen. The District Police are also assisting contractors appointed by the administration to lay roads in the interior areas by providing them security. “Infrastructure building, especially road connectivity, plays an important role in reducing the influence of insurgents in the tribal hamlets,” the SP said. In the first phase, a 7-km road is being laid from Annavaram to Rallagedda in Chintapalli mandal (administrative unit). Later, it will be linked to Korukonda, covering a distance of about 30-km. On formation of a tribal battalion to tackle the Maoists, the SP said, “As of now, there is no information available with us on this matter. But, we have sent a proposal to recruit about 200 tribal people under the Home Guard scheme. Sources said the Intelligence Bureau (IB) is unhappy with the manner in which the surrenders are taking place and has discussed the same with the Central Reserve Police Force (CRPF), the force entrusted with the mandate of combating Maoist insurgency. The matter has also been taken up with the State authorities. Sources said the IB has found that several incidents of surrenders were fake. "In many cases, it has been noticed that those who surrendered were either not Maoists or were sympathisers a long time ago," said an official. The report also pointed to a peculiarity that almost all these surrenders were without turning in a weapon. "This is an indicator that those surrendering are not real Maoists," an official said.

Jharkhand Chief Minister Raghubar Das on January 16 said his Government will "rise to the challenge" posed by insurgents and "decimate extremism and Communist Party of India-Maoist (CPI-Maoist) violence in the state within six months", reports Zee News. "Law and order and security in the country is the first priority of Prime Minister Narendra Modi. The Jharkhand government will rise to the challenge posed by Maoists. We will decimate extremism and Maoist violence in the state within six months," Das said. "The 'Karo - 2' operation against the Maoists is already going on. Chhattisgarh Chief Minister Raman Singh has sought an additional fund from Centre for modernisation of Police in the Naxal-hit State and also demanded a special category status for the State, reports dnaindia.com on January 20. "CM Singh had urged upon the need of special assistance from Centre to take on the Maoist problem during the meeting of Central Zonal Council at Lucknow yesterday [January 19]," said an official statement issued in Raipur on January 20. Sixteen out of 27 districts in Chhattisgarh are affected by the left wing extremism (LWE) and seven of them are worst-hit. Chhattisgarh should be accorded special A category status like that of J & K and north-eastern states so that it would receive 90 per cent of assistance from Centre and arrange abundant resources to combat menace of Naxalism, he said. Till June 30, 2014, Chhattisgarh had spent 3,500 crore on the deployment of central paramilitary forces in the state. Centre should bear this cost henceforth so that the state would get rid of the burden, he said. Emphasising on the need to ensure security to infrastructure projects like roads, bridges, railway track and other mega projects in Maoist zone, Singh also urged to include expenditure on deployment of security personnel for such development works in the project cost. The strength of the Police personnel in the state has reached to 68,354 which was 22,549 in 2000 when Chhattisgarh was founded, he said briefing about the status of Police department. The number of Police Station has jumped to 424 from 298 while Police outposts have increased from 57 to 107 during this period, he said. In past 11 years, eleven new Districts have been formed while as many armed forces battalions have been sanctioned, he said.

Divisional Security Commandant (DSC) Kumar Nishant said the demands have been made through a letter sent to Divisional Railway Manger’s office through post and signed by one Ramji Sahni, who claimed to be the ‘area commander’ of the Maoist Community Centre (MCC). “Apart from Rs 1 crore cash, Sahni has demanded 50 rifles, 50 self loading Rifles, 50 carbines and 3,000 bullets and has threatened to blow rail tracks between Motihari and Paniahwa stations,” Nishant added. In posters and pamphlets posted in different parts of Bastar in Chhattisgarh on January 22, the Maoists termed the U.S. the “biggest expansionist force” and “enemy of people all over the world.” A press statement issued by the South Regional Committee of the CPI-Maoist appealed to the people to fully support the bandh (general shutdown strike) call. It said Prime Minister Narendra Modi and Obama “will push a capitalist agenda which will result in the exploitation of the common public.” It warned that Obama and Modi would work “towards bringing maximum Foreign Direct Investment [FDI] in insurance, banking, mining and defence sectors” and feared that the “maximum number of pacts inked by the two leaders would be related to FDI.” The Maoist outfit called for all disadvantaged sections to unite against the “capitalist and expansionist” policies of the “Hindu government” at the Centre. Intelligence assessments point at Maoists re-entering the region from where they had been painstakingly pushed out by concerted effort from State Police and Central Forces towards the close of the 2000 decade. Sources said much of the Maoist activity has been found to be initiated in districts bordering the new Andhra Pradesh. "CPI Maoist has even formed a ‘special zonal committee’ and movement of cadres has been spotted. Significant Maoist activity has been reported from districts such as Bhadrachalam in Telangana," said a security establishment officer. Sources said the haphazard division of the State has led to many local issues cropping up in the bordering districts which Maoists are leveraging. "Several villages in the bordering districts have been arbitrarily exchanged between the two states without thorough consultation with stakeholders and residents. This has led to suffering and discontent which Maoists are fishing into. They were any way looking at the separation of the state as an opportunity to resurrect themselves in an uncertain administrative atmosphere. The initiative, however, will benefit only selected adivasi families. In Kollam District, out of the 1550 tribal hamlets only 393 have been chosen. Most of them are from rehabilitated tribal colonies while some belong to the Malampandaram and Vedar communities. District Panchayat president S Jayamohan said that the decision was taken at a recent high-level meeting held in Thiruvananthapuram. In the first phase, kits comprising rice, lentils, oil and chilly powder, will be distributed only for 15 days and only one member of a family will be the beneficiary, said Jayamohan.

"The preparations have been made for the first phase of polling for posts of 145 zila panchayat members, 1,134 janpad panchayat members, 4,163 sarpanch and 36,745 panch," said secretary, state election commission, I R Dehari. "The polling parties are on the way to destination amid tight security," he said. The elections would decide the fate of 1,22,384 candidates. Of the total 55,53,149 registered voters, 27,99,756 are males and 27,53,393 females while there are 11,884 polling stations for the first phase, he said. While 3,916 polling stations have been identified as sensitive, 1,670 have been identified as hyper sensitive. Helicopters will be used to ferry polling staff to some hyper¬sensitive stations. The polling time in the insurgency¬hit Dantewada, Sukma and Bijapur and Jagdalpur, Lohandiguda, Bastanar and Darbha blocks of Bastar district, Antagarh, Kayalibeda, Bhanupratappur and Durgukondal blocks of Kanker district, will be from 6.45 AM to 2 PM because of Naxal threat, and from 7 AM to 3 PM elsewhere. The next phase is scheduled for February 2. Paper ballot will be used for the voting. Maoists have asked the villagers to either support their candidates or boycott the elections. According to Police, the Maoists recently held meetings in the interior areas of Sukma, Dantewada, Bijapur and Narayanpur Districts.

The office of the National Highways Authority of India (NHAI) at Kalamassery in Kochi of Ernakulam District was vandalized by unidentified miscreants claiming to be affiliated to the Communist Party of India-Maoist (CPI-Maoist) on January 30, reports The Hindu. Police said there were no eyewitnesses to the incident. The building also does not have any CCTV cameras. “A woman who works as a sweeper at the office arrived around 7 a.m. and left by 8.30 a.m. As usual, she left the building unlocked for a member of staff who arrived around 9.15 a.m.,” said Kalamassery Circle Inspector of Police C.J. Martin. The man informed higher officials and the Police when he found smoke coming out of the office and a few files lying on the floor in flames. The attackers left pamphlets protesting against the acquisition of land for the National Highway expansion and privatization of public organizations. The pamphlets claimed that the attack was carried out by CPI-Maoist. ‘CPI-Maoist’ was also scrawled in black letters on the walls of the office.

Joseph and Sipren are natives of Sanbalichor under K.Balang Police Station, while Panalal is a native of Tirlakuch under Gurundia Police Station in the District. All the three cadres had joined the Maoist organisation in the year 2009. Joseph was involved in a murder case and landmine blast while Sipren and Panalal were also involved in many acts of violence. The decomposed body of a ‘sub-zonal commander’ of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), who was killed by a young member of the rebel outfit on the night of January 16, was recovered from Sauka forest in Itki, around 25 km from Ranchi District headquarters, on January 31, reports The Telegraph. Bikas Oraon (18) had crushed Samdhad aka Maulvi, to death with a stone in his sleep because the PLFI leader was not willing to let him go so that he could appear for his matriculation examination. Police came to know this after arresting Bikas, a resident of Gadri village in Bero who joined the PLFI some three months ago, yesterday. They found four fire weapons and 68 live cartridges from his possession.
