A senior Bhutanese Foreign Ministry official in the capital Thimphu also denied, on January 7, such an incident occurred anywhere inside the kingdom. Foreign Ministry Assistant Director Doma Tsering said, "I can confirm that troops of the Royal Bhutan Army are engaged in intensive patrolling on the Bhutan-Assam border, in the vicinity of the Manas reserve, but we have no reports of any shootout between Indian rebels and our security forces."

A media report indicated that Bhutan has launched a crackdown on its nationals suspected to be aiding Northeast-based terrorist outfits. Bhutan’s Ambassador in India Dago Tshering said, on January 21, his country wants terrorists of the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) to withdraw peacefully from the kingdom. However, it has also taken steps to restrain their activities. He said, "We want the insurgents from Assam to pull out of our country as soon as possible and we are putting pressure on them by choking the supply routes." He also informed at least five Bhutanese were arrested in the Southern district of Samdrup Jhongkhar alone on the charges of aiding ULFA terrorists. He was talking to a Guwahati-based daily during a three-day visit to Assam.

The Foreign Ministers of Bhutan and Nepal expressed their satisfaction with the progress achieved at the end of the two-day 12th Ministerial Joint Committee (MJC) meeting in Kathmandu on February 7, Kuensel reported on February 9. The MJC discussed the resumption of the work by the joint verification team (JVT) to find an early and lasting solution to the problem of the people in the refugee camps in Nepal. The 12th MJC harmonised the positions of the two governments on the four agreed categories of the people in the camps. In a joint press release in Kathmandu both the ministers expressed their firm commitment to arrive at a "lasting solution" to the issue of refugees through bilateral process. It was also agreed that the JVT would resume its work in Bhutan from February 24 to undertake the work of categorization and that the next MJC meeting would be held in Bhutan from March 24. Views were also exchanged on several other areas of mutual interests.

According to a report of March 16 in Kuensel, security is being tightened to protect life and property in south-eastern Bhutan. The move was initiated after ‘national security coordination meetings’ were held in different parts of the area. Home Minister Lyonpo Thinley Gyamtsho and Royal Advisory Council Chairman Dasho Rinzin Gyaltshen held separate meetings with gups (village headmen), mangaps (government officials) and hundreds of resoops (traditional watchmen) to discuss their responsibilities in ensuring security. They visited numerous installations and service facilities and met with people living in areas affected by Indian terrorists. They are expected to submit a report soon to the Cabinet.

According to reports on May 19, the Bhutan Government is raising a ‘counter-insurgent force’ to tackle Indian terrorist outfits on its soil. The reports have indicated that the Government has initiated a move to enlist ‘volunteers’ for the purpose. The King Jigme Singhye Wangchuk reportedly said, "When the security and sovereignty of our country is under threat, the true sons of the soil must step forward and not wait to be called upon to serve their country." According to Dozin Batoo Tshering, a spokesperson of the Royal Bhutan Army, approximately 800 men, aged between 18 and 45 years, were ready to join the ‘militia force’ from Paro district of Bhutan. Assam–based United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), and an outfit active in West Bengal, the Kamatapur Liberation Organization (KLO) maintain their base camps in Bhutan. Bhutan had earlier asked these outfits to vacate its territory by June 30, and had also warned that in the condition of non-compliance the Government might use force to remove them.

Bhutan is opposed to the involvement of the United Nations High Commissioner for Refugees (UNHCR) in the repatriation process of the Bhutanese refugees living in Nepal. The UNHCR’s Country Chief Abraham Abraham stated this during an interview in Kathmandu on July 16. Earlier, a joint verification team of Nepal and Bhutan had identified that only 2.4 per cent of the approximately 100,000 Bhutanese refugees are genuine.

A Kuensel report of August 9 quoting a Foreign Ministry communiqué said that the 15th Ministerial Joint Committee (MJC) meeting between Bhutan and Nepal, originally scheduled to be held from August 11 to 14, would now be held after conclusion of the 81st Bhutanese National Assembly. The meeting has been postponed reportedly in the wake of reorganisation taking place in their respective Foreign Ministries. The MJC meeting is expected to reach an agreement over the verification, categorisation, and repatriation of the refugees not only of the Khudunabari camp but also staying in other camps in Nepal.

The visiting King of Bhutan, Jigme Singye Wangchuk has reportedly said that leaders of United Liberation Front of Asom (ULFA), the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO) would be invited for talks by Thimpu to discuss the removal of their camps there. The Bhutanese National Assembly in October 2003 had also taken a decision in this regard. The three terrorist outfits are active in the Northeastern part of India and also in the State of West Bengal and are believed to have together more than 30 camps in the jungles of southern Bhutan. A press release from the Bhutan Embassy in Delhi on September 15 said, "He (the King) said that so long as the Government of Bhutan and the Government of India work closely together, and so long as Bhutan has the goodwill, friendship and support of India, he was confident that the problem can be resolved in the near future."

He further said, "In the last few years we have heard Bhutan reiterating its offer to hold talks with the separatists without any desired results. Only offers will not help unless some action is shown by Bhutan." The Bhutanese Prime Minister Lyonpo Jigmi Thinley stated in Thimpu on December 15 that the Royal Bhutanese Army (RBA) has commenced operations to expel cadres of three terrorist groups active in India’s Northeast from their camps that were spread across Bhutan’s southern region, from Diafam in the east to Samtse in the west. Quoting Thinley, the Kuensel said that troops were able to overpower the ‘central command headquarters’ of the United Liberation Front of Asom (ULFA), located at Phukaptong in Samdrup Jongkhar. The Premier said, "It is common knowledge for the citizens of Bhutan and, indeed, the people of Assam and West Bengal, that the royal government has exercised extreme patience and tolerance for a peaceful solution… It is, therefore, regrettable that the three groups refused to leave peacefully." Apart from the ULFA, the National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) have camps in Bhutan. In the ongoing RBA offensive, 16 ULFA terrorists, including ‘captain’ Rahul Datta, were reportedly killed at ULFA’s Deothang camp on December 15. Several other cadres are reported to have been injured in the operation.

Yeshey Dorjee, Director in the Bhutan Foreign Ministry, was reported to have said, "We are not prepared to believe them (ULFA) on their call for a ceasefire and our battle will continue till the end result of flushing them out from our soil. We are prepared to face consequences." The terrorists were reportedly offering resistance in areas north of Samdrup Jongkhar, which had the biggest concentration of these groups.
