Arunachal Pradesh Home Minister Tako Dabi asked for Assam Government’s help for conducting joint counter-insurgency (CI) operations to flush out United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants taking shelter in forests along the inter-State border, reports Telegraph. He said the Arunachal Pradesh Government had expressed concern over the heightened activities of the ULFA and NDFB in six Districts of the State: East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare. The Minister said the State Police had launched three offensives in a span of two months to drive out militants from the forests of these Districts. “The security scenario in Tirap and Changlang has showed signs of improvement with the recent surrender of NSCN rebels in Khonsa. However, the situation in East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare remains a concern because of the presence of Ulfa and NDFB militants,” the Minister said. “As the home minister of Arunachal Pradesh, I prioritised the matter with urgency and sought help from Assam chief minister Tarun Gogoi to destroy the hideouts in the districts,” Dabi said. “Gogoi assured all possible help from his side and considered a joint strike involving the forces of both the states and the army to tackle the rebels,” the Minister said. Dabi said he had recently toured Mebo and the adjoining areas of East Siang besides Likabali area of West Siang, where the NDFB and ULFA rebels were carrying out extortion activities, for taking stock of the situation. He said the cadres of these outfits were also smuggling timber from the forests in Seijosa of East Kameng and the Balijan area of Papum Pare District. The Home Minister said the Security Forces in Lohit, Upper and Lower Dibang Valleys, which have been the transit routes of ULFA cadres, had been put on high alert. “The substantial presence of Ulfa cadres in East Siang, West Siang, Upper and Lower Dibang valley districts besides movements of NDFB militants in belts of Papum Pare and East Kameng districts have raised security concerns in the state. We are trying our best to tackle the menace,” Deputy Inspector-General of East Range Tashi Lama said. An unnamed Police officer in East Kameng District said NDFB cadres had intensified extortion activities and set up camps in Seijosa. He said the fact that a suspected NDFB cadre was shot dead in a joint operation in the Khanamukh area under Missamari Police Station of Sonitpur District in Assam bordering East Kameng District on January 5 indicated that the Ranjan Daimary faction was quite active in the area.

According to Assam Tribune, the Union Government has ruled out the possibility of the United Liberation Front of Asom (ULFA) maintaining permanent camps in Arunachal Pradesh. “There is no report of any permanent camp of the ULFA in Arunachal Pradesh, although there are reports of some activities of ULFA in the State,” said Union Minister of State for Home Affairs M. Ramachandran in Rajya Sabha (Upper House). In 2009, Assam recorded 424 incidents, marking an increase over 2008, when 387 incidents took place. However, killing of civilians had declined last year with 152 deaths, while in 2008, 245 civilians fell to bullets of insurgents, he added. Manipur continued to lead the table, with the State recording 659 incidents last year, which was marginally less than the previous year, when 740 incidents were recorded.

Chidambaram would make an aerial survey of the India-Myanmar border along Arunachal Pradesh on April 3, fuelling speculation that a joint operation against Northeast militants based in the neighbouring country is on the cards. He would visit Arunachal Pradesh on April 1 during which he would also visit Tawang, Tirap, Changlang, Lower Subansiri and Papum Pare Districts to take stock of the situation along the China-India and India-Myanmar borders. Cadres of United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) are said to be hiding in the forest camps in Myanmar’s Sagaing division where the National Socialist Council of Nagaland–Khaplang (NSCN-K) has its headquarters. Source said Chidambaram would address a high-level security meeting with officials of the Army and other security agencies on April 3 after visiting Tirap and Changlang Districts, which border Myanmar, and have been affected by insurgency in an otherwise peaceful State.

The Union Government decided to launch a full-scale operation against both the factions of the National Socialist Council of Nagaland (NSCN) in Tirap and Changlang Districts of Arunachal Pradesh. This decision was taken during the recent visit of the Union Home Minister P. Chidambaram to Arunachal Pradesh. Official sources said that the main purpose of the visit of Chidambaram was to assess the situation on the ground following reports of disturbance in Tirap and Changlang Districts. Sources further said that though Arunachal Pradesh is a relatively peaceful State, activities of both factions of the NSCN became a matter of serious concern. The cadres of the NSCN factions are indulging in large-scale extortions, abductions, etc. in the two Districts, while there have been reports that the NSCN cadres also forced local youths to work for them. Sources said that though the cadres of United Liberation Front of Asom (ULFA) and anti-talk faction of the National Democratic Front of Bodoland (NDFB) also visit Tirap and Changlang Districts from time to time, their activities have not caused much concern as yet. “The ULFA and NDFB use the area for tactical retreat whenever pressure is mounted on them in Assam and though there were some reports of the members of the groups indulging in extortions, they have not created much trouble in the area so far. Moreover, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), which is demanding inclusion of the Districts in the ‘Greater Nagalim’, has a stake in the area, which the ULFA and NDFB do not have,” sources added.

Arunachal Pradesh Home Minister Tako Dabi said that there were definite intelligence inputs about ethnic guerrillas of the Kachin Independence Army (KIA) from adjoining Myanmar infiltrating into the State’s Changlang District in recent weeks, reports Sentinel. “We have already launched a military operation to drive out the KIA rebels, although we don’t have any immediate information of them setting up bases in our state,” Dabi said. The Home Minister said the KIA controls large part of northern Myanmar - a region where up to a half-a-dozen Indian separatist groups from the restive Northeast have well entrenched bases under KIA’s direct patronage. “We cannot allow the KIA to stay here for long as it could have dangerous ramifications in the long run as Arunachal Pradesh does not have any home grown terror groups, but the State is becoming a hot bed of imported terror groups. We are also trying to find out if the KIA is trying to become close with the National Democratic Front of Boroland (NDFB) of Assam to help them shift bases to Myanmar and China,” the Home Minister further said. The Home Minister added further that two of Assam’s main militant groups, NDFB and United Liberation Front of Asom (ULFA), besides National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland- Khaplang (NSCN-K) of Nagalnd, have presence in Arunachal Pradesh.

The Home Minister said that both the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and NSCN-K have stepped up their activities in some pockets of Tirap District, bordering Nagaland and Assam. “At present, the state government is not planning any offensive against the NSCN or any other militant groups in Tirap and Changlang districts. We have requested the Centre to involve Assam, Meghalaya, Manipur, Nagaland and Arunachal Pradesh in a discussion before deciding to launch any offensive against them. We have also appealed to both factions of the NSCN to stop abducting people from the Longding, Pumao and Wakka circles of Tirap district,” Dabi said. He indicated that though Union Home Minister P. Chidambaram had asked for “zero tolerance” against the NSCN cadres operating in Tirap and Changlang, the State Government was not going to launch any strike unless there was any specific instruction from the Centre to carry out such operations.

A new outfit, Arunachal Naga Liberation Front (ANLF), has emerged in the Tirap District in May 2010, reports Telegraph. The National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has already been active in the District. The National Socialist Council of Nagaland-Khaplang (NSCN-K) also brought in heavily-armed members of Myanmar-based outfit Kachin Independent Army (KIA) to gain an upper hand over its rival group in December 2009. Confirming the launch of the ANLF in the Paniduria area of Tirap in May, a Police source on June 13 said that the outfit was holding a training camp in the District under the supervision of a self-styled ‘sergeant major’ who was a former cadre of the NSCN-IM. Source said, “The outfit has started sending extortion notes to politicians and the business community in the District. We are trying to find out if there is any possible link between the Khaplang faction of the NSCN and the ANLF.” The official said with the NSCN-K taking the KIA’s help and recruiting more youths in Changlang along with the emergence of the new outfit in Tirap District only indicate that the situation will turn more volatile in the days to come.

Tinsukia Superintendent of Police Diganta Bora told that the two United Liberation Front of Asom (ULFA) cadres, Amjad Chetia and Akon Moran, had teamed up with a heavily armed ULFA group after roaming around with the AK-series rifles and other arms and ammunition they had fled with for some time, reports Telegraph. The Police had later confiscated all the arms at the designated camp. Both had fled the designated camp of the pro-talks faction of the ULFA at Kakopathar in Tinsukia District in early 2009 have become the latest challenge for Security Forces (SFs) in the District and along the Assam-Arunachal Pradesh boundary. ULFA has suddenly become active in Tinsukia District, the latest being targeting the tea industry for money, sources in SFs and intelligence agencies said. Through these operations, the anti-talks group is trying to make its presence felt, they added. The meeting of the Unified Command drew up an elaborate strategy with some re-adjustments and redeployment of, SFs a Police official said. The SFs identified certain zones like the Tarani-Sikorajan-Kenduguri-Mohong-New Mohong-Maithong-Betoni as the focal points for their operations as intelligence agencies have reported frequent movement of the ULFA group in these areas.
