Activists set ablaze a motorcycle, damaged a car and an attempt was made to burn down the Bamunigaon panchayat office in Rabha-Hasong Autonomous Council (RHAC) areas during a 36-hour Bandh (General Strike) in Goalpara and Kamrup Districts. The strike was called by 34 organisations, led by All Rabha Students Union (ARSU), demanding elections to the Autonomous council and cancellation of the state panchayat elections declared last month. Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

A Policeman was injured when supporters of the 36-hour Goalpara District bandh (general strike) clashed with the Police at Pancharatna under Kharmuja Police outpost on March 19, reports The Telegraph. Officer-in charge of Kharmuja Police Outpost, Marmuj Ali, was injured when nearly 500 strike supporters staging a blockade on the road allegedly attacked the Security Forces (SFs). The situation turned violent when the Police tried to clear the road for vehicles. The supporters then attacked a Tata Sumo at Pancharatna about 300 metres away from Naranaryan Setu and set it ablaze. The driver of the car was also injured in the attack. Protesters also set ablaze a truck at Kumri area in the District. Police later had to fire blank shots in the air to disperse the mob. With the arrival of additional SFs and senior Police officials, a semblance of normalcy returned. The bandh was called by non-Rabha and non-tribal organisations under the Non-Rabha Co-ordination Forum (NRCF) to register its protest against the inclusion of non-Rabha and non-tribal dominated villages in the Rabha Hasong Autonomous Council (RHAC). They demanded the exclusion of the names of 394 villages dominated by non-Rabha, non-tribal and Garo population from the draft of villages in the council, the preparation for which is under way.

The Rabha National Liberation Front’s (RNLF) 24-hour bandh (shutdown) paralysed life in the Rabha Hasong Autonomous Council (RHAC) areas on July 13, reports The Telegraph. A passenger vehicle and a two-wheeler were set ablaze near Dabli in Goalpara District. Sources in Dudhnoi Police Station, however, said the vehicle was torched before the bandh started at 6am.No untoward incident was reported in Kamrup District. The Bodo Coordination Committee called the strike demanding reservation for Scheduled Tribes in the Rabha Hasong Autonomous Council (RHAC).“We are not against the Rabha Hasong Autonomous Council. But we want all tribes living in the area to get the opportunity to send their representatives to the council. We were surprised when the state election commissioner declared the list of the council’s constituencies twice in a day,” said Kanishka Hazowary, ‘president’ of BCC.“When the state election commissioner declared the first list, we accepted it because 25 of the 36 constituencies were reserved for Scheduled Tribes and the rest 11 were general. But no seat was reserved in the second list declared that day. This compelled us to call a 12-hour Goalpara district and Kamrup district bandh,” he added.

The GNC has also called an indefinite strike demanding the exclusion of non-Rabha villages from the council area. Three lower primary schools, Dhupdhara, Tarengthop and Khardang, were also attacked on October 20. The Non-Rabha Co-ordination Forum (NRCF) and the All Assam Non Tribal Students' Union (AANTSU) have called the bandh in Goalpara and Kamrup Districts in protest against the announcement of elections to the Rabha-Hasong Autonomous Council (RHAC) without excluding the non-Rabha villages from the area. In another incident, goons attacked some daily labourers of a rubber garden at Bhalukdubi while they were at work. ‘Secretary’ of AANTSU, Altaf Hussain, said, “We have no objections against the council elections but we can never support the polls if the non-tribal villages are not removed from the Rabha Hasong area. If the villages are not deleted then the non-tribals will live as second-class citizens in the Rabha Hasong Autonomous Council, which we can never tolerate. Moreover, in some villages of the council, non-tribal citizens have been denied the right to vote. Therefore, we will go to any length to stop the council election ”.

The Non-Rabha Co-ordination Forum (NRCF) and the Non-tribal Students’ Union (NTSU) will start a “civil disobedience movement” in Goalpara and Kamrup Districts from October 27, reports The Telegraph. The president of the forum, Sahjahan Ali, said, “The Assam government is not listening to the demand of the non-Rabha people and forcefully holding elections to Rabha Hasong Autonomous Council [RHAC] without excluding non-Rabha villages. So we will start a civil disobedience movement from tomorrow”. He said their programmes were manifold and warned that the movement could turn “more violent”. “Our supporters may block roads, railway tracks and post pickets in front of offices. The government will be responsible for any untoward incident,” Ali warned.
