Security Forces (SFs) on March 16 arrested a Dima Jadi Naiso Army (DJNA) militant, Thomas Daulagapu, from upper Mahandijua village under Manja Police Station in Karbi Anglong District, reports Nagaland Post. In a confessional statement given to Manja Police, Thomas Daulagapu revealed that around 30 DJNA cadres were receiving training in NSCN-K camp. The arrested cadre told Manja police that DJNA was to pay a huge sum to NSCN-K for “imparting training and arming the group.” The arrested cadre admitted that the newly formed outfit was also active in Karbi Anglong and Dima Hasao district for collecting fund by “means of extortion.” Thomas said a former Dima Halam Daogah (DHD) cadre Runit Jidung engaged him to send out extortion notices to various individuals and organizations. He revealed that Runit was supposed to receive 20% of the total collection. Thomas also mentioned that the chief aim of DJNA was to form a separate state (Dimaraji) for the Dimasa community on the lines of the disbanded DHD.

United Kukigam Defence Army (UKDA) has claimed that they are dismayed over the Government’s backtrack attitude on the peace proposal of Kuki community of Karbi Anglong District. UKDA ‘general secretary’, Alex Kuki said the government had assured that the cadres will be provided the necessary needs during their stay inside the designated camp, but in reality Government has done “little”. According to UKDA ‘defence secretary ‘, Martin Kuki Government assistance of INR 300,000 to 150 cadres hardly solved the problems of the defenceless Kuki youths inside the designated camp. UKDA demanded police protection and humanitarian aid.

A statement issued by the ‘information secretary’ of KRA-A, Chungngam Lhangum alias Rex cautioned all concerned never to be misled by one Letjang Thangeo and his comrades while also urging the people not to associate with them. The Hill State Democratic Party (HSDP), a party fighting for a separate state constituting Karbi Anglong and Dima Hasao Districts, announced a 100-hour bandh (strike) starting August 5 in Dima Hasao District, reports Times of India. "Earlier, Karbi Anglong was also under the purview of the proposed 100-hour bandh. However, given the volatile situation the district is facing at present, it has been decided that Karbi Anglong would not be included in the agitation programme," said HSDP District president, Suraj Naiding on August 4. Apart from HSDP, the Dimasa Students’ Union (DSU), Dimasa Women’s Society (DWS), Karbi Students Association (KSA), are also supporting the bandh. Although the strike will remain within the limits of Dima Hasao, statehood protesters in Karbi Anglong will extend full support to them, the HSDP functionary said.

Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

"Further, the susceptibility of lower Assam areas and Karbi Anglong region of the state to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, the increasing targeting of non-Manipuris in Manipur are also areas of considerable concern," Manmohan Singh said. The Shillong Times reports that Prime Minister Manmohan Singh has, on November 23, for the first time, raised concern over the prevailing insurgency scenario in Garo Hills areas in Meghalaya and other parts of the Northeast, which he said has created a very complex situation ahead of the Lok Sabha elections due early next year. “Garo insurgency in Meghalaya is an area of considerable concern,” Singh said, while addressing the annual Director General of Police/Inspector General of Police (DGP/ IGP) conference. The security situation in the North-East continues to remain complex, with insurgency, extortion and agitations being the main disruptive elements, the Prime Minister said. Further, the susceptibility of Lower Assam areas and Karbi Anglong region of the State to ethnic and communal tensions, the growing mistrust between tribals and non-tribals in Bodo areas, the Garo insurgency in Meghalaya, increasing target of non-Manipuris in Manipur area are also cause of concern, he said. But persistent efforts on the part of the Government have resulted in considerable progress in dialogue with insurgent and ethnic separatist groups, he noted. “We need to tackle all these issues with collective resolve and firm determination,” he added. Union Home Minister, Sushilkumar Shinde, who inaugurated the conference on November 22, too, was hassled over the rising militancy in Garo Hills region of Meghalaya.
