The Assam government ordered a magisterial enquiry into the killings of five Nepali villagers during an encounter in Kokrajhar district on February 2. Meanwhile, several Nepali groups such as the All Assam Nepali Students Union (AANSU) and the Assam Gorkha Sanmilan (AGS) alleged that it was a ‘fake encounter’ They demanded an immediate judicial probe into the incident and demanded Rs 10-lakh as compensation to the victims’ family members. AANSU and AGS have given a call for a 12-hour Kokrajhar district bandh on February 5 to protest against the killing. The All Bodo Students Association (ABSU) has also extended support to the bandh.

A news report said on February 19, that there is the possibility of a serious law and order problem in Assam if the government fails to take non-Bodos into confidence over the issue of forming the Bodoland Territorial Council (BTC). This follows a protest rally held by non-Bodo residents of the proposed BTC areas on February 19 against the formation of Bodoland Territorial Council (BTC). In the rally organized by the Sanmilita Janagosthiya Sangram Samiti (SJSS), a platform of eighteen non-Bodo organizations, participants resolved to launch a "do or die" agitation against the formation of the BTC. Their fear is said to be based on the perception that the Bodos, only 18 per cent in the proposed Council would rule over the non-Bodo majority. According to the report, Bodo organisations have collected ‘Bodoland tax’ from non-Bodo residents in the past and the latter fear intensification of this collection after the formation of the BTC. The Non-Bodos in the region have also alleged that Bodo organisations are planning an ethnic cleansing in the future.

The 36-hour agitation called by the Sanmilita Janagosthiya Sangram Samiti (SJSS), a co-ordinating body of the 18 non-Bodo groups, from March 9, in lower Assam districts––Barpeta and Darrang––to register protest against the proposed Bodoland Territorial Council (BTC) disrupted rail and road transport, reports said on March 10. The report added that some security force personnel were also attacked during that period and their vehicles were burned. However, SJSS chief convenor Brojen Mahanta said the protest was not directed against Bodo groups such as All Bodo Students’ Union (ABSU) and the Bodo Liberation Tigers(BLT). Meanwhile ABSU advisor U.G. Brahma reportedly alleged the State government of supporting the SJSS-agitation. He said the police was also ‘seen stopping trucks and other vehicles’.

Continuing with their opposition to the State government’s decision to create Bodoland Territorial Council (BTC) under the Sixth Schedule of the Indian Constitution, consisting of the Bodo dominated areas in the parts of lower Assam, representatives of non-Bodo inhabitants in the area staged a protest in Dispur, on March 26, under the leadership of Sanmilita Janagosthiya Sangram Samiti (SJSS), a coordinating body of 18 such groups, said media reports. 50 of the protestors are also reported to be injured when the police resorted to lathicharge. Police said the mob had gone out of control. The SJSS convenor, Phani Medhi alleged that many non-Bodos from lower Assam were not allowed to join the protest by the district administration and the Bodo Liberation Tigers (BLT), reports also said. The subsequent meeting of the State Minister of State for Home, Pradyut Bordoloi could not reach any agreement with the SJSS leaders, the reports added.

Subsequent to the meeting in Guwahati with the All Assam Students’ Union (AASU) Rabi Ram Narzary said, on April 9, that the non-Bodos are not a party to the negotiations as regards the creation of Bodoland Territorial Council (BTC). He said, ’The ABSU has failed to understand the need for holding talks with the non-Bodos for the creation of the BTC’ . While talking to the media persons he also said that the BTC is a ‘justified’ demand of the Bodos. Since, during the Assam Accord the Union government had not consulted with any other group than the All Assam Students’ Union(AASU), the same should be applied in this situation also, he added.

Speaking at the rally, All Adivasi Students' Union (AASA) president Justin Lakhara alleged, after the formation of the BTC, Bodo groups like the Bodo Liberation Tiger (BLT) and All Bodo Students’ Union (ABSU) were likely to demand a separate Bodo State. He further said the proposed BTC will not bring peace to in the region because the Bodos who reportedly constitute only 18 per cent of the population in the proposed BTC area would ‘rule over’ the rest of the population who are non-Bodos. Brajen Mahanta, the deputy chief convenor of the SJSS, while addressing the rally, also alleged that the BTC will pave the way for the formation of a separate Bodoland in the future. Trains running from Guwahati and other parts of the State could not reach their respective destinations. The Delhi-bound Rajdhani Express had to be halted at Tihu and railway authorities were reportedly considering an alternative route from Guwahati via South Bank to New Delhi. Buses were stopped, and some were even attacked. In Darrang two Assam State Transport Corporation (ASTC) buses were allegedly damaged in an attack by the SJSS agitators. The agitation affected normal vehicular movement in Barpeta, Darrang, Guwahati and Bongaigaon districts. There were also reports of arrests from these districts. The plan includes seeking intervention by the Union Home Ministry and convening of a joint session of all concerned organizations, Members of State's Legislative Assembly, Members of Parliament (MPs) from the State and intellectuals, on September 26, at Kokrajhar. The session also decided to hold an all-party meeting at Guwahati in the second half of September.
