The Chairman of Joint Intelligence Committee (JIC) and interlocutor for the Naga peace-talks, Mr R. N. Ravi on February 10 said that ongoing economic blockade in Manipur may have an impact on the peace-talks, reports Asian Age. JIC Chairman RN Ravi said, “The Naga issue can’t be dealt in political isolation. Naga neighbours are important stakeholders. A durable solution is not possible by disregarding neighbours’ sentiment and confrontational attitude towards them.” The news report further adds that over the stubborn attitude displayed by the Nationalist Socialist Council of Nagaland-Isak- Muivah (NSCN-IM) over Manipur, Mr Ravi had said, “It is bound to impact the tenor and character of further talks with NSCN-IM.”Notably, the Manipur based United Naga Council (UNC) is spearheading the economic blockade in the State for over three months and two rounds of meetings with the stakeholders to resolve the crisis has failed to elicit any result. UNC is protesting against creation of seven new Districts in the State of Manipur.

(NDFBP), Ranjan Daimary faction of National Democratic Front of Bodoland (NDFBRD), Karbi Longri NC Hills Liberation Front (KLNLF) – all from Assam, while the IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM), NSCNKitovi Neopaokonyak (NSCNKN) and NSCNReformation (NSCNR) of Nagaland are under ceasefire agreements.A total of 23 underground outfits of Manipur, consisting two conglomerates – the United Progressive Front (UPF) and Kuki National Organisation (KNO) are currently under Suspension of Operation (SoO) agreement with the Union Government. Three valleybased underground outfits of Manipur – the United Revolutionary Front (URF), Kangleipak Communist PartyLamphel (KCPL) and Kanglei Yawol Kanna LupMDF (KYKLMDF) have signed Memorandum of Understanding (MoU) with the Union Government.The Union Government has informed that pursuant to the policy of talks, various insurgent outfits, including the United People’s Democratic Solidarity (UPDS), Dima Halam Daogah (DHD) of Assam and Achik National Volunteer Council (ANVC) and Breakaway faction of Achik National Volunteer Council (ANVCB) of Meghalaya have signed memorandum of settlement with the Government and dissolved themselves. The first round of talk between Churachandpur-based Joint Action Committee Against Anti- Tribal Bills (JACAATB) and Manipur Government was held with Chief Minister (CM) Nongthombam Biren Singh in the chair at the latter’s Secretariat in Imphal on April 7, reports The Assam Tribune. In the talk, the CM expressed his desire to let the families perform the last rites of the victims considering their mental trauma, official sources said. He also said any crisis or problem can be resolved through talks. Reiterating that without hills and tribals there is no Manipur; he thanked the JAC for responding to the appeal of the government for talks. The JACAATB submitted a charter of demands to the Government. Both sides agreed to have the next round of talk on April 10.

The third round of political dialogue will take place on August 9 (today) among two umbrella Kuki militant groups, the Kuki National Organisation (KNO) and the United Peoples Front (UPF), the Union and the State Government, reports The Telegraph. A nine-member delegation of the KNO, headed by its negotiator Seilen Haokip, and a 14-member UPF delegation, led by its ‘spokesperson’ Aron Kipgen, will participate in the talks., the Kuki Inpi (apex body of the Kuki community in Manipur) had convened a meeting in Imphal to discuss the talks. It resolved to urge the KNO and the UPF to present the "Kuki people's demand for statehood" during the parleys. It said any departure from this demand would be "deemed a betrayal of Kuki people and their aspiration". The resolution also urged the Centre to recognize the long-standing political demand of the Kukis.

The Joint Secretary at Union Ministry of Home Affairs (in-charge of Northeast), Satyendra Garg, visited designated camps of the United Peoples Front (UPF) and Kuki National Organisation (KNO) militants to assure them that the ongoing peace talks with the Centre would be speeded up, reports The Telegraph. Garg visited UPF camp Ebenezer at Nathaljang in Kangpokpi district and KNO camps at Cherap and Salem in Tengnoupal district. A two-member consultative committee, constituted by the Manipur Government to monitor peace talks between the Government of India and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), is also in New Delhi to discuss progress of the talks with central officials. The team met Ravi and Union Home secretary Rajiv Gauba on November 2. It is believed to have conveyed to the officials the Manipur Government's stand on its territorial integrity. They also plan to meet National Security Adviser (NSA) Ajit Kumar Doval and other stakeholders.

Meanwhile, a sub-committee of political parties, which is drafting a memorandum to be submitted to the Centre on the peace talks with NSCN-IM, has "almost finalized" its points, reports The Telegraph. "The memorandum is almost final. It will be submitted to the Chief Minister (N. Biren Singh) in the next couple of days. It will be finalized after an all-party meeting," Deputy Chief Minister Y. Joykumar Singh, who is the chairman of the committee, on November 17, said. "It is early to disclose all the details of the memorandum. However, there will be no compromise on the state's territorial integrity and no Sixth Schedule status to the hill districts," Y Joykumar Singh said. An all-party meeting on October 28 constituted the seven-member committee in view of the Centre's move for a final agreement with the NSCN-IM.
