A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

Also, threatening posters against the NCP candidate who was killed on February 19 were found in Chimagre, Nengkhra Darimgre, Damagre, Chisobibra and Samanda Dolwagre in East Garo Hills District, reports The Shillong Times reports on February 20. Similar posters were visible even prior to the 2013 Assembly polls in parts of Williamnagar and the role of the suspected GNLA outfit was pointed out then by the deceased candidate. According to sources, the militants, though less in number had better human intelligence network compared to police as far as the incident in Williamnagar is concerned. Moreover, the Police and election authorities’ machinery had not expected such a violent incident since militancy was on the downslide in Garo Hills.

Northeast Today on February 22 reports that information has emerged that Sohan d Shira of Garo National Liberation Army (GNLA) is planning an Improvised Explosive Device (IED) attack at on Siju-Baghmara road in South Garo Hills and Nengkhrah – Williamnagar road in East Garo Hills. According to a surrendered GNLA militant IED attacks have been planned at Siju-Baghmara road and Nengkhrah – Williamnagar road before the Assembly elections. It has been reported that at present Shira has over 5 IED’s weighing around 35 kilograms and their main target are the security forces. However, Superintendent (SP) of East Garo Hills stated that there is no confirmation as to how much the information holds weight. He added that ‘We are not taking any chances and necessary actions are being initiated’. He also added that As of now we are not sure but combing operations of police along with the bomb squad is on to clear the area of any IED’s if found and we are sanitizing the area’.Additionally, Chief Electoral Officer (CEO), FR Kharkongor, stated that for the smooth conduct of elections, ten additional companies of Para military force will be posted in the Garo Hills Region along with the five companies of the state’s elite SF- 10 commandoes.

The Assam Tribune reports on February 23 that 106 companies of Central Armed Police Force (CAPF) have arrived in Meghalaya to assist the 21,574 poll personnel already in the State for the February 27 Assembly polls. Chief Election Officer (CEO), FR Kharkongor stated that out of these, 54 companies have been deployed in Garo Hills region, which has 24 constituencies. The rest are deployed in the Khasi Hills region for the 36 seats. The deployment would also consist of four companies of bomb disposal squad and an equal number of dog squad. These units would be deployed in sensitive areas of the State.

According to sources, information was received about the probable location of GNLA militants group comprising of Sohan D Shira and Drishti somewhere near Dobu Anchengbok at Bilwatgre village in East Garo Hills. They also added that ‘It is confirmed that Drishti was there with Sohan when the encounter took place but whether he escaped or still in the area, this we don’t know as of now. Operation is still on in the area’. According to DGP ‘We have alerted the BSF and other paramilitary forces to keep a vigil along the international borders to intercept his movement in Garo Hills.

Additionally, a GNLA militant who surrendered on March 11 narrated the sequence of events which unfolded leading to the death of their chief Sohan D Shira, reports The Shillong Times on March 13. Surrendered militant Timbil Ch Marak stated that ‘I was told to stay put at the place where he (Sohan D Shira) was taking refuge while they all went down to have a bath. Sohan was the first to finish his bath and come up to his hideout and I was asked to move away to a distance to keep guard when suddenly shots were fired from the jungle towards him’. When asked how many shots were fired the militant stated that ‘There was no exchange of fire. The firing was only from the police side because everyone who was coming up the hill started to descend and flee on hearing the gunshots’. The Shillong Timesreports on March 13 that the surrendered militants of Garo National Liberation Army (GNLA) stated that Drishti Rajkhowa fled from the hideout three days after Sohan D Shira’s death without informing anyone. After Sohan D Shira’s death, militants fled to a remote area called Suanggre on the West Khasi Hills border. Rajkhowa decided to part ways from the new hideout between Nongshram and Shallang (both in West Khasi Hills). A day before fleeing, Drishti asked the militants to remain united and continue their struggle. In the same night, he left with his bodyguard without informing GNLA militants.

Government of India (GoI) has revoked Armed Forces Special Powers Act (AFSPA) from Meghalaya and eight Districts of Arunachal Pradesh following improved security situation in the region, reports The Telegraph on April 23. According to an official of Union Ministry of Home Affairs (UMHA), ‘The AFSPA has been removed from all of Meghalaya and it has been reduced from 16 police stations in Arunachal Pradesh bordering Assam to eight with effect from March 31’. The law was withdrawn from Tripura in 2015. Earlier, a 20 kilometer inside Meghalaya along its border with Assam, was under AFSPA. In Arunachal Pradesh, it is now reduced from 16 police stations bordering Assam to eight police stations, besides Tirap, Changlang and Longding Districts which border Myanmar. According to sources, Assam Government is also exploring the possibility of revoking AFSPA from certain districts of the state which are free of insurgency. AFSPA was imposed in Assam on November 27, 1990.2017 recorded the lowest insurgency incidents and casualties since 1997. As compared to 1,963 incidents in 2000, only 308 were reported in 2017 (down 85%). There was also a 96% fall in casualties of civilians and security forces, reports Times of India on April 23. In Assam, sustained operations against National Democratic Front of Bodoland-Saraigowra (NDFB-S) saw 63 of its cadres killed and 1,052 arrested between December 2014 and March 2018. The Hindu further adds that On March 20, Hansraj Gangaram Ahir, MoS Home, informed the Lok Sabha that Centre was considering a proposal to make AFSPA more “operationally effective and humane.” Assam Tribune on April 23 reports that Assam has witnessed a decrease in violent incidents by United Liberation Front of Asom-Independent (ULFA-I) the outfit along with NDFB-S and Naga militant groups has unleashed a reign of terror in neighboring Arunachal Pradesh that has now emerged as the lone northeastern state where violence level has increased. According to the latest report of the Ministry of Home Affairs (MHA), violence level in Assam has been lowest since 1997 and it decreased by 56 per cent compared to 2016. Nagaland (67 per cent), Manipur (28 per cent) and Meghalaya (59 per cent) also recorded a decrease in violence level. However, there was an increase in violent incidents (by 22 per cent) in Arunachal Pradesh in 2017. The report said though Arunachal Pradesh does not have any active indigenous insurgent group the state is affected by spillover militant activities of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), NSCN-Reformation (NSCN-R), NSCN-Khaplang (NSCN-K) and NSCN(Neopao Konyak-Kitovi) in Tirap, Changlang and Longding Districts. In 2017, there were 61 insurgency incidents in which nine insurgents were killed and 44 others were arrested. There were 27 cases of extortion and kidnapping in Assam in 2017. There was, however, no casualty in security forces in the state in 2017. According to the report, major militant outfits presently active in Assam are ULFA-I and NDFB-S, besides the Karbi People’s Liberation Tigers (KPLT). The report said there was a substantial improvement in security situation in Assam with insurgency-related incidents declining from 75 in 2016 to 33 in 2017. In 2015, there were 81 incidents of violence in Assam. The number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016. The year 2017 witnessed the lowest number of insurgency-related incidents since 1997.

On September 2, a report quoting unnamed GNLA cadres stated that atleast 45 former militants have returned to a armed struggle following disillusionment with the government over delay in rehabilitation packages. The former ‘deputy commander-in-chief ‘Zen Robert Ch Marak alias Rupanto stated that ‘It is very disturbing that a social media post has surfaced giving a misguiding news item about surrendered GNLA members returning to the jungle. The motive behind this report is to create mayhem and lawlessness once again in the region’. The rebels have decided to file a police FIR against those behind the alleged ‘fake’ news that was posted in the social media platform called ‘Shillong Mail’.
