According to a press release by AR, the arrested cadres have been identified as ‘captain’ Mughaito Chopi and ‘captain’ Kimiyeto Sumi, who AR said on December 29, 2015 defected from Khaplang faction of National Socialist Council of Nagaland (NSCNK) to NSCNR. Both the cadres are resident of Satakha village under Zunheboto District and were arrested with one 9 mm pistol and one .32 country made pistol along with 14 live rounds of 9 mm and 42 live rounds of .32. The cadres were also in possession of 44 extortion slips which were used to “place demands for extortion money” and approximate INR 60,000 in cash. The arrested cadres were handed over to Dimapur West Police Station along with the recovered arms and ammunition, informed AR.

Meanwhile, three cadres of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) on January 25 surrendered to State Government authorities in the presence of the AR, reports Morung Express. The cadres, whose identities were not disclosed for their safety, laid down weapons in a public function held at the Deputy Commissioner Office complex in Peren in Peren District on January 25. According to the AR, it was an unconditional surrender facilitated after the cadres through their families expressed their wish to eschew violence and “join the mainstream.” The cadres, two in their 20s and one in his late teens, laid down three pistols along with ammunition and a grenade in front of the Peren Deputy Commissioner and Superintendent of Police and the Commandant of the 18 AR. It was witnessed by a host of civil society representatives. Two of the cadres had joined the NSCN-K in 2009 and the third in 2011. The AR stated that the surrendered cadres got disillusioned after realising the futility of violence. “Life was hard in the jungle and at times we regretted for our acts against our own people,” the AR quoted the cadres as stating.

Two Policemen were among four persons were arrested while allegedly trying to extort money at gunpoint, in Chumukedima area in Dimapur District on February 7, reports Nagaland Post. According to a report, some youths of Chumukedima, had overpowered the four extortionists when they went to extort money from a sand dealer on Sunday (February 7) morning. The four were physically overpowered and later handed over to Police. A .38 revolver and .22 pistol were also recovered along with around 12 live rounds from the gang members besides various Identity Cards and mobile phones. The sources disclosed that one Police man belonged to Dimapur District Executive Force (DEF) and the other to Kohima DEF. The identities of the other two were also being ascertained. Extortion has become rampant in Dimapur and along the NH 29 by all shades and hues of armed outfits and gangsters, report added.

A cadreof the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), identified as ‘lieutenant’ Inato Ayee, was killed in an encounter with the Assam Rifles (AR) near Chumukedima village in Dimapur District on February 18, reports Morung Express. According to the AR sources, the 37 AR launched an operation “in the area of Paglapahar and Razephema” following receipt of information about “presence of NSCN-K cadres attempting to re-establish extortion network in Dimapur, Chumukedima and along NH- 29.” The cadre was killed in retaliatory fire after he shot at the AR troops, who were conducting search at the road leading from Rezephema towards Paglapahar Bridge, the AR stated. A cache of arms and ammunition, which included one 9mm pistol with ammunition, hand grenades and lathod rounds were recovered, the AR added.According to the AR, the slain cadre was recently appointed as “Tax Collection In charge of Zunheboto” and added that “he was probably dispatched to Chumukedima for re-establishment of extortion network in the area.” The AR further said that the deceased cadre had served as body guard of ‘brigadier’ Akaho Sema, who is now the finance secretary of NSCN-K.

Highly placed security sources said that at one point of time, the militants used to bring in weapons to the Northeast through Bangladesh, but that has almost stopped in recent times as the security along the international border has been intensified, while the present Government in that country has also launched a crackdown against those involved in such arms smuggling.But the porous border with Myanmar remains a cause of concern as militant groups as well as criminals are still bringing in weapons to the region through that country. The arms smugglers mostly use the NagalandMyanmar and ManipurMyanmar borders to smuggle in weapons. Dimapur is still suspected to be the main hub of arms smugglers in the region from where the smuggled weapons are sent to the other states of the region. According to information available with the security agencies, one AK series rifle costs around three lakh rupees in the clandestine market, while a pistol costs around one lakh to 1.50 lakh rupees depending on the quality. One grenade costs around 30 thousand rupees.

The civilians are identified as S Lao, A Adhani and C Kholi. They were detained by NSCN-IM in their regional office for last two months for non-payment of taxes. Through the documents recovered in the office, it has come to light that the outfit is involved in rampant illegal taxation from locals and anyone who refused to contribute has been beaten, tortured and illegally detained, the release claimed. The 33 Assam Rifles (AR) claimed that it arrested two overground workers of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) along with Improvised Explosive Device (IED) weighing 4 kilograms during routine patrolling of Lungwa Village in Mon District on September 14, reports Morung Express. The two were identified as Phongsa Wangsa and Leiwang Wangsa, both residents of Myanmar, the press release from the AR stated. During interrogation, it was revealed that they were tasked by NSCN-K to carry IED and infiltrate along with a group of armed NSCN-K cadres into Nagaland, the release added. The AR claimed that the armed NSCN-K cadres immediately fled towards Myanmar when the overground workers who were leading them were arrested by the 33 AR. The two arrested individuals were handed over to the Mon Police Station on September 15.

Based on information about extortion activity in the area by Khaplang faction of National Socialist Council of Nagaland (NSCNK) cadres, Assam Rifles (AR) troops along with Police launched a search operation and arrested one NSCNK cadre, identified as Tomakum Yimchunger along with one .22 pistol from New Colony in Zunheboto District on October 5, reports The Assam Tribune. Following his interrogation, another cadre of NSCNK, identified as Keiseikham Yimchunger was arrested along with one .22 pistol with magazine, arms, etc from Khumishi A village in Zunheboto District. They were involved in extortion besides manufacturing and supply of illegal weapons to underground factions, AR release said. The arrested cadres were later handed over to Zunheboto Police.

A ‘khapur’ (area administrator) of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), identified as Lovika Ayemi (26), who was suspected to be behind a failed extortion attempt, was arrested by the Police from a village under Niuland in Dimapur District in the wee hours of October 17, reports Morung Express. According to the Police, the accused was on the run since September 16 after vandalising a jewellery shop at Nyamo Lotha Road. The Police said that the accused smashed a glass counter and fired two shots from a small firearm, snatched a mobile phone and INR 5000 in cash from a salesman before escaping in a motorcycle. The incident was reportedly over the shopkeeper failing to fulfil monetary demand. The incident was captured by CCTV which proved crucial in identifying the accused and also, phone tracking, which eventually aided the Police in locating his whereabouts, the Police added. One .32 pistol and a magazine suspected to have been used in the crime was also recovered from his possession.
