Following peace accords signed with the Nationalist Socialist Council of Nagaland -Isak Muivah (NSCN-IM) and the Bodo Liberation Tigers (BLT), reports on April 2 indicate that the Union Government is likely to sign a peace accord with the National Socialist Council of Nagaland- Khaplang (NSCN-K) by April 10. This is expected to pave the way for political discussions to settle the Naga political problem. Feelers have been sent by the NSCN (K) to the Union Ministry of Home Affairs following considerable losses faced by the outfit in a fierce offensive launched by Myanmarese junta on camps of India's Northeast militant groups during March 2000.

Differences amongst various factions have emerged within the peace process initiated by the Central government in Nagaland. The National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on April 5 has raised its reservations on the ongoing talks between the government and the NSCN (Khaplang) faction. While a clear objection was not forthcoming in the remarks of the outfit's steering committee convenor, it appears that the NSCN-IM has taken objection to the government's inclusions of other factions in the peace process. Taking a different view, the Nagaland Chief Minister SC Jamir reiterated that the State government has an important role to play in the peace process by bringing all the factions involved in the conflict to the negotiating table. He also asserted the need to involve the local Naga population through their elected representatives rather than giving undue importance to organisations, which lacked an electoral mandate.

The Nationalist Socialist Council of Nagaland – Khaplang (NSCN-K) announced a formal cease-fire with the Centre on April 9. NSCN (K) sources indicated that a high-level meeting of the outfit would be held very soon to finalise the modalities for the formal cease-fire. The Central Government has welcomed this decision as a “positive development” The NSCN(K) decision comes after calls by the Nagaland Chief Minister S C Jamir that all parties involved in the Naga insurgency must be involved in the peace process. The NSCN (Isak-Muivah) faction has already concluded a cease-fire with the Central government in August 1997.

A statement issued by the ‘Ministry of Information and Publicity of the Government of the People’s Republic of Nagaland’ said that the fate of the ongoing cease-fire between the Central government and the National Socialist Council of Nagaland--Isak-Muivah (NSCN-IM), due to expire by end July 2000, seems to have reached a flash point with the latter putting up strict conditions for further extension of the three-year-old truce. Once again questioning the Centre’s seriousness to carry on with the peace process, the terrorist outfit said that the cease-fire became meaningless as they have lost ‘more arms and men’ during the truce period. The NSCN-IM felt that unless the Centre took serious note of certain issues, there was no reason to further extend the cease-fire.

Speaking in a television programme on October 3, Th. Muivah added the rider that India must "understand the ground realities of history". Elaborating in another TV interview, he accused the Union Government of "deliberately backtracking" on the issue of extension of ceasefire outside Nagaland. The outfit’s security-in-charge Akhao Assumi said that they have been advocating peace and political participation and "tirelessly struggling to ensure permanent settlement based on the principle of Naga mandate." He blamed the general secretary of NSCN (I-M), T. Muivah of maligning Naga politics with his "separatist" agenda from Bangkok. He reiterated the Khaplang faction’s commitment for permanent peace. On October 9, the security forces had extended the unilateral ceasefire with the NSCN (K) for six months with effect from October 16. The Khaplang faction in a reference to its rival NSCN (I-M) also said that Nagas would never permit an individual or a section of society to enjoy their ‘separatist lust’ at the expense of the 50-year-old Naga struggle.

On November 3, the India government’s chief negotiator with the National Socialist Council of Nagaland (Isak-Muivah), (NSCN-IM), K. Padmanabhaiah, said in New Delhi that negotiations with the Naga insurgent organisation have reached a "bit of a stalemate" on the question of the area of operation of the on-going cease-fire. Both sides agreed to explore the possibility to modify the ground rules of cease-fire in Nagaland. The NSCN-IM was headed by Genera Atem, the outfit’s former ‘Army Chief’, while M B Kaushal, Special Secretary (Internal Security) represented the Union Home Ministry. The two sides are scheduled to meet again on December 12-13 for another round of talks.
