The National Investigation Agency (NIA) arrested a cadre of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Sibiary alias Sansuma alias Daoka Basumatary when he was produced before the special NIA court in Guwahati on February 18, reports The Telegraph. According to an official source, the accused, who was wanted by the NIA in the Adivasi massacre case (December 23, 2014), had surrendered before the special NIA court a few days ago. The court remanded him in NIA custody for 12 days. Basumatary, who hails from Dhalkata village at Nalkhamara in Udalguri District, was allegedly involved in killing of five Adivasi villagers, besides injuring others, at Pakhriguri under Serfanguri police station in Kokrajhar District on December 23, 2014. The source said after carrying out the massacre he was hiding in Nepal and Chennai (Tamil Nadu) disguised as a worker before he surrendered in the court.

The National Investigation Agency (NIA)on March 14, submitted a supplementary chargesheet before the Special NIA Court in Guwahati (Assam) against three I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants in connection with the killing of five Adivasi people at Pakhriguri village under Serfanguri Police Station in Kokrajhar District on December 23, 2014. The accused are Amal Mushahary alias Aogoi, Kamakhya Daimary alias Kwnasong alias Konkor alias Kanta and Jeba Basumatary alias Jangsha Borgoyari alias Lambu alias Ziba Borgoyari. It may be mentioned that the NIA had earlier filed a chargesheet against ten accused in connection with the case. The NIA court has also framed charges against all of them. The NIA also filed another chargesheet and one supplementary chargesheet on March 14 in connection with an arms recovery case on June 5, 2013 at Sairang in Aizawl against one Rohmingliana alias Hmingtea alias Hminga.

The National Investigation Agency (NIA)sleuths on March 27 will interrogate Jamaat-ul-Mujahideen Bangladesh (JMB) activist Asad Ali alias Asadullah, who was arrested by Assam Police while he was trying to cross over from Bangladesh to India at Sutarkandi in Karimganj District on March 20, reports The Telegraph. The accused is close to Burdwan-blast accused Sahanur Alam, who was charge sheeted by the NIA in the case. An official source said, a team of NIA officials will come from its Calcutta office and interrogate the JMB member to ascertain if he had any role in the Burdwan blast. The team will question him in the custody of Assam Police. Ali, who hails from Mukalmua Police Station area in Nalbari District, has been remanded in 10-day Police custody after he was produced in court in Guwahati on March 22. "If we find during the interrogation a direct link with the Burdwan blast case then we will arrest him and take him into our custody," the source said.

Eighteen cadres of three militant groups, Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Kanglei Yawol Kanna Lup (KYKL) and Kangleipak Communist Party (KCP) who were listed as accused in June 4 ambush in Chandel District, were summoned to appear in the court of special judge, National Investigation Agency (NIA), Manipur on April 4 next, reports The Nagaland Post on March 4. NIA court issued proclamation orders against the accused persons including top leaders of NSCN-K ‘chairman’ SS Khaplang Pangmei alias Khaplang, KYKL ‘chairman’ Namoijam Okendro and KCP ‘president’ Kshetrimayum Noyon alias Hemanta. The proclamation orders, it was stated that the warrant of arrest issued against them were returned as they were not found and the judge was satisfied that they have absconded or concealing themselves to avoid the service of the said warrants. They were asked to appear before the court in Imphal’s Uripok Cheirap Court Complex to answer the charges leveled against them on April 4, 2016.

Three NDFB-IKS militants were taken into custody by the National Investigation Agency (NIA) on April 7, for their alleged role in the December 2014 Adivasi massacre in lower Assam's Kokrajhar District, reports The Telegraph. An official source said Armish Basumatary (22), Lothen Basumatary (42), and Gangaraj Wary (33), who were held by Assam Police earlier in some other cases, were rearrested by the NIA after investigations revealed their involvement in the massacre. Armish and Lothen are from East Jardanpur village and Goribil village under Kokrajhar Police Station while Gangaraj is from Birhangaon village under Dhaligaon Police Station in Chirang District. The NIA is investigating five cases related to the Adivasi carnage in Kokrajhar and Sonitpur Districts on December 23, 2014.

The National Investigation Agency (NIA) filed a chargesheet against five I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFBIKS) militants including their ‘chairman’ Songbijit Ingti Kathar and ‘SS Army Chief’ Bishnu Goyari in the terror attack at Narsingbari in Baksa District in Bodoland Territorial Areas District (BTAD) on May, 2014, which had killed three persons, reports The Times of India on May 19. The top leaders of NDFBIKS were chargesheeted for the first time by NIA in a terrorist act case. The five hardcore terrorists of NDFBIKS, evidence revealed, had planned the ghastly terrorist attack in the night of May 1, 2014 on innocent villagers of Narsingbari village in Baksa District. Those named in chargesheet are Songbijit Ingti Kathar alias I K Songbjit (Chairman cum Interim president of NDFBIKS), Bishnu Goyari (SS Army Chief), Binod Mushahary alias Batha (SS Deputy Army chief), Lankeswar Boro and Santosh Khekatary. They have been charged for murder, criminal conspiracy, waging war against India, Explosives Act, Unlawful Activities Prevention Act (UAPA), Arms Act among other sections. The accused persons are evading arrest and wanted in the case, said NIA. The National Investigation Agency (NIA) Special Court at Guwahati on June 8 convicted 18 members of the United National Liberation Front (UNLF), including its chairman Raj Kumar Meghen, under various sections of the Unlawful Activities [Prevention] Act (UAPA) and the India Penal Code (IPC) for various offences, including criminal conspiracy of terrorist acts and waging war against the Government, reports The Sentinel. The members of the outfit have been sentenced to rigorous imprisonment ranging from seven to 10 years for hatching criminal conspiracy of terrorist acts in Assam and Manipur and waging war against the Government of India. The NIA had submitted two chargesheets in the case, charging 25 persons for their involvement in terrorist conspiracy and waging war against the Government. Of these, 18 persons faced the criminal trial while the remaining seven are absconding.The Assam Tribuneadds that the case relates to a search conducted on April 30, 2010 at a rented house in Guwahati in which two persons including Khundong Tomba alias Bikramjit, vice chairman of the outfit and Y Nabichand, another UNLF cadre were arrested and a laptop, three pen drives, one mobile phone, one wireless internet connection and INR 50,000 in cash were recovered from their possession. In the subsequent investigation, NIA and Assam Police arrested 20 more members of the UNLF, who were charged with hatching terrorist conspiracy in Manipur and Assam. It was alleged that the outfit had indulged in large scale extortion from Government officials, recruitment of cadres, purchase of arms and ammunition, for waging war against the Government.The NIA also arrested UNLF chairman Raj Kumar Meghen alias Sanayama and a large number of digital articles like laptop and mobile phones were recovered from him and other cadres, which revealed financial dealings of the organisation as well as money trail of investments by the organisation.

Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militant, identified as Pradip Brahma alias Pwler for killing seven people, including four women and two children in Balapara village of Kokrajhar District on May 1, 2014, reports The Telegraph. The 26-year-old accused, Pradip Brahma was convicted by NIA special judge M.K. Bhattacharjee under Sections 302, 307 and 368 of the Indian Penal Code (IPC) and Section 16 of the Unlawful Activities (Prevention) Act [UAPA]. "He was sentenced to life imprisonment and Rs 5,000 as fine. In case of default in payment of fine, he will have to undergo imprisonment for another three months," said Dilip Kumar Das, special public prosecutor of NIA. Brahma, who hails from Besorkona village under Bagribari police station of Kokrajhar, is a commander of Monglajhora section of the Dhubri platoon of the outfit's 14th battalion.

Fighting with their backs to the wall with depleting cadre strength due to relentless National Investigation Agency (NIA) action, Bodo militants threatened to target the agency's officers and their families, reports The Times of India on July 23. In a direction issued to its cadres, the leaders of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) have asked them to track NIA officers even in the national capital (New Delhi) and strike at the right opportunity, sources said. Following the threat, security has been tightened at NIA's Guwahati office while the agency has asked it officers to be extra vigilant while on the move. NIA's Guwahati office is the hub of its investigations against outfits like NDFB-IKS, Khaplang faction of National Socialist Council of Nagaland (NSCN-K), United Liberation Front of Asom (ULFA) and the arrested cadres are brought there for questioning. Officials said that the NDFB-IKS's threat is a result of its frustration lately after 86 of its cadres were arrested in the last 2-3 years from Assam, 63 of whom have been charge-sheeted. A senior commander of the militant outfit, Pradip Brahma alias Pwler, was recently sentenced to life imprisonment by a Guwahati court.

In a statement, NSCN-IM said that it may be recalled that Anthony Shimray was assigned on diplomatic missions abroad and while on his way to New Delhi to attend Indo- Naga peace talks, he was abducted by Indian sleuths at Kathmandu airport in October 2010. However, the maturity and sincerity displayed by GoI at this crucial stage of talk will definitely go a long way in forging better relationship and mutual trust between the two entities, said the statement. NSCN-IM strongly urged the GoI to drop all charges against him and release him unconditionally so that legal entanglements do not come in the way of a political solution. The Minister made statements in both the Houses in Parliament on August 8, while MPs (Member of Parliament) raised the killing of August 5 in the two Houses. In Rajya Sabha, replying to a question, the Home Minister said that all investigations are being done by Assam Police but if at a later date the need is felt then the probe may be handed over to NIA in consultation with the State Government. The National Investigation Agency (NIA) registered a case against Khaplang faction of National Socialist Council of Nagaland (NSCNK), a banned militant outfit, on charges of largescale extortion and unlawful tax collection from businessmen, organisations and tea planters in the Northeast, especially in Nagaland's capital Kohima and commercial capital Dimapur, reports The Telegraph on August 23. Sources in the NIA said the case was registered on the instruction of Union Home Minister (UHM) Rajnath Singh. "Last month, an NSCN (K) cadre, S. Khetoshe Sumi, was arrested by Nagaland police at Signal Basti in Dimapur town along with incriminating documents relating to extortion, tax collection and drugs, among others. We have initiated a probe to unearth the extortion and illegal tax collection by the banned terror outfit," a senior NIA official said. A preliminary probe has revealed that the S.S. After abrogating the ceasefire agreement with the Government in March 2015, the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) has increased its extortion activities in the State (Nagaland) and is using women to transport the so-called `tax money from India to Myanmar, reports The Times of Indiaon September 12. The National Investigation Agency (NIA), which recently began a probe into the extortion racket run by NSCN-K in Nagaland, found that the outfit had prepared a list of 24 Government departments, including irrigation, social welfare and housing, in the state from where to collect 24% of government employees' salaries and funds meant for development works. In the current financial year, NSCN-K is said to be targeting collection of INR 8-10 crore from government departments and influential individuals in the state. They are learnt to have collected INR 20 lakh till July, 2016 from the irrigation and social welfare departments.According to sources, ‘finance in-charge’ of NSCN-K, S Khetoshe Sumi, was tasked by the outfit's Myanmar based leadership SS Khaplang and Isac Sumi to collect extortion money from these departments. He would call people in Government departments or meet them in person and tell them that they had to pay 24% ‘tax’ from the funds, sources said. He would move frequently between Kohima and Dimapur for the purpose before he was caught by agencies a few weeks ago.

According to source, NIA officials questioned State Government officials and added that some heads may roll soon. Millions of rupees have reportedly been diverted to the coffers of militant outfits despite the Centre's efforts to stop it. Militancy and corruption are believed to be one of the main reasons behind the backwardness of the State. Though the Centre has banned the illegal collection of "tax" by the militants, there are at least nine outfits operating in the State that are extorting taxes from the people.The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM)said it was the legitimate right of the group to collect tax from the people as they represented the voice of the Naga people. The Against Corruption and Unabated Taxation (ACAUT), a citizens' group, has come out strongly against taxation by militant groups and organised rallies throughout the State. Sources said the NIA was concerned about the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), which continues to collect lakhs of rupees even after abrogating the ceasefire last year (2015). A source also said NIA had questioned State Government officials over militants employed in government departments.

The Ministry of Home Affairs (MHA) issued an order to this effect on November 26. The PREPAK ex-Chairman Nongdrenkhomba (58) of Thangmeiband Lourung Purel Leikai and his driver Leishangthem Sanjit (41) of Thangmeiband Hijam Dewan Leikai were shot dead inside 7th MR complex, Khabeisoi, Imphal East District, in the intervening night of June 21 and 22, 2016. Nondrenkhomba surrendered to the State Government during a formal function held at 1st MR complex on December 15, 2014 where Chief Minister (CM) Okram Ibobi Singh was also present.
