Six suspected agents of Pakistan's Inter Services Intelligence (ISI) were arrested in New Delhi on May 6. Delhi police said that the arrested agents were plotting to kill Tarun Tejpal, editor-in-chief of the portal tehelka.com and his colleague Anirudha Bahl. Police added that the six arrested included gangsters from Bihar and Uttar Pradesh and a large quantity of arms and ammunitions have been recovered from their possession besides some fake Indian currency. A layout plan of the office and residence of the Tehelka chief besides photographs of Tarun Tejpal and Anurudha Bahal were also recovered from them. The six arrested persons are reported to have confessed that three politicians, including a Member of Parliament (MP) from North Bihar and members of Bihar Legislative Assembly (MLAs) have aided them. An MP of Bihar’s ruling party Rashtriya Janata Dal (RJD) is alleged to have facilitated a meeting between the accused and an ISI official who had planned the conspiracy.

Fake currency notes worth Rs. 30 lakhs were also recovered from his possession. The counterfeit currency was reportedly brought by the accused from Dubai. The supplier of the fake currency is suspected to be an associate of underworld don Dawood Ibrahim, and intended to 'destabilise the Indian economy'.

One of the arrested persons was an aide of underworld don Chhota Shakeel, while another belonged to the Jammu-Kashmir Islamic Front. Their arrest revealed a nexus between the underworld and the terrorists in the country. Delhi Police Special Cell claimed it foiled an plan masterminded by international terrorist Osama bin Laden, to be executed through his aides, to blast the United States embassy in New Delhi with the arrest of two suspected terrorists, on June 15. Police recovered six kg of RDX, detonators and timers from one of the accused, a Sudanese national, who is believed to be working for bin Laden. Police sources said the two men were sent by bin Laden to blow up the US embassy. The Sudanes national, Abdel Raouf Hawash had been in Udaipur, Rajasthan for 10 years and had even prepared maps and plans and had familiarised himself with the area. He had also set up base in Delhi for this purpose. The terrorists had planned a car-bomb explosion at the embassy and were on the lookout for a suitable vehicle. His Indian accomplice has been identified as Shameem who hails from Bihar. Security forces and intelligence agencies have launched operations to try and identify any other bin Laden man in the country. Teams have already been dispatched to Udaipur and other cities where Hawash is believed to have set up bases.

With this, police claimed they had foiled an attempt of the JKIF to revive its terrorist activities. The outfit had of late been responsible for planting some crude bombs in the capital. Some terrorists of the outfit had also been arrested in that connection. A senior Delhi Police official said the terrorists had received Rs. 15 lakhs through hawala, illegal channels, to finance their activities in Jammu and Kashmir.

Delhi police arrested two terrorists of the Harkat-ul-Jehadi Islamia (HuJI) from the Inter-State Bus Terminal (ISBT) on the night of July 5. Police also recovered 1.9 kg RDX, one pencil timer, one detonator and a battery from their possession. During interrogation the terrorists confessed that they had been asked to carry out blasts by HuJI chief Illiyas Kashmiri. Police sources said the two had crossed over to Jammu through Sialkot border on June 23 and came to Delhi on June 26. They were also said to be responsible for carrying out as many as four operations against army in Surankote in Poonch district.

In a countrywide joint operation by Central and several State police forces on July 30-31, 23 terrorists have been arrested. The terrorists were arrested from Delhi, Hyderabad in Andhra Pradesh, Jalgaon in Maharashtra and Kanpur in Uttar Pradesh. Union Home Secretary Kamal Pande, told newsmen in Delhi on July 31, that the arrested belonged to the Hizbul Mujahideen (HM) and the Students for Islamic Movement in India (SIMI). He added that they were responsible for numerous terrorist activities spread over past several months which included planning the killing of political personalities, planting of explosive devises at high security zone in Delhi, firing a granade at Border Security Force (BSF) headquarters, explosions in Gomti Express and Sabarmati express last year and planning to carry out explosions in Hyderabad and Delhi and planning a suicide attack on the Sena Bhavan in New Delhi. The Union Home Secretary went on to say that the arrests " exposed the strategy of Hizbul Mujahideen to fan out in the hinterland and enlist support of fundamentalis cadres like those of the SIMI". He said that investigations were still on and some more arrests were likely to follow.

During interrogation, the arrested suspect, Abdul Rahman, reportedly confessed to have taken part in several attacks on security forces in Jammu and Kashmir. The court said, " There is sufficient evidence on record to show that SIMI and its activists have been promoting ill-will against other religions by publishing the magazine 'Islamic movement' and through the audio and video tapes which have now been seized by the police." The SIMI activists were arrested on charges of raising provocative slogans in protest against the ban on the organisation on September 27. The court had asked the prosecution to substantiate the allegations by producing the audio and video evidence about their unlawful activities.

According to official sources, Delhi police has charge-sheeted six terrorists of the Jammu Kashmir Islamic Front (JKIF) for allegedly waging war against the Union government. Feroze Ahmad Mir, Mohammad Sayed Tantrik alias Yusuf, Mohammad Manzoor Mir, Mohammad Lateef Hajaam, Abdul Rashid Gojri and Inderjit Singh Bali have been charged under section 121 (Waging or attempting to wage war or abetting waging of war against government of India), section 121-A (conspiracy to commit offences punishable by section 121) and section 120-B (criminal conspiracy) while the rest four accused have been charged only under section 120-B of the Indian Penal Code (IPC). Police had arrested Feroze Ahmad Mir and Tantrik on June 20, 2001 from a guesthouse in the walled city area of the capital and seized Rs 15 lakh from them. Later, the other accused had been arrested.

The police, on December 6, arrested two suspected Hizb-ul-Mujahideen (HM) terrorists from Adarsh Nagar area in Northwest Delhi. A suspected hawala (illegal money transfers) operative, who was said to be funding the terrorists, was also arrested from the Jama Masjid area. The police also seized 1.8 kg of explosives, four live electronic detonators, three mobile phones, five phone cards and Rs 67,000 in cash from the two alleged terrorists, both residents of Baramulla in Jammu & Kashmir. An additional Rs 1.48 million of hawala money was seized in subsequent raids. During interrogation, the terrorists reportedly told the police that they were working for the HM Chief Syed Salahuddin and had come to Delhi to collect hawala money and pass it on to terrorist outfits in Jammu and Kashmir. They were also reportedly instructed to deliver explosives to contacts in Delhi.

Media reports quoting official sources said, a Delhi-based academic was arrested from his residence following investigations and was being questioned by joint team of various intelligence agencies on the details of mobile phones found in the bags of five slain terrorists. The intelligence agencies also reportedly laid their hands on intercepts of communication between the academic and terrorists and between the terrorists and the Jaish-e-Mohammed (JeM) headquarters in the days just preceding the attack. These terrorists have reportedly been assigned for suicide attacks on VVIPs and important government installations. Security at all the important installation has been tightened. Meanwhile, following a directive from the Union Home Ministry, security at all 76 government installations will be handed over to Central Industrial Security Force (CISF) as a follow up to the December 13-Parliament attack. Official sources said deployment of the CISF would ensure a common command for guarding all government buildings.
