The Directorate of Revenue Intelligence (DRI), on January 8, had seized and arrested an unidentified suspect with 211 Fake Indian Currency Notes (FICNs) in INR 2,000 denomination worth INR 422,000 while he was boarding a train bound to Malda, West Bengal, from Old Delhi Railway Station in Delhi, reports Hindustan Times. Preliminary interrogation has revealed that the arrested person works as a carrier for another handler who belongs to an international racket. The FICNs were meant to deliver at different places in Delhi and Haryana. The DRI initiated the surveillance and arrested the unidentified handler on January 9 from Patna Railway Station, Patna, Bihar, said the statement issued by the DRI. The investigation has also revealed a syndicate based in Malda, acquired these FICNs from persons operating in Mohammadpur Upazila of Magura District in the Division of Khulna, Bangladesh, and further supply these FICNs in-and adjacent regions of Delhi, said the DRI statement.

In 2017, the Delhi Police’s Cyber cell had received 670 complaints, out of which 247 complaints were investigated following the arrest of 146 people, reports The Times of India on January 12. The cyber cell involved 723 computer teachers from 577 schools to spread the cyber-awareness among the youngsters in the midst vulnerable games, such as ‘Blue Whale’ that held responsible for multiple deaths of youngsters around the globe. Along with the staff of Economic Offenses Wing (EOW) had been training with cyber experts to collaborate with the institutions in banking sector, the Securities and Exchange Board of India (SEBI) and the National Stock Exchange (NSE). On monthly basis, the cyber-training has been provided to the Investigation Officers (IOs) from different Police Stations and so far had trained 509 officials at EOW and 362 officials at the Police Training College, said Delhi’s Deputy Commissioner of Police (DCP) of Crime Records Office (CRO) Rajan Bhagat. To regard the success of Cyber cell, Delhi’s Commissioner of Police Amulya Patnaik had launched a website of ‘Cyber Safety Unit’ which is considered as a ‘one stop window’ to complain cyber related incidents, says report.

Abdul Subhan Qureshi was also wanted by the Police of Bihar, Maharashtra, Gujarat, Rajasthan, Hyderabad and Uttar Pradesh (UP) for his alleged involvement in various terror cases. On January 21, he appeared before the court and was sent to 14-days Police custody.

The Union Minister of State for Home Affairs (UMoSHA) Hansraj Ahir told the Lok Sabha (the Lower House of the Indian Parliament) that in past three years, 400 Security Personnel were martyred while fighting terrorism in Jammu and Kashmir (J&K) and counter-Communist Party of India-Maoist (CPI-Maoist) operations across Left-Wing Extremism (LWE) affected states, reports The Times of India on February 6. Between 2015 and 2017, 572 civilians and 199 Security Personnel had lost their lives, while in J&K 72 civilians were killed and 201 Security Personnel were martyred in terror-related incidents. In 2017, there were 342 violent incidents were registered in J&K, in which 80 Security Personnel were martyred. With a rise in killing of 150 terrorists in 2016, 213 terrorists were killed in 2017. In January 2018, 28 violent incidents were recorded in J&K in which four Security Personnel were martyred and eight terrorists were killed, said Hansraj Ahir. Replying to the separate question about insurgency in North-East states, Ahir replied that in 2017, 308 incidents were recorded, which is a decline from 484 incidents in 2016, 574 incidents in 2015, and 824 incidents in 2014. The fatalities of civilians decreased to 37 in 2017 in comparison to 87 in 2016; 12 Security Personnel were martyred in comparison to 17 counts of the same in 2016. In total, 57 extremists were killed in 2017 as compared to 87 in 2016, said Ahir.

The Union Minister of State for Home Affairs (UMoSHA) Hansraj Ahir on February 6 informed the Lok Sabha (the Lower House of the Indian Parliament) that post-demonetisation, in total INR 21.54 crores of the Fake Indian Currency Notes (FICNs) in denomination of INR 100, INR 200, INR 500, INR 1,000 and INR 2,000 has been recovered between November 9, 2016 and December 31, 2017 by various Security agencies, reports The Economic Times. In total, 39,604 FICNs in denomination of INR 2,000 and 74,155 FICNs in denomination of INR 500 were recovered. Information received from Security and Intelligence agencies also indicates the involvement of Pakistan in manufacturing and smuggling of FICNs into India, said Ahir.

In a case of 2008 serial blasts in Delhi, the Delhi Court on February 13 framed charges against co-founder of Indian Mujahideen (IM) Yasin Bhatkal and his associate—Asadullah Akhtar, for the conspiracy and other terror activities, reports The Tribune. The Additional Sessions Judge (ASJ) Siddharth Sharma charged Bhatkal and Akhtar for various offences punishable under the Unlawful Activities (Prevention) Act [UA(P)A] 1967, Indian Penal Code (IPC) and Explosive Substances Act (ESA). Both, Bhatkal and Akhtar, along with others, were part of terror activities and carried out the blasts at several places in Delhi on September 13, 2008, said an unnamed Police official. In a joint statement post the bilateral talks between the representatives of India and Canada on February 23, both countries [India and Canada] agreed on a ‘Framework for Cooperating on Countering Terrorism and Violent Extremism’, reports News18. Under the framework that based on ‘fundamental respect for the sovereignty, unity, and territorial integrity of India and Canada, both countries are committed to act together against the threats from terrorist outfits such as al Qaeda, Islamic State (IS), the Haqqani Network (HQN), Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM), Babbar Khalsa International (BKI) and the International Sikh Youth Federation (ISYF). The Delhi Police filed a First Information Report (FIR) about the finding of the Fake Indian Currency Notes (FICNs) worth INR 4.21 crores that had been deposited in different branches of 12 banks across the country, reports Daily Pioneer on 27 February. Among 12 banks, the Standard Chartered Bank (SCB) reported 58,900 counts of FICNs worth INR 2.16 crores. The Delhi Police had received complaints from 12 banks during February 14 and 15. The Police team recovered the FICNs from the main repository of these 12 banks located at the Parliament Street in New Delhi and post-recovery the FICNs were sent to the Forensic laboratory in Nagpur for further examination. Along with the Police has prepared a list of people who performed monetary transactions at these branches and will initiate probe in the matter, said Deputy Commissioner of Police (DCP) of New Delhi Madhur Verma.

Qureshi secretly worked for the Students Islamic Movement in India (SIMI) and visited every part of India. During that period, he met Riyaz Bhatkal and upon his instructions, Qureshi carried out the Ahmedabad and Surat blasts in July 2008, read the chargesheet. Qureshi was among other 38 people chargesheeted for their involvement with SIMI and for organising a training camp at Wagamon/Vagamon area in Kottayam and Idukki Districts of Kerala. He [Qureshi] also carried a bounty of INR four lakhs declared by the National Investigation Agency (NIA) for attending the training camp in Kerala. The Chargesheet also narrated the arrest operation in which Qureshi was arrested from Delhi’s East Ghazipur area on January 20, 2018. During his arrest, shots were fired from both sides [Police and Qureshi] but the nearby residents, including residents of Khoda colony claimed that they did not hear any gunshots and did not acknowledge the Police presence at the location, reports The Hindu on April 25. However, the chargesheet stated that Qureshi and his driver—Mohammad Aziz were spotted at Ghazipur paper market and their car was intercepted by the Police car. After the surrender warning, the accused came out of the car and ran in different directions. Reportedly, Qureshi fired two rounds at the Police team and a bullet hit Deputy Commissioner of Police (DCP) Pramod Singh Kushwah but he was saved by the bulletproof vest that he was wearing. The Police team fired back and finally arrested Qureshi but Mohammad Aziz managed to escape, read the chargesheet.

Delhi Police officers with academic qualifications at graduate level in technology or computer science will soon be selected and deployed in these cyber divisions. All such officers will undergo comprehensive trainings in cyber investigations and computer forensics. In recent years, the counts of cybercrime incidents are increasing and that further demands more Investigating Officers (IOs) and Police Stations equipped with Cybercrime divisions. Within a year, each Police Station in Delhi would have its own cyber cell for speedy investigation, said an unnamed senior Police official.

Andrabi, who is chief of the banned outfit Dukhtaran-e-Millat (DeM), was produced before the court along with her two women associates, after the expiry of their 10-day National Investigation Agency (NIA) custody. District Judge Poonam ABamba sent the trio to judicial custody after the NIA said they were not required for further custodial interrogation. The NIA had claimed that a probe revealed that they were running a concerted campaign to elicit support from the neighbouring country and accused them of being involved in conspiracy and acts to “severely destabilize the sovereignty and integrity of India”. The three accused will be kept in Tihar Central Jail in Delhi.

In his order, the Additional Sessions Judge Satish Kumar Arora has noted that there were ‘serious’ allegations against him of being a facilitator in the activities of a proscribed organisation. The accused [Zeeshan Ali] was earlier a proclaimed offender which raised a possibility that he may again abscond if granted bail. The Delhi Police’s Special Cell had arrested Zeeshan Ali on August 9, 2017 from Delhi’s Indira Gandhi International (IGI) Airport.
