Coast Guard patrol vessels intercepted a suspicious Pakistani fishing boat in the Arabian Sea in the early hours of January 1,reports The Times of India. Ministry of Defence (MoD) officials said the four people on the fishing trawler set it ablaze after an "hour-long hot pursuit", which ended with "warning shots" being fired to stop the vessel around 365 km from Porbandar in Gujarat. The ship, with those on board, finally sank to the seabed amid loud explosions around 6.30am on January 1.MoD was quite emphatic that the fishing boat which was being quietly tracked after it began its journey from Keti Bandar near Karachi (Sindh, Pakistan) based on specific intelligence inputs and wireless intercepts was carrying explosives. "The nature of the fire clearly indicated it had explosives on board. The boat was repeatedly challenged but it increased speed and tried to escape from the Indian side of maritime boundary (India's exclusive economic zone stretches to 200 nautical miles from coast)," said an official.The location of the ship off Gujarat coast is considered significant because of the high-profile events Prabasi Bharatiya Divas and Vibrant Gujarat which will be attended by Prime Minister Narendra Modi and others. Two Coast Guard vessels are still searching the area for any "tell-tale signs" of the conspiracy that was afoot.Almost a year before 26/11, as reported on April 12, 2007) eight Lashkar-e-Toiba (LeT) terrorists had come from Karachi through the sea route and were intercepted by the Coast Guard off Mumbai coast but were let off for a "consideration". Two of the eight terrorists were held in Rajouri (Jammu and Kashmir) following an Intelligence Bureau operation in March, 2014. The duo had travelled from Diu to Mumbai-Delhi-Chandigarh-Rajouri and was helped by a dozen other local operatives who functioned as their guides. The six others remained untraceable.The two terrorists Abdul Majid Rain from Sindh and Jameel Ahmed Awan from Abbotabad later told their interrogators that they were motivated by speeches of LeT founder Hafiz Saeed and 'commander' Azam Cheema. The two leaders had told them to fight "excesses" against Muslims in J&K and elsewhere in India. Both were enrolled in LeT in 2003, four years before they were launched into India and were given arms training in Pakistan occupied Kashmir (PoK) and shown CDs of "atrocities of security forces" on Muslims.

Security across the coastal regions of Gujarat has been increased, Zee News reports on January 5. According to reports, at least 173 Marine Commandos have been deployed at 20 Police Stations along the coastal areas to foil any attempt by the Pakistan-operated terrorist outfits to create unrest in India. Confirming the development, Deputy Superintendent of Police (DySP) BJ Ninama of the Marine Police said, “After the incident of Pakistani boats being chased by Coast Guard in Indian waters, we have ordered 173 of our trained Marine Commandos to take positions at 20 marine police stations situated on state coastline." These Commandos have been ordered to heighten vigil across the coastline and monitor each and every boat going into the sea and returning ashore. Apart from vehicles, these Commandos have been provided boats to patrol the sea near the shore.

The intelligence agencies have indicated role of Lashkar-e-Taiba (LeT) behind the Gujarat off coast incident near Porbandar, New Indian Express reports on January 7.Sources indicated that the LeT operative module had possible plans to target Navy installations at Porbandar port.The Navy had recently upgraded its base off the Gujarat coast and even took control over Porbandar airport for strategic reasons. The incident also holds significance as it comes close to Prime Minister Narendra Modi’s visit to Porbandar on January 12, 2015. Defence Minister Manohar Parrikar also made it clear that four men on the boat were in touch with Pakistan Maritime Ggency and even the Pakistan Army as well.

Report said that the ICG and Navy on April 21 brought in a suspicious boat that was seized off the coast of Porbandar (Gujarat) a day before and the eight smugglers from Pakistan are being interrogated. The three-day operation ended when the boat was intercepted by ICGS Sangram around 150 nautical miles off Porbandar coast, Navy officers said. The two boats, ‘Fiza’ and ‘Fatima’, were found sailing close to each other. Coast Guard officials found the contraband consignment from ‘Fiza’ whereas nothing was found from ‘Fatima’. ICG Commander Coast Guard (North West) Kuldip Singh Sheoran said inspection showed that the contraband was pure heroine. “A total of 232 packets were seized from boxes stored in the boat. The international market price of the contraband is estimated to be Rs. 600 crore,” he added. However, the officials refused to comment whether the alleged smugglers have terror links. They were using Satellite phones and GPS (global positioning system) devices. Indian Navy officers said that “The men belong to a large network of drug peddlers who often use Indian waters for smuggling and were carriers.” Senior officers from Navy, Coast Guard and Narcotics Control Bureau are in Porbandar for the interrogation of the arrested smugglers.

To counter possible threats from smugglers and terror outfits targeting the Gujarat coast, the Indian Navy has integrated eight coastal radar stations in the state under the National Command Control Communication Intelligence (NC3I) programme, Indian Express reports on May 10. The commissioning of the INS Sardar Patel naval base, with its advanced technology, will enhance the NC3I intelligence network. The coastal radar stations are located at Porbandar, Dwarka, Mangrol, Gopnath, Diu, Daman, Navadra and the recent one was launched at Hazira. A total of 20 Naval radar stations and 31 Coast Guard radar stations across the country have so far been connected under NC3I. It can track more than 30,000 ships, even those plying in the Indian Ocean and South China Sea. There are 11 automatic identification systems (AIS) in Gujarat which have been recently brought under the programme. Automatic identification systems are sensor-based and transmit information to the eight radar stations. These 11 AIS are both on terrain and at sea. Chief of Naval Staff R K Dhowan, who was attending the commissioning of the INS Sardar Patel, said, “There are eight coastal radar stations of the Navy in Gujarat which have now been brought under this programme. The commissioning of the new Navy base at Porbandar will bring faster intelligence collection, interception and dissemination, bringing in tight coastal security in the state”. The officials added that the programme runs on an information system set up in Delhi, as its headquarters called the Information Analysis and Management System (IMAC) that is the nodal centre. According to Naval officers, the IMAC works on satellite and data circuit systems set up at Navy bases across the country. The information, collected from various radars and sensors, is sent to various radar stations though Satcom. The information collected from sensors is compared to assess threats to the coast. The NC3I programme aids real time operation at sea through detection of targets, aerial surveillance and by making aerial attacks faster. The data collected from radars and AIS system is combined at IMAC. The most helpful feature of the system is to give voice commands, specially to the Coast Guard vessels that carry out operations close to the coast. The 43 ports of Gujarat that are in the high priority list for security by the Navy and Coast Guard would be monitored under this project. The programme has brought the coastal surveillance systems of the Navy and the Coast Guard under one project for better co-ordination. The programme also covers the radars of the Coast Guard in Gujarat set up at their coastal stations in Okha, Porbandar, Pipavav, Hazira, to name a few. The radars of the Coast Guard that keep watch on the vessels close to the state coast through the AIS transponders will now be aiding NC3I systems while the Coast Guard can also keep track of them.

This centre will be linked through an extensive network of alarms and Closed-Circuit Television (CCTV) cameras at the ports; which will include sea-facing thermal cameras to keep an eye on the vast expanse of sea surrounding the ports and night vision devices to keep a tab on all movements happening within the port. A senior official of the Gujarat Maritime Board (GMB) said, “We are planning to enhance security in a big way at the non-major ports by laying an extensive network of CCTV cameras. We plan to begin with six non-major ports – Navlakhi, Madgalla, Okha, Jamnagar, Porbandar and Dahej. These ports will be connected through an IT-network to a command and control centre at Gandhinagar.”
