The National Investigation Agency (NIA) has begun probing the angle of sabotage in the Indore-Patna Express derailment in Pukhrayan area of Kanpur Dehat district, which had claimed 147 lives on November 20, 2016, Indian Express reports on February 8. On January 27, NIA’s Lucknow unit had lodged a case against unidentified persons on charges including culpable homicide not amounting to murder. It had done so after Moti Paswan who was arrested last month for allegedly attempting to blow up railway tracks in Bihar’s East Champaran District, claimed to have planted a cooker bomb on the tracks at Pukhrayan with the help of his associates, causing the derailment.NIA has also invoked the Railways Act and Unlawful Activities (Prevention) Act-UAPA in the case. A team of officials is presently camping in Pukhrayan for the investigation. “Apart from the Pukhrayan train derailment case, we have also registered a case in East Champaran district. Investigation is ongoing in both cases,” said Alok Mittal, IG, NIA. Sources said the agency had registered two cases as they suspected that the derailment was a “terror act”.

Meanwhile, the National Investigation Agency (NIA) probing the rail track sabotages on February 14 secured additional four-day Police remand of Umashankar Patel, Motilal Paswan and Mukesh Yadav, all accused in Ghorasahan and Kanpur cases. Earlier, the special NIA court of Judge Manoj Singh had granted 11-day police remand for the trio on February 4.The derailment and blast conspiracies were allegedly hatched by Inter-Services Intelligence (ISI). Its agent Shamshul Huda, a Nepalese citizen, was handling the terror mission from Dubai. Huda was arrested by Nepal police in Kathmandu on February 5. His interrogation later revealed another railway track blast near Nakardei in East Champaran. Brajkishore Giri alias Baba Giri, Mujahir Ansari, Ashish Singh Kurmi alias Sujeet and Umesh Giri, all associates of Huda, have already been arrested by Nepal Police.

The Azamgarh Police are investigating link of a female medical student, with an Islamic State (IS) module of Amzad khan alias Ayan Khan Salafi, who was deported from Saudi Arabia in April, The Times of India reports on May 30. The link of the girl, a medical student from Sarai Mir area of Azamgarh District, surfaced during interrogation of Amzad by National Investigation Agency (NIA). Amzad is a resident of Churu in Rajasthan and had been closely associated with IS. He had radicalised the 24-year-old girl on phone and the two had entered into Nikah (marriage) on phone only. Though, the NIA has not disclose the identity of the girl, the local Police and intelligence unit are trying to trace out her and her family members. "We have come to know about the girl, but she is yet to be traced out in want of her identity," the Azamgarh SP Ajay Sahni told on May 29, adding that the intelligence is being gathered to trace out the girl.

National Investigation Agency (NIA) at present, is tracking 80 Bangladeshi women in Agra and Firozabad who are suspected to be engaged in fake currency dealings, India Today reports on June 22. The identities of the suspects have not been revealed by the NIA. It is suspected that as many as 15 of them, are living in Itmaduddaulah area of Agra posing as grocery vendors while their real business is of dealing in fake currency. All these women are on the NIA scanner and their activities are being monitored. A team of Kolkata Police officers and constables is closely working with the NIA, which has set up camp in Agra. Deputy Superintendent of Police (DSP) B S Tyagi told that the local Police have not been informed about the NIA probe. The local police have only been deployed for the security of the entire operation and the camp.

One of the two Islamic State (IS) recruiters behind the online identity Yusuf-al-Hindi, could possibly have been Mohammad Sajid alias Bada Sajid, who hailed from Azamgarh in Uttar Pradesh and is believed by Indian agencies to have been killed in 2015 while fighting in Syria, reports The Indian Express on June 28. This is what IS sympathiser Amzad Khan, who was deported to India from Saudi Arabia in April, has indicated to interrogators, while identifying a photograph of Yusuf-al-Hindi, sources said. Sajid was a member of Indian Mujahideen (IM) before fleeing to Pakistan after a security crackdown in 2008, from where he and Karnataka-born Shafi Armar migrated to Afghanistan and Syria. Armar was recently designated as a ‘global terrorist’ by the United States (US).Investigators believe that Sajid and Armar had radicalised Indians online using the same identity — Yusuf-al-Hindi. “It is possible that after Sajid’s death, Armar has been handling the account,” said sources. According to sources, Khan, a 37-year-old from Rajasthan, told interrogators: “In the beginning, Yusuf had set a photo taken from his back as his profile picture (on his Telegram account). By the end of December 2015, he changed it to one taken from the front.” Investigators believe this image was one of the same set of photographs taken from two angles. Khan told interrogators that he later saw the same person in a video posted on social media by the IS in May 2016, purportedly showing those who had gone to Syria from Maharashtra.

On July 13, Deoria Police in Uttar Pradesh (UP) arrested a person, identified as Farhan Ahmad who had threatened to blow up Uttar Pradesh state assembly building with bombs on the event of India’s Independence Day-August 15, 2017, dnaindia.com reports on July 14. The arrested student is a resident of Deoria District of UP. A BA second year student, Ahmad had called up Additional Director General (ADG) AK Prasad on July 6, 2017 and had threatened to blow up UP state assembly building on August 15, 2017. Since then Police was on a look-out for the caller. They traced the mobile shop in Deoria from where Farhan had bought the SIM card by giving fake identity and address proofs. On the basis of the shopkeeper's description of the buyer, Deoria Police nabbed Ahmad. The arrested student has admitted to making the threat call to the ADG. The Police also discovered the mobile phone Ahmad used to make the call from him. An FIR has been registered against him. The police are conducting further investigation to check whether Ahmad has any links with any terror groups.

The UP Anti-Terror Squad (ATS) officials suspect the role of some insiders in the leak and interrogated some employees of the SDM office on August 4. The sleuths also seized some documents, computers and pen drives in this connection. Inspector General (IG) of Police, ATS, Asim Arun said the probe so far revealed that details related to movement of troops in and from Jhansi Cantonment area have been leaked. The IG said they were sure that some employees of the SDM office leaked the information. It is, however, yet to be ascertained whether they leaked it unknowingly or intentionally for profit, he added. Arun said the employees leaked the information to unknown persons who made Internet calls to them from abroad. He said it is yet to be confirmed whether any of the ‘recipients’ of information visited the office or not. He said required action will be taken on the basis of evidence after the probe. So far no arrest has been made in the matter, he added.

Bangladeshi native Faizan, who allegedly holds a key post in ABT, is absconding. He is reportedly an associate of Abdullah, who was arrested from Muzaffarnagar by the ATS on August 6. Abdullah was produced before a Lucknow court on August 8, which sent him to five-day Police custody.“ATS had requested for Abdullah’s 10-day custody to question him at length,” Inspector General (ATS) Asim Kumar Arun said. Officials said the Saharanpur SSP has been asked to probe how Abdullah managed to get a passport using a local address. According to ATS, Abdullah was helping Faizan in preparing fake IDs, mostly for people from Bangladesh, to help them find safe hideouts in India. Officials have also allegedly recovered “jihadi literature” and books on assembling bombs at Faizan’s rented accommodation in Deoband. “While scanning the seized documents, we found pamphlets carrying advertisements of a Kung Fu training centre being opened in Deoband. Several blank identity cards, printed for trainees of the martial art centre, too were recovered. The identity cards display the name ‘Martial Arts New — Shoalin Tiger Kung Fu Club’ at Deoband in Saharanpur,” said an ATS official. The ATS is now trying to find the spot where Faizan planned to open the centre and if youths had applied for admission.

According to a charge sheet filed by the National Investigation Agency (NIA) on August 31, 2017, in a case related to March 7, 2017, Bhopal-Ujjain passenger train blast incident members of Islamic State Lucknow-module collected arms and ammunition to carry out terrorist activities in India and to target non-Muslims when they failed to go to Iraq and Syria, reports Times of India on September 1. The members of the module visited various border areas in India in a bid to go abroad to join the Islamic State, the charge sheet said. After failing to reach Iraq and Syria, they bought arms, ammunition and explosives to carry out terrorist activities in India. It said the module had planned to target non-Muslims, Muslim scholars of other sects as well as religious places in India. "The module propagated the ideology of the Islamic State to attract, motivate and recruit youths to carry out terrorist acts," the charge sheet said."They took 'Bayath' (oath of allegiance) to the Islamic State, hatched a criminal conspiracy with intention of (committing) terrorist activities, recruited persons, raised funds, organized terrorist camps and carried out terrorist acts," the NIA said. It alleged that they conspired to threaten India's sovereignty. They shifted their hideouts in Lucknow, conducted a trial blast and killed a man in Kanpur, Ramesh Chandra Shukla, on October 24, 2016, the NIA said. An NIA statement said the accused conducted reconnaissance of Sufi shrine Dewa Sharif in Barabanki in Uttar Pradesh and other religious places for planting IEDs. Those named in the charge sheet are Mohammad Faisal, Gauss Mohammad Khan, Mohammad Azhar, Atif Muzaffar, Mohammad Danish, Asif Iqbal, Mohammad Atif and Syed Meer Hussain. Sayed is a resident of Kannauj while others belong to Kanpur -- all in Uttar Pradesh. Another accused, Saifullah, also from Kanpur, was killed in a shootout in Lucknow a day after the blast. NIA investigators said Saifullah along with Atif, Danish, Syed and Gauss was allegedly involved in the blast. Atif, Danish and Syed travelled to Bhopal and planted an IED in a general compartment of the Bhopal-Ujjain train on March 7. They were held at Pipariya in Madhya Pradesh while trying to flee to Lucknow. Saifullah was killed next day. The NIA filed the charge sheet before a special NIA court in Lucknow against eight persons of the module for being members of the Islamic State and their involvement in the conspiracy. According to the NIA chargesheet in the case Atif Muzaffar is the head of the module. On August 8, 2017, a charge sheet was filed against Atif, Danish, Syed and Gauss in a special court in Bhopal. The case was initially registered by the Uttar Pradesh Anti-Terrorism Squad in March before it was taken over by the NIA.

Muslim scholars from the Shiva, Barelvi and Deobandi sects were on its hit list the NIA chargesheet stated. The NIA is probing the Ujjain-Bhopal train blast case in which the Lucknow module of the IS has been blamed. "Investigation has established that the accused IS persons conspired to carry out terrorist activities in India and planned for targeting Muslim scholars of other sects, Shia, Barelvi, Deobandi, within India." The chargesheet also reveals the module had several Sufi shrines, including Dewa Sharif in Barabanki, on its target. NIA said the module religiously followed the Wahabi doctrine of Sunni Islam that regards Muslims who do not agree with its interpretations as infidels or apostates. "The material recovered from their possession is not just sophisticated arms and ammunition or explosive substances. There are videos, photographs, literature and discourse recordings that suggest how badly they wanted to take on the scholars of the community who opposed the idea of Caliphate," the NIA further stated.

Special Police Operations Team (SPOT) has been constituted to better equip Uttar Pradesh-UP Anti-Terrorist Squad (ATS) in dealing with any possible terror attack or any other kind of eventuality, Outlook India reports on October 11. The team will help in expediting cases and investigation, besides assisting in cyber monitoring of people involved in terror activities. It will also help in the de-radicalising activities, the ATS said in a release. The team would initially have 694 posts, while 316 more posts would be created for the ATS for quick intelligence compilation, internet monitoring and investigation of events, the release said. Currently, there are 264 posts in the ATS."The new force will be ready to deal with bold attacks (attacks on CRPF camps in Rampur, Ayodhya and Pathankot), an abduction and hostage crisis and a bomb attack situation," the ATS said. Specialised commando training would be given to the team members for countering the ultras, rescuing the victims during any such attack and also for foiling a subversive activity by responding to an intelligence input in the shortest possible time, it added. The nature of the team would be that of a high-risk operation team, the release said.

The translations, obtained by The Indian Express, range from excerpts from magazines like al-Risalah and Inspire, to ideological tracts by the jihadist leadership. The organisation’s vernacular push reflects the increasing reliance of the jihadist movement on recruits from States in the southern, western and eastern regions - a phenomenon which first became evident with the Indian Mujahideen (IM) which, from 2005, carried out the most lethal urban terrorism campaign India has ever suffered. For the most part, the translations appear to be targeting educated volunteers. The Tamil articles include one from issue 3 of al-Risalah, aimed at doctors and engineers. “I ask you, Doctor: are your services not better spent in patching the leg of that child who lost his limb in a barrel bomb in Aleppo rather than prescribing medication for an Islamophobe with you in your country,” the article asks. “We use the excuse of being watched by the enemy of Allah and our passports being flagged,” the article goes on. “Do we not have trust in Allah? Did Prophet Muhammad not leave Mecca and migrate to Medina under the very eyes of the disbelievers?”. Another Tamil translation from al-Risalah tells the story of an elderly man who volunteered to fight despite having only one eye. “If I am incapable of fighting, at least I will increase the number of the army and would guard your luggage,” he is claimed to have said. In addition to speeches and messages from a Qaeda ‘chief’ Ayman al-Zawahiri, and his Uttar Pradesh-born Karachi-trained subcontinent deputy Sami-ul-Haq, the Bengali-language material produced by al Qaeda includes subtitled videos, telling the stories of jihadists fighting in Syria and Somalia. Large numbers of Sami-ul-Haq’s speeches have been translated into Hindi, notably his call to target IAS and IPS officers. “This is an organisation which is aware that many young Muslims cannot read Urdu,” a police officer noted. “In earlier decades, material like this circulated clandestinely, through pamphlets and so on, but almost always in Urdu.”

The Azamgarh Police on November 27 opened history sheets of four alleged Indian Mujahideen (IM) operatives under instructions of the Uttar Pradesh (UP) AntiTerrorism Squad (ATS), reports The Indian Express. A senior ATS official said it was recently decided that history sheets of all terror suspects hailing from the State would be opened to record the cases lodged against them in Police stations of their native districts for surveillance purposes. The four fugitivesAbu Rashid alias Sheikh alias Danda, Dr Shahnawaz Alam, Mohammad Sajid alias Bada Sajid and Mohammad Rashid Sultanbelong to Sanjarpur village in Azamgarh District. Their history sheets were opened at Saraimeer Police station, confirmed Inspector General (IG), ATS, Asim Kumar Arun.The ATS has prepared a list of 25 such suspects which include those who are absconding, in prison as well those acquitted in cases by a court. Shahnawaz and Sajid carry a bounty of INR10 lakh each on their heads, announced by the National Investigation Agency (NIA). Station Officer of Saraimeer police station, Ram Naresh Yadav, said, “Abu Rashid’s historysheet has been opened with number 70A, Shahnawaj’s as 46A, Sajid’s as 37A and Mohammad Rashid’s as 26A. “These four historysheets were opened today on the basis of details provided by UP ATS.” An ATS official said they are yet to acquire “concrete information” about the whereabouts of the four alleged IM men since after terror cases were lodged against them in different states. The official, however, claimed that the agency suspects the four are fighting for the Islamic State (IS) in Syria.
