We have arrested a Bangladeshi national with fake money of the face value of Rs 8 lakh. We have started an investigation into the incident,” said Malda police superintendent Prasun Banerjee. On January 19, National Investigation Agency (NIA) sleuths appealed before a Malda court for custody of the accused. The NIA is already investigating a couple of cases of fake money in the district and indicated they could follow up on this case as well. Police sources told the arrested person is resident of Shibganj Police Station area under Chapai Nawabganj District of Bangladesh.Security officials began tracking Enarul’s movements when they noticed his frequent visits to the country. “The most interesting part of this case is that Enarul didn’t enter India illegally. He came here with valid passport and other documents. Moreover, this is not the first time that he has come to India with valid documents,” a senior officer of the District police said, adding they had received a tip off about Enarul’s illegal activities in India. In February 2015, Enarul came to Malda and stayed at Kaliachak for over a month and returned to Bangladesh. He came to Malda on November 21, 2015 again with a valid passport and visa, and was scheduled to return to Bangladesh by April 10 this year. He had come to Malda in 2014 as well. Intelligence officers ascertained that Enarul’s role was to recruit ‘carriers’ to circulate FICN in India as well as find safe locations to smuggle the notes in to the country.

The Islamic State (IS) module neutralised ahead of the Republic Day celebrations as part of the nationwide terror sweep, was active in West Bengal, said the National Investigation Agency (NIA), The Times of India reports on February 7. The agency is currently trying to figure out whether the network was linked to Jamaat-ul-Mujahideen Bangladesh (JMB). "While interrogating the arrested persons, we found references to West Bengal. It seems that they had planned to procure weapons from the state," an NIA official said.According to sources, NIA investigators initially did not get any lead on the JMB movements in West Bengal. But with time, more leads started coming in after the sleuths went through the mobile phone conversations of the arrested persons. While going through the conversations, investigators found that the arrested persons, allegedly IS operatives, wanted to procure weapons from West Bengal. The operatives also reportedly found a safe route to procure the weapons from the state.Sources said that Fake currency and gold smuggling rackets are already active in the border Districts of Bangladesh. Intelligence inputs also confirm that there are illegal arms racket operating in the same area. Earlier, these rackets have supplied arms and explosives to militant and terror units operating in eastern and north-eastern states. A sizeable chunk of unaccounted cash was also recovered from the arrested persons, which made investigators assume that there might have been financial transactions between the IS operatives and arms rackets.Apart from carrying out explosions in several parts of the country, the group had also planned to conduct camps and jihadi workshops. From the intercepts, NIA officials came to know that the arrested module was planning to establish a channel of procurement of explosives and weapons. "We are yet to know whether they were trying to smuggle in weapons from neighbouring countries or from within the state. But it is so far clear that they were trying to create a channel that would have helped other terror modules too," an NIA official said.

On February 23, National Investigation Agency (NIA) arrested one person, identified as 19 year old Asif Ahmad alias Raju Das from Durgapur in Bardhaman District of West Bengal on suspicions of having links with the Islamic State (IS), reports Deccan Herald. It is believed the youth was part of a network that helped plan terror strikes across India and ran an online training module. Acknowledging the youth’s detention, NIA’s Inspector General Sanjeev Singh said agency and state CID officials, acting on a tip-off, reached Durgapur on February 23 and detained Asif. “He is presently under questioning. He is suspected of having links with IS. He used to stay in a rented accommodation in Durgapur under an alias,” Singh said. Officials added that Asif’s father Ishaq was also detained and the two are being questioned at the agency’s office in Kolkata.

The National Investigation Agency (NIA) on March 17, arrested a student of mechanical engineering in Durgapur in connection with its case against the Islamic State (IS), reports Indian Express. A resident of Hooghly, Ashiq Ahmed was arrested by the agency after several days of questioning. He is alleged to be part of the Junud-al-Khilafa-e-Hind (JKH), a self-appointed IS “franchise” run on the directions of former Indian Mujahideen (IM) operative Shafi Armar.Sources said Ahmed came in contact with Mohammed Nafees Khan, ‘finance chief’ of JKH, while surfing jihadi videos over the internet. Khan, who is currently under arrest, reportedly met Ahmed in Kolkata and got him appointed as ‘chief’ of JKH’s Bengal unit. “Ahmed took Khan around Kolkata to identify vital installations that could be targeted by JKH. Ahmed also expressed his intention to target a TMC MLA for the murder of a Muslim political rival. However, all these plans were still at a nascent stage,” said an NIA officer.“On instructions from Khan, Ahmed also got in touch with five youths in West Bengal and was motivating them to join jihadi activity,” said an NIA officer. Meanwhile, the Union Ministry of Home Affairs (UMHA) handed over the cases of suspected IS operatives in custody of Delhi Police and Maharashtra ATS to the NIA. Since all the accused were part of the same group, a decision was taken to hand over the cases to NIA, which has registered an “open FIR” against the IS. “The agency will soon take custody of the accused with the two police forces,” said an UMHA official.

The National Investigation Agency (NIA) which has been probing the October 2, 2014 Bardhaman blast says that the smaller modules of Jamaat-ul-Mujahideen Bangladesh (JMB) are now heavily engaging in propaganda instead of preparing bombs like they did earlier, oneindia.com reports on May 31. While the bomb making industries of the JMB have come to a halt due to an extensive crack down, investigators fear that smaller modules now may be engaging in a propaganda battle.Enamul Mollah, a JMB operative, who was recently chargesheeted in the Bardhaman case according to the NIA is a highly radicalised youth. He is alleged to have set up small modules which would indulge in propaganda war. It has been happening on a smaller scale, but if these modules succeed, then there is a good chance that the situation could flare up as there could be many takers in West Bengal. Enamul Mollah a resident of South 24 Parganas according to investigations is a highly motivated cadre of JMB. He has also been involved in harbouring of absconders of JMB. He had been in constant communication with absconding accused persons Moulana Yousuf and Abul Kalam @ Ibrahim and arranged shelter for them after the Bardhaman Blast. He assisted in recruiting new members for JMB and also spread their agenda by circulating Jihadi material. He arranged for a radicalisation program where the accused Kausar delivered jihadi speeches, the NIA also states.

Engineering student Aashiq Ahmed, arrested by the National Investigation Agency (NIA) from Hooghly in West Bengal for being part of Islamic State (IS), had plans to kill the Trinamool Congress MLA (Member of Legislative Assembly) from Hooghly, Asima Patra, as he suspected her role in the murder of another TMC leader Kazi Naseeruddin in 2013, Economic Times reports on June 28.Naseeruddin was arrested by Dhanekala Police Station in 2013 and died in custody. According to Aashiq, Naseeruddin was a "very powerful and popular leader from his locality. He was implicated in a false case in connivance with the local police and murdered inside the police lock-up," he is believed to have said. According to NIA, Aashiq had plans to kidnap the MLA and demand extortion for her release as part of Mal-e-Ganimat (war-booty).He also intended to provide a portion of the extorted money to the family of Naseeruddin in order to help the family raise his minor children, said a senior official who questioned Aashiq. However, he was advised by another member of IS inspired radical outfit Junoode-Khalifa-e-Hind to put his plans on hold for the time being. Aashiq claimed that he also had plans to target a former TMC leader Jiten Sarkar for his alleged role in instigating the tribal people staying near a cemetery not to allow Muslims perform last rites at the cemetery.According to him, he was drawn towards IS when he started reading a book in 2014 that detailed the rise of Imam Mehdi at a place called Khurasan in Afghanistan. Aashiq later opened a Facebook account and started liking posts related to IS and browsed through pages with title such as "Children of Gaza in Smile and Tears", "Support for Palestine" and "Justice for Palestine". He later came in contact with Mohammad Nafees who introduced him to Shafi Armar alias Yusuf-al-Hindi. Armar is a former Indian Mujahideen (IM) 'commander' who is now believed to be operating from Syria and had pledged allegiance to the Abu-Bakr-al-Baghdadi-led caliphate.

The suspected terrorist arrested from Viswabharati Fast Passenger train at Bardhaman station has links with Islamic State (IS) and Jama'atul Mujahideen Bangladesh (JMB), the West Bengal Crime Investigation Department said on July 5, reports Indian Express. A resident of Labhpur in Birbhum District, 25-year-old Mosiruddin alias Mosi alias Majnu, has admitted to having links with top IS leaders and the JMB through e-mails, social networking sites and mobile phones, DIG (CID) Dilip Adak stated. “We are not ruling out his link with the IS. A 13-inch chopper, an improvised small firearm and three rounds of cartridges were recovered from him,” Adak stated.Officers going through Mosiruddin’s mobile phone call list, his emails and the documents seized from him to confirm his involvement with IS and JMB. Police sources said National Investigation Agency (NIA) had been tracking Mosiruddin since he was in Tamil Nadu. “He had been using social networking sites to keep in touch with his associates overseas… We are looking for Mosiruddin’s associates who may be operating from Bengal… Six SIM cards and two fake voter IDs have been recovered,” said a source.

Unemployed youth, preferably from Muslim community, are being roped in by handlers of terror groups like Islamic State (IS) and Jama'atul Mujahideen Bangladesh (JMB) to expand their networks in border Districts of West Bengal, Asian Age reports on July 11. The recent arrest of 25-year-old Mohammed Musiruddin has exposed the presence of the terror group in the state, particularly in the districts bordering Bangladesh including Bardhaman, Murshidabad and Birbhum, a CID official of West Bengal said. The group has also spread its tentacles in different pockets of the city, the official said describing the Khagragarh blast in 2014 as a clinching proof of the existence of its bases in the state."Unemployed youths are the main targets of terror groups. JMB had been doing that and the ISIS is following the same process," the official said adding that this fact has again got a confirmation during the grilling of Musiruddin, who was part of the of recruitment network. "They have handlers who supervise one to two districts and keep a tab on educated but unemployed youth including girls in the age group of 16-30 years preferably from the Muslim community," he said. "The brainwashing starts from the first meeting which helps them convince the youth to join the group. And from there they are moved to the training camps in the bordering districts," the officer said.Further, the name of Ashique Ahmed, alias Raja, a resident of Hooghly's Dhaniakhali, had surfaced during an interrogation of one Abdus Sami Qasmi, who was arrested by the agency from Uttar Pradesh in February, 2016.The NIA sleuths, who had seized some documents from Ashique's ancestral home, were initially hesitant to arrest him as he was a teenager and had no criminal record. "This is another tactic to choose someone with no criminal records but has some education. Youths are told that they do not need to come to Syria to join the war actively but can initiate their own jihad from their native places," the officer said. "It is nothing but asking them to carry out 'lone-wolf' attacks which are very hard to stop until they are executed," he said, adding that these camps also worked as a fund-raising machinery too. The handlers, he said, communicate with their leaders mostly based either in Syria, Iraq or Bangladesh through the social media like Facebook and also via Whatsapp and other messengers.

The National Investigation Agency (NIA) arrested one person, identified as Rubel Mia (25), wanted for involvement in a Fake Indian Currency Notes (FICN) supply ring operated from Bangladesh, from his residence in Malda District of West Bengal, reports The Times of India on August 8. Later, an NIA Special Court sent him to 6day Police remand. Sources said, Rubel was the main courier for bringing counterfeit notes across the IndoBangladesh border and supplying it to dealers in West Bengal. The FICN would then reach other states. While NIA has already arrested six persons in the case, Rubel and three others, Prashanto Mondal, Ashok Gupta and Anarul were absconding. A reward of INR 25000 each was announced on them last month. NIA sources say that the fake currency notes originated in Pakistan, with the main conspirators based there.

After arresting over 50 suspects for conspiring to set-up terror modules inspired by the Islamic State (IS) or for providing material support to the militant group, the National Investigation Agency (NIA) has identified another 130 radicalised individuals, believed to be in contact with the accused, dnaindia.com reports on October 12. This watch list is a "preemptive measure" by the agency to track and monitor these individuals. The individuals on the watch list have not participated in any incriminating activities till now. They are, however, active on the social media and have made efforts on ground to gather support for IS, officials said. "They've tried to gather support for IS online and offline and enroll other members. They themselves, however, have refrained from joining any module,'' they added. The decision to put these individuals under surveillance was taken recently, after a few names cropped up frequently during interrogations. Consequently, the NIA wrote to police authorities in nine states – Delhi, Maharashtra, Andhra Pradesh, Telangana, Kerala, Tamil Nadu, West Bengal, Jharkhand and Haryana – asking them to monitor these supporters."We don't have any strong evidence against these people. Their names have cropped up during interrogations of accused. For now, we only know that they are radicalised and believe in the IS ideology,'' a senior NIA said. The state police have been given the responsibility to track down these individuals and question them, if needed. In several cases, investigators observed common links as IS supporters were part of WhatsApp groups and Facebook pages or used encrypted platforms for communication.

The National Investigating Agency (NIA) on October 13 took over custody of five suspected operatives of Jama'atul Muajhideen Bangladesh (JMB)connection with the October 2, 2014 Khagragarh (Bardhaman District) blast, reports Indian Express. They have been identified as, Moulana Yousuf, Jahidul Sheikh alias Zafar alias Jabirul, Mohammad Rafique, Shahidul alias Shamim and Abdul Kalam alias Kalim. The Special Task Force (STF) of Kolkata Police had arrested six militants from Assam in the last week of September for allegedly conspiring to carry out blasts in the country, and also striking a deal with Bodo militants. Of the six, five were named in a chargesheet filed by NIA in the case. The NIA had recently moved a Kolkata court, pleading custody of the five accused on grounds that they needed to interrogate the accused, who might have crucial information about the JMB’s presence in Bengal or other parts of India.Of the five, Moulana Yusuf is allegedly the second-in-command of JMB’s West Bengal unit, and one of the main accused in the blast. Sources said that the NIA had declared INR 10,00,000 as reward for Yusuf. A resident of Mangalkot in Bardhaman District, Yusuf was the chief motivator for the JMB in West Bengal, said sources. Assault rifles used in the Gulshan cafe attack in Dhaka on July 1, 2016 were made in West Bengal with the help of Pakistani experts, one of the six terrorists arrested by Kolkata STF in September in connection with the Khagragarh blast (October 2, 2014) has told National Investigation Agency (NIA) sleuths, The Times of India reports on October 29. According to the arrested terrorist, Pakistani tribal gunsmiths clandestinely visited Malda District of West Bengal to train gunsmiths from Munger, who set up base in the district to make AK-22 assault rifles. These weapons were then smuggled into Bangladesh via Chapainawabgunj. The NIA investigators suspect the Pakistanis who conducted the training were from the Darra Adam Khel community that resides in a village located between Peshawar and Kohat. The community is believed to regularly help the Taliban in duplicating modern weapons."We aren't sure yet but the language they mentioned is spoken in and around the Khyber Pakhtunkhwa province of Pakistan where the village is located," a senior NIA officer said. Bangladesh has already alleged that the weapons used in the attack were sourced from across the border. The country's counter-terrorism and trans-national crime chief, Monirul Islam, had categorically mentioned Munger in this connection. Thereafter, Bihar Police had launched an investigation into the matter. "The Bihar police in a communique to Bengal police has confirmed that the arms manufacturers and smugglers had set up units in Malda and other places in Bengal," an STF officer said. The NIA believes the consignment of AK-22 rifles and pistols reached the terrorists in Dhaka a month before the Gulshan terror strike. But what has intrigued the NIA officers is the duplication of AK-22 rifles instead of the AK-47, which is more popular among both terrorists and security agencies. "The uncomplicated AK-22 is a low-range weapon, easy to use by even greenhorns and has a short range. It was the perfect weapon for the youngsters who carried out the terror attack in the Dhaka bakery," an NIA officer said.
