National Investigative Agency (NIA) in its year-end review at the end of 2023 declared a conviction rate of 94.7 per cent, wionews.com reports on January 1. The agency also made breakthrough in identifying 43 suspects linked to acts of vandalism against Indian high commissions in the UK, US, and Canada. NIA attributed success to the approach to crowd-sourcing information. The agency reported conducting over 50 raids and searches and said that it examined 80 individuals in India suspected of involvement in the conspiracy behind these overseas attacks. In total, more than 1,000 raids were conducted. With 625 arrests and the attachment of 240 assets valued at approximately INR 56 crore (about USD 7million), the NIA continued to combat acts of terrorism, gang activities, narco smuggling, human trafficking, and other criminal enterprises that pose threats to national interests. The NIA's operations saw a 28 per cent rise in arrests, reaching 625 compared to 490 in the previous year.

The National Investigation Agency (NIA) on January 10, arrested the key and last absconding accused, identified as Savad, in a 2010 case wherein a Malayalam professor’s palm was chopped off by operatives of Popular Front of India (PFI) in Kerala, reports Hindustan Times. Savad was arrested from Mattannur in Kannur District. He had a reward of INR 10,00,000 for his arrest. On July 4, 2010, TJ Joseph, a former head of Malayalam department of Newman College in Thodupuzha in Idukki District, was attacked by a group of PFI operatives in Muvattupuzha in Ernakulam District. According to investigators, Savad chopped off the professor’s palm with a machete. After the incident, he reportedly flew to Bengaluru and other parts of the country before escaping to the Middle East.

On January 11, in a multi-state crackdown on the banned Babbar Khalsa International (BKI) and the Lawrence Bishnoi crime syndicate, the National Investigation Agency (NIA) raided 32 locations in Punjab, Haryana, Rajasthan, Uttar Pradesh, Delhi and Chandigarh, reports ANI News. The agency said it has seized illegal arms and ammunition, incriminating documents, digital devices and cash during the raids. “The raids were conducted as part of a mega operation that began early Thursday morning in connection with three cases related to the activities of the BKI and the Bishnoi gang. The seizures during the raids included two pistols, two magazines and ammunition, Rs 4.6 lakh cash, besides documents and digital devices,” a NIA spokesperson said.

The National Investigation Agency (NIA) on January 13, said it has filed a chargesheet against eight people in connection with the Lashkar-e-Taiba (LeT) prison radicalisation and suicide attack conspiracy case, reports The Indian Express. The case was originally registered by the Bengaluru city police on July 18, 2023, following the seizure of arms, ammunition, hand grenades, and walkie-talkies from the house of one of the accused. According to the NIA, the probe revealed that T Naseer, who was involved in several blast cases, had come in contact with the other accused while they were all lodged in Bengaluru prison in 2017. Naseer has been serving a life sentence since 2013, while two other accused, Junaid Ahmed and Salman Khan, are suspected to have fled abroad. The remaining suspects – Syed Suhail Khan, Mohammed Umar, Zahid Tabrez, Syed Mudassir Pasha, and Mohammed Faisal Rabbani – have been arrested. The NIA said Naseer had managed to get all the accused shifted to his barrack after carefully assessing whether they could be radicalised and recruited into the LeT. He first managed to radicalise and recruit Junaid Ahmed and Salman Khan and, thereafter, he conspired with Junaid Ahmed to radicalise and recruit the other accused.

The National Investigation Agency (NIA) on January 15, filed a chargesheet against one of the two members of the Islamic State (IS) Jharkhand module arrested last year, as part of the agency’s crackdown on the proscribed global terrorist organization, reports India Today. As per the chargesheet filed before the NIA Special Court in Ranchi under various sections of the Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC), the accused, identified as Faizan Ansari alias Faiz, was involved in propagating IS propaganda and in the recruitment of individuals. "Ansari created and administered multiple 'ISIS-aligned' cyber groups on social media platforms such as Telegram and Instagram for dissemination of terrorist propaganda materials, including ISIS magazines 'Voice of Hind’ and 'Voice of Khorasan' to influence and recruit youngsters to carry out violent attacks in India," the chargesheet added. "The accused had taken an oath of allegiance (Bayath) to the self-styled Khalifa (leader) of the ISIS," it said.

The National Investigation Agency (NIA) on January 24, filed a chargesheet against two more accused in the Islamic State (IS) inspired Coimbatore car bomb blast case of October 23, 2022, reports India Today. As per the chargesheet filed by the NIA, the accused, Mohammed Azarudeen alias Azar and Mohammed Idris, have been charged under various sections of the Unlawful Activities (Prevention) Act (UAPA), the Indian Penal Code (IPC) and Explosives Substances Act. With this, a total of 13 people have been charge-sheeted in this case till now. The rest were named in the prosecution complaints filed by NIA in April and June, 2023.

National Investigation Agency (NIA) for the first time collected details of all terrorists, including those from Indian Mujahideen (IM) and Lashkar-e-Taiba (LeT) as well as Khalistani militant groups and uploaded them in one common server at its headquarters in Delhi, The Indian Express reports on January 30. The National Terrorism Data Fusion & Analysis Centre (NTDFAC), which is modelled along the lines of the Global Terrorism Database of the US, is scheduled to be inaugurated by Union Home Minister Amit Shah on January 30 (today). NTDFAC has over 92 lakh fingerprint records, Integrated Monitoring of Terrorism with data of more than 22,000 terrorist cases along with their case studies, National Integrated Database on Arrested Narco-Offenders with data of more than 5,00,000 narco offenders, their source of funding, their involvement along with their cases registered in India, their latest pictures and social media profiles.

National Investigation Agency (NIA) on January 30, filed a fresh charge sheet against three more accused in the Rajasthan Popular Front of India (PFI) conspiracy case for suspectedly organising arms training camps and providing training to some co-accused in the handling and use of weapons to “gullible Muslim” youth to commit violent acts, reports The New Indian Express. In an official statement the NIA said, Vajid Ali, Mubarik Ali and Shamsher Khan are charged under various sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act- UAPA. “Vajid, Mubarik and Shamsher have been found to be involved in organising arms training camps for the PFI to help achieve the aim of establishing Islamic rule in India by 2047,” the NIA alleged in its charge sheet.

On February 2, the National Investigation Agency (NIA) carried out a series of raids across Tamil Nadu (TN) in a Liberation Tigers of Tamil Eelam (LTTE) inspired arms seizure case, reports NIA. The raids targeted premises belonging to suspects, including members of the Naam Tamilar Katchi (NTK) party, in Chennai, Trichy, Coimbatore, Sivaganga and Tenkasi. The NIA said, “Extensive searches by the agency led to the seizure of one laptop, 7 mobiles, 8 SIM/memory cards and 4 pen drives, along with incriminating documents and books related to the LTTE terror organisation and its self-styled slain supremo, Prabhakaran.” The case was first lodged by Tamil Nadu Police following the arrest of two persons identified as Naveen Chakravorty and Sanjay Prakash, during vehicle check in Salem on May 19, 2022. On February 10, National Investigation Agency (NIA) arrested four persons, identified as Jameel Basha, Maulvi Hussain Faizy, Irshath and Syed Abdur Rahman Umari from Tamil Nadu in connection with Islamic State (IS) radicalisation and recruitment case, reports The Free Press Journal. The searches led to the seizure of a large number of electronic devices, material objects and documents. These included six laptops, 25 mobile phones, 34 SIM cards, six SD cards, three hard discs. Raids were conducted at 11 locations associated with Madras Arabic College / Kovai Arabic College in connection with the radicalisation case, which involved individuals engaged in clandestine radicalisation of gullible youth in the garb of Arabic language classes through preaching of radical ideologies and promotion of violent Jihad at their Regional Study Centres in Tamil Nadu. Besides the Arabic classes, the radicalisation took place online, through social media platforms and mobile applications, such as WhatsApp and Telegram. The IS operatives were using the classes and the social media to impart radical sermons to propagate Khilafat and IS ideologies inimical to India’s constitutionally established principles of secularism, democracy etc.

On February 27, the National Investigation Agency (NIA) Special Court in Kolkata in West Bengal sentenced one accused identified as Akramul of Malda District of West Bengal to five years Rigorous Imprisonment (RI), and INR 10,000 fine under sections 489C & 120B of Indian penal Code (IPC), as well as seven years RI and INR 10,000 fine under 16 &18 of Unlawful Activities Prevention Act (UAPA) in the 2021 Fake Indian Currency Note (FICN) seizure case, taking the total number of convictions in the case to three, reports NIA. All sentences will run concurrently. A special task force at Lalbazar Street Police station in Kolkata had initially registered a First Information Report (FIR) in the case on January 22, 2020 against Akramul and Senaul Sk alias Senaul, following the seizure of huge quantity of high quality FICNs in the denomination of INR 500. Subsequent questioning of Senaul led to the arrest of the third accused, Enamul Hoque, on February 1, 2020, along with seizure of more FICN. The case was taken over and re-registered by NIA in March 2020, and investigations by the agency led to the arrest of the four accused. NIA found that all the four accused had hatched a criminal conspiracy for procuring and circulating FICNs with the intention to use the same for unlawful gains.

The NIA team raided the premises of suspects and recovered 25 mobile phones, six laptops and four storage devices, besides various incriminating documents, and cash, apart from the currency notes of various countries. The raids and searches were carried out on the premises of 11 persons identified as Naveed, Syed Khail, Bijju, Mayur Chakroborty, Navjot Singh, Hardik Kumar, Karan Kumar, Johnson, Musthaq Ahmed Sathikali, Mubith and Hassan Al Bassam. The case relates to radicalisation of inmates in Bengaluru’s Parappana Agrahara Central Prison by suspected LeT operative T. Nazeer. Nazeer was arrested in connection with the 2008 serial bomb blasts. The NIA has been investigating the case since October 25, 2023. Investigations had revealed that the absconders had established a network comprising individuals across India to promote the LeT’s activities and to route funds to various individuals anonymously.

NIA investigations revealed that the accused had shared photographs of sensitive, tactical and strategically important installations & places in India, as well as details regarding the movements of the Indian Army and paramilitary forces, along with photographs of insignia clicked from his mobile, with agents across the border. It was also found during investigations that the accused had aided and abetted a conspiracy hatched by Pakistani ISI agents for commission of terrorist acts. Investigations further revealed that Mohammad Rashid was in contact with agents connected with Pakistani Defence authorities and the ISI, as well as government employees in Pakistan and was sending them the sensitive images and videos through WhatsApp.

It was further revealed that Arafath, along with his associates and online handler, was part of a larger conspiracy to further the terror activities of IS. Arafath had paid the graffiti writers with funds received from his online handler in the form of crypto-currencies.

On March 13, the National Investigation Agency, filed its first supplementary chargesheet in the Pune Islamic State (IS) arms and explosives seizure case and named four more accused identified as Mohammad Shahnawaz Alam, Rizwan Ali, Abdullah Shaikh and Talha Liyakat Khan, reports NIA. With this, a total of 11 accused have been charge-sheeted by the NIA in the July 2023 case relating to seizure of arms, explosives, chemicals and IS related literature. Additional charges were filed against Shamil Nachan, who was among the seven accused charge-sheeted earlier by NIA. NIA investigations revealed that all the accused were members of IS, and were involved in the plans to unleash terror in and around Pune in Maharashtra, as part of a larger conspiracy to promote the terror activities of the outfit. Investigations also showed that they had undergone Improvised Explosive Device (IED) fabrication training at Kondhwa in Pune and had even conducted a controlled blast. National Investigation Agency (NIA) on April 6, carried out raids at multiple locations in Uttar Pradesh and Bihar against the Communist Party of India-Maoists (CPI-M) in an anti-India conspiracy case, reports The Hindu. The raids were carried out by NIA teams on the premises of accused and suspected persons at 11 locations in Ballia District of Uttar Pradesh and one location in Kaimur District of Bihar. Several digital devices, including mobile phones, SIM cards and memory cards, along with incriminating documents like pamphlets of the proscribed Naxal outfit were seized during the searches. NIA investigations revealed that the outfit is making active efforts to re-energise its presence in the Northern regional bureau comprising Uttar Pradesh, Uttarakhand, Delhi, Punjab, Haryana and Himachal Pradesh.
