There are two intelligence inputs about possible terrorist strikes ahead of Republic Day, The Times of India reported on January 5. The first pertains to a joint strike by Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) with imported explosives, the second talks about IM plan to storm Police special cell office in Lodhi Road (New Delhi) and free ‘Indian operations chief’ Yasin Bhatkal. "ISI smuggled in a cache of arms, ammunition and explosives. Hizbul Mujahideen has already received a large consignment in Udhampur, Jammu and Kashmir," the Intelligence Bureau (IB) input reads. The consignment has been passed on to LeT operatives in Delhi and Punjab, sources say, adding IB has not indicated where the strikes will happen. Nevertheless, Police will deploy 200 spotters on the Republic Day parade route and 15,000 personnel in New Delhi District. The second input, a source said, says that absconding IM operatives Waqas and Tehsin alias Monu were planning to strike at special cell's office.

Jamaat-ud-Dawah (JuD) ‘chief’ Hafiz Mohammad Saeed on January 12 warned India will have to leave Kashmir just like the United States has been compelled to pull out from Afghanistan, reports India Today. Saeed said this while addressing at a local media workshop in Pakistani capital of Islamabad. The workshop was organised by Defence of Pakistan Council, an alliance of about 40 religious and political parties. "America, that did not want to leave Afghanistan, is now forced to leave it. It had long plans in Central Asia. It wanted to change the entire scenario in this region. It had plans to make this region its base and had further big aims. If my God failed it in its plans and now it has been forced to leave Afghanistan, then God willing, India will have to leave Kashmir," Saeed told the participants of the workshop.

Intelligence Bureau (IB) inputs suggest that the terror strike could happen in either Uttar Pradesh or Bihar during electioneering, reports Asian Age on March 10. Highly-placed intelligence sources said there are specific inputs that terrorist groups are planning a major hit in the two states. The fact, sources added, that terror outfits had zeroed down on UP and Bihar was not without reason. In fact, the reasons are both “tactical as well as political”, sources added.

A letter purportedly sent by banned terror outfit Indian Mujahideen (IM), was received by Welham Girls' School in Dehradun on March 29, reports The Times of India. The hand-written letter signed by IM 'commander' Laqwi warned of serial blasts at several important places in Dehradun (Uttarakhand) between March 30 and April 8, 2014. It said the blasts would "avenge what happened with Muslims in Kashmir, Gujarat and Muzaffarnagar." According to Dehradun Senior Superintendent of Police (SSP) Ajay Rautela, the letter is written in Hindi and has a sprinkling of Urdu words. "The letter has been sent to our forensic lab and we are trying to trace its source of origin," he said.

An alleged Students Islamic Movement of India (SIMI) cadre, Aftab has threatened to kill a Shiromani Akali Dal (Badal) MLA (Member of Legislative Assembly), Manjinder Singh Sirsa and blow up a gurdwara, prompting Police to lodge an FIR (First Information Report) and throw a security cordon around gurdwaras in New Delhi, The Times of India reports on May 29. Police have interrogated SIMI ideologue Safdar Nagori, operatives Imtiyaz and Abu Faisal in this connection and got some leads. Sirsa had received a call on his private number in March, 2014 from Aftab, an alleged SIMI cadre. "Aftab told Sirsa that SIMI was furious with him for organizing the Khalsa Fateh Diwas at Red Fort in March and alleged that the event was an attempt to insult Muslims. Sirsa told him that the programme was just a get-together but Aftab, who was speaking in Urdu, did not pay heed to him," a source said. Sources further said call detail records of the number from which the threat call was made has revealed that the user was in constant touch with some numbers in Dubai and the UK which are already under the radar of security agencies. The sources added that calls were also made to agencies in Delhi and Hyderabad (Andhra Pradesh) which provide security to VIPs. This has left cops puzzled about the possible motive.

The intelligence bureau (IB) warned Delhi Police about a possible terror strike at north Delhi’s busy Chandni Chowk market in the run-up to Independence Day (August 15), reports Hindustan Times on June 13. Previous IB-generated terror forewarnings either mentioned south Delhi markets such as Greater Kailash M-block and Connaught Place, where multiple bombings have occurred in the past as possible targets, or were general advisories asking the Police to step-up security across popular market places in the Capital. This time, however, the input is unambiguous and, according to sources in the IB, goes to the extent of stating that ‘militant Islamist cadre’ were chalking out a plan to ‘replicate’ attacks like the multiple bombings of February 2013 at Dilsukhnagar in Hyderabad, in addition to a similar attack at Mumbai’s Zaveri Bazaar during serial blasts by the Indian Mujahideen (IM) in 2011. What is worrying about the possible attack is the fact that Chandni Chowk won’t be one of the targets but the sole target this time around,” said an unknown IB official. He added that the Students Islamic Movement of India (SIMI) was the number one suspect.

A judge in an Allahabad Court received a letter on July 5 from a person, claiming to be a top operative of Lashkar-e-Toiba (LeT), who had threatened to kill him if he refused to dismiss a case filed against Jammu and Kashmir (J&K) Chief Minister Omar Abdullah. Manzil Saini, Senior Superintendent of Police (SSP), Allahabad said, "We have received a complaint from judicial magistrate Gyanendra Tripathi about a letter in which the sender has called himself the LeT's Pakistan occupied Kashmir [PoK] unit's chief and asked the judge to quash the case against the chief minister. He even threatened to attack him with bombs if he failed to do so", Following Abdullah's criticism of statements by central ministers on Article 370 of the Constitution, a local advocate had filed a complaint in May this year. The advocate, in his complaint, had requested that Abdullah be tried for sedition for his statement that "either Article 370 will exist or Jammu and Kashmir will not be a part of India."

Tamil Nadu Police and intelligence sleuths are trying to trace the person or persons who uploaded on YouTube a Tamil sub-titled video of a speech of Abu Muslim, a Canadian who died fighting for Islamic State (IS) in Syria, The Times of India reports on August 17. The video that went viral on the Internet has since been taken off YouTube, following a request from Police to the host server in US, but continues to be circulated on WhatsApp, sources said. In the video, Abu Muslim is said to have explained how he was a normal youth in Canada before deciding to join the IS. The state Police have requested intelligence units to help trace those who gave Tamil subtitles to the video that shows Abu Muslim encouraging people to join the cause. A Police officer said IS members were using all methods to attract youths from all over the world to join what they claim is a "sacred war." "No organization in India has openly admitted support to the ISIS but some youths have taken to wearing T-shirts carrying IS slogans and emblems. Though ISIS is not banned in India, we are keenly watching those who -followers for the new terrorist outfit born in Syria," he said. Meanwhile, sources said police in Syria recently seized maps of India from the member of a terror group in that country, triggering an alarm here and prompting authorities to rush to maintain high security in all possible public gathering places.

The Union Government ordered several states to be on increased alert after al Qaeda announced it has formed a wing in India and its neighbourhood, NDTV reports on September 4. In the video posted online, al Qaeda 'chief' Ayman al Zawahri singles out Indian states of Assam, Gujarat and Kashmir with large Muslim populations, along with Bangladesh and Myanmar, as territories targeted by the new organization. NDTV also adds that Pakistan-based Asim Umar, a top al Qaida operative, has been named to lead the Qaedat-al-Jihad, the new terror unit that Zawahri has announced will operate in the Indian sub-continent. In recent months Umer has issued a series of statements encouraging Muslim youth to take to the path of Jihad and calling for the establishment of a caliphate or Islamic state in India and its neighbourhood, a theme that also resonates in Jihadi literature and propaganda used by the Pakistan-based terror groups Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM).The Indian security establishment has in its initial analysis of Zawahri's announcement told the government that the al Qaeda-led operations in India are likely to be handled by a splinter group of the Indian Mujahideen (IM) based in Pakistan. The group, led by a man called Shiekh Armar from Hyderabad and another, Dr Shahnawaz, from Azamgarh in Uttar Pradesh, recently released a video which talked about men trained in Afghanistan fighting in India.

Gujarat has been on the radar of terrorist groups since the communal riots of 2002, The Times of India reports on September 5. The 55-minute video tape of the al-Qaeda 'chief' Ayman Al Zawahiri, warning of terror attacks in India and his mentioning Ahmedabad in the tape, has once again come as a reminder of the terror threat the state faces because of the riots of 2002. Sources in the Police said all SPs and police commissioners have been asked to stay alert in the wake of Ganesh Visarjan and make necessary arrangements to avert any untoward incident. Police have been asked to keep an eye on suspects at airports, railway stations and bus stops. State Director General of Police (DGP), PC Thakur, said: "We have taken necessary steps to avert any untoward incident." Another senior police official said they had been asked to keep an eye on SIMI activities in the city. "We have been also asked to keep watch on social sites, group SMSes and MMSes" said the police officer. Security has been stepped up at all vital installations in Gandhinagar and Ahmedabad.

Delhi Police informed Central intelligence agencies that Indian Mujahideen (IM) had meticulously chalked out a plan to carry out multiple blasts at a Delhi market, Hindustan Times reports on September 8. The organisation had created an ‘instructional manual’ for its recruits to carry out the blasts, the Police said. Documents detailing the alleged blast attempt, intelligence sources said have been recovered from the laptop of IM militant Ejaz Sheikh.“We have retrieved several Microsoft Word files which detail the targets, the timings, the materials to be used and other instructions for operatives,” said an intelligence official. “It seems that copies of these were to be handed over — with other provisions — to IM operatives before the said bid,” the officer added.

Nicholas Rasmussen, Deputy Director, National Counterterrorism Center of US, on September 11 said that the Lashkar-e-Taiba (LeT) is against improving relations between India and Pakistan, reports Zee News. Rasmussen said LeT has attacked Western interests in South Asia in pursuit of its regional objectives, as demonstrated by the targeting of hotels frequented by Westerners during the Mumbai attacks in 2008. He added Pakistani and Afghan militant groups including Tehreek-e-Taliban Pakistan (TTP), the Haqqani Network and LeT continue to pose a direct threat to US interests and its allies in the region, where these groups probably will remain focused. "We continue to watch for indicators that any of these groups, networks, or individuals are actively pursuing or have decided to incorporate operations outside of South Asia as a strategy to achieve their objectives," he said.

The arrest of a third Sri Lankan spying on India on behalf of Pakistan in less than 10 months has got intelligence agencies to train their focus back on growing radicalization among Tamil-speaking Muslims in eastern Sri Lanka where Pakistan has been fishing for a long time, The Times of India reports on September 15. Intelligence sources say, there is information that not only is Inter-Services Intelligence (ISI) regularly recruiting youth from this troubled region of Sri Lanka for espionage and covert operations against India but even Lashkar-e-Toiba (LeT) has set up a base and now wields some sort of influence in the region. "The region has been in some ethnic turmoil of late and Pakistan has been fishing in troubled waters. For its intelligence-collection and covert action operations directed against India, ISI uses four external bases - Kathmandu [Nepal], Dubai, Bangkok [Thailand] and Colombo [Sri Lanka]. The last one has traditionally been used as a base to collect intelligence about developments in sensitive Indian nuclear and missile establishments, many of which are located in south India, particularly in Tamil Nadu and Kerala. But the last few arrests show that these elements could now be used to mount an attack. This is worrying," said a security establishment officer. Radicalization in eastern Sri Lanka began way back in the 1980s when clashes with the Liberation Tigers of Tamil Eelam (LTTE) and Tamils led to a section of Muslims gravitating towards fundamentalist forces. Post Lanka-LTTE war, this radicalization is now being fuelled by increasing attacks of triumphant Buddhist Sinhala groups on the religious minority, who make 9.7 per cent of Sri Lanka's population.

Intelligence agencies have reportedly found that terrorists are active again in the west Uttar Pradesh (UP) Districts of Rampur, Moradabad, Sambhal and Bijnor, The Times of India reports on September 19. These Districts are considered the hotbed of terrorist activity, and are gaining renown as regions that provide easy asylum, intelligence sources have said. Sources in the local intelligence unit have said that there is cause to suspect that there are 20 sleeping modules in the Moradabad region alone. Terrorists who have struck in other parts of the country too have been finding refuge in this region, the intelligence sources have said. An intelligence officer said that two Sambhal District based terrorists who had long been sought after by agencies in India appear now to have crossed the border into Pakistan.

A tweet from fugitive Fahad Shaikh, an Islamic State (IS) recruit from Kalyan, threatens a terror attack on the Gujarati community in Mumbai (Maharashtra), Mid Day reports on December 24. In the tweet, sent out recently, Fahad Shaikh has threatened an attack on Gujaratis in Mumbai, say intelligence officials. The tweet reads: ‘26/11 in India was targeted bcoz Gujaratis financed riot in Gujarat and killed many innocent Muslims. Now they are in the first class...boom...’ According to Intelligence Bureau (IB) officials, the message clearly depicts the Kalyan youth’s hatred towards the Gujarati community. Police in Jaipur and other Rajasthan cities sounded a high alert on December 26 after an email purportedly sent by Indian Mujahideen (IM) appeared on the computers of 16 State Ministers, including the State Home Minister, threatening terror strikes across the state on January 26, 2015, reports The Times of India. It reads, "Dear minister, we are Indian Mujahedeen. You people be careful. We are going to give you a Big Bang surprise. You can do whatever you want but it's a challenge that we will carry out many bomb strikes in Rajasthan. We will act on January 26. Stop us if you can — Notice by IM." The outfit's motive may be to avenge the arrest of at least 14 of its terrorists over the May 13, 2008 Jaipur serial blasts which killed 71 people. Police termed the mails "serious" with the state Anti-Terror Squad (ATS) writing to Google for verification of the location of the mail sent from a Gmail account. The sender, who goes by the name identified as Lionazarda, is yet to be identified.
